Head Of State Criminal Responsibility For Environmental War Crimes: Case Study: The Arabian Gulf Armed Conflict 1990-1991, Meshari K. Eifan

Dissertations & Theses

This paper aims to provide a comparative study of the existing international criminal law framework and its relation to environmental protection during armed conflict. To approach this objective, the study will review the environmental crisis that occurred during the armed conflict in the Arabian Gulf in 1990-1991 as a case study for determining whether the international community adequately responds to these events.

Thus, this study is divided into five main parts. Part I assesses the justifications for a remedy, the criminal remedy, that is more adequate than the United Nations remedy taken toward Saddam Hussein’s actions against the environment, a …

The University of New Hampshire Law Review

[Excerpt] “Imagine that you are a legal aid lawyer in America whose services are funded by the Federal Legal Services Corporation (LSC). You interview a prospective client and learn that she was recently laid off from her job; she applied for and was denied Unemployment Insurance (UI) benefits by the state; and she is in a desperate financial situation. You accept the client’s case to determine whether she has a legal basis to challenge the denial of her UI claim. You research your client’s problem and form the opinion that the denial of her UI claim was based on a …

Explaining Horizontal And Vertical Cooperation On Public Services In Michigan: The Role Of Local Fiscal Capacity, Jered B. Carr, Elisabeth R. Gerber, Eric W. Lupher Aug 2007

Explaining Horizontal And Vertical Cooperation On Public Services In Michigan: The Role Of Local Fiscal Capacity, Jered B. Carr, Elisabeth R. Gerber, Eric W. Lupher

Working Group on Interlocal Services Cooperation

Michigan local governments engage in a wide range of cooperative activities. Little is known, however, about what factors motivate local governments to engage in intergovernmental cooperation and how local government officials choose among various forms of collaboration. We develop and test a theory of intergovernmental cooperation that explains differences in the factors that lead local governments to engage in horizontal cooperation with other local units versus vertical cooperation with county or state governments. Our primary focus is on fiscal capacity: we hypothesize that limited fiscal capacity leads many local governments, especially townships, to work collaboratively with state or county actors …

Spatial Agglomeration, Technology And Outsourcing Of Knowledge Intensive Business Services. Empirical Insights From Italy, Roberto Antonietti, Giulio Cainelli Aug 2007

Spatial Agglomeration, Technology And Outsourcing Of Knowledge Intensive Business Services. Empirical Insights From Italy, Roberto Antonietti, Giulio Cainelli

Fondazione Eni Enrico Mattei Working Papers

Aim of this paper is to explore the main drivers of outsourcing of knowledge intensive business services by Italian manufacturing firms. While anecdotal and empirical evidence has emphasized labour cost and scale economies as behind firms’ choices to outsource production or service activities, here we focus on spatial agglomeration and technology as important factors. Using microeconomic data on a repeated cross-section of Italian manufacturing firms for the period 1998-2003, we develop a two-stage model in order to avoid selection bias: first, we estimate the determinants of the firm's decision to outsource business-related services; second, we estimate the main factors underlying …
