IPED Technical Reports

The Institute for Policy and Economic Development (IPED) at the University of Texas at El Paso (UTEP) was contracted by the Upper Rio Grande Workforce Development Board (URGWDB) to conduct a client satisfaction survey as one component of a larger evaluation project. For purposes of this survey, “client” refers to businesses that have used URGWDB’s services such as job posting and job fair assistance. Client satisfaction as defined in this survey includes how well job seekers were matched with potential jobs and the customer service clients received from URGWDB staff. Instructional Costs And Tuition Revenues, David Yamoah Oct 2007

Instructional Costs And Tuition Revenues, David Yamoah

Academic Leadership: The Online Journal (2003-2012)

A variety of tax reform initiatives have impacted on the ability of New Jersey and some states in the United States to fund public higher education. Public Higher Education faces competition for limited state resources from a variety of state mandatory spending measures including health, criminal justice and elementary and secondary education. In addition, concern about the cost of higher education has resulted in demand for accountability in the use of public funds, which has lead to the need to establish relationship between funding and cost of providing higher education.

A Follower's View Of Leadership, Albert Desimone Jr.

Academic Leadership: The Online Journal (2003-2012)

Leadership and leaders—the embodiment of leadership—exist to effect positive change. If we were all satisfied with the way things are in the world, there would be no need for leaders. We would still need managers to oversee the individuals who maintain the status quo, and we would still need supervisors to oversee the tasks and processes associated with that maintenance.

Results
: A total of 8 patients were diagnosed with post-traumatic CCF and 11 procedures were done. Mean age at presentation was 35.6 years; …

Subsidies For Corn-Derived Ethanol May Leave Us Thirsty, Michael W. Lore Oct 2007

Subsidies For Corn-Derived Ethanol May Leave Us Thirsty, Michael W. Lore

PEEL Alumni Scholarship

A new report from the National Research Council (“NRC”) indicates that ethanol from corn production may have a substantial negative impact on the U.S. water supply. The U.S. ethanol subsidy program, $0.51 per gallon, is designed to help wean domestic dependence on foreign oil. However, subsidies for corn-derived ethanol may accelerate a domestic and global water crisis without establishing national energy independence. Congress should eliminate inefficient subsidies for corn-derived ethanol in the upcoming Energy Bill because the over-production of corn for corn-derived ethanol will likely accelerate the depletion of U.S. water quality and quantity.

The South African government recently announced legislation that will end canned hunting, the practice of breeding animals in captivity and then releasing them into an enclosed area to be hunted, virtually guaranteeing a successful hunt. Over 50,000 animals were hunted by nearly 7,000 tourists in the 2003–04 season. In South Africa, the industry generates an estimated half a billion dollars annually. While environmentalists allege the legislation does not do enough, breeders say the law will destroy the hunting industry and they will be forced to slaughter many of the 5,000 captive lions in South Africa, as they can’t afford to …

Terrestrial Gastropod Responses To An Ecosystem-Level Calcium Manipulation In A Northern Hardwood Forest, Monica A. Skeldon, Matthew A. Vadeboncoeur, Steven P. Hamburg, Joel D. Blum Oct 2007

Terrestrial Gastropod Responses To An Ecosystem-Level Calcium Manipulation In A Northern Hardwood Forest, Monica A. Skeldon, Matthew A. Vadeboncoeur, Steven P. Hamburg, Joel D. Blum

All Materials

The effects of acid deposition on soil calcium (Ca), and in turn on land snail populations, have been of heightened concern for several decades. We compiled a 10 year record (1997–2006) of gastropod abundance on two small watersheds at the Hubbard Brook Experimental Forest, one of which was treated with a Ca addition in 1999. In years 3–7 post Ca addition, snail abundance in the treated watershed was 73% higher than in the reference area (p < 0.001); there was no significant difference in the 3 years prior to treatment, and no significant difference in slug abundance in any year. We analyzed relationships between snail density and microsite spatial variation in leaf-litter Ca concentration, litter-layer thickness, tree species composition, slope, dead wood, and forest-floor light level. We found that snail abundance was significantly correlated with litter Ca concentration (p < 0.001) and negatively correlated with the importance value of American beech (p = 0.05). Isotopic-tracer analysis indicated that, on average, 76% of Ca in snail shells 5 years post treatment was derived from the added Ca. However, interannual variation in snail numbers indicates that other factors beyond available Ca have a strong influence on snail abundance.

Which Sexual Abuse Victims Receive A Forensic Medical Examination? : The Impact Of Children's Advocacy Centers, Wendy A. Walsh, Theodore P. Cross, Lisa M. Jones, Monique Simone, David Kolko

Sociology

Abstract

Objective

This study examines the impact of Children's Advocacy Centers (CAC) and other factors, such as the child's age, alleged penetration, and injury on the use of forensic medical examinations as part of the response to reported child sexual abuse.

Methods

This analysis is part of a quasi-experimental study, the Multi-Site Evaluation of Children's Advocacy Centers, which evaluated four CACs relative to within-state non-CAC comparison communities. Case abstractors collected data on forensic medical exams in 1,220 child sexual abuse cases through review of case records.

Results

Suspected sexual abuse victims at CACs were two times more likely to have …

Case Study: Applying A Regional Cge Model For Estimation Of Indirect Economic Losses Due To Damaged Highway Bridges, Chakkaphan Tirasirichai, David Lee Enke

Engineering Management and Systems Engineering Faculty Research & Creative Works

Destruction from natural and man-made disasters can result in extensive damage to the affected area's infrastructure. While the destruction results in costs that are necessary to restore the physical destruction and repair of existing infrastructure, a wider economic impact is often indirectly measured and felt. Policymakers generally focus only on losses that are directly caused by the destruction, such as the replacement of roads and bridges, yet tend to overlook the consequences from indirect economic losses. This study proposes a framework to estimate the indirect economic loss due to damaged bridges within the highway system of a major metropolitan area. …

Chemotherapy And Survival For Patients With Multiple Myeloma: Findings From A Large Nationwide And Population-Based Cohort, Nidhi Rohatgi, Xianglin L. Du, Ann L. Coker, Lemuel L. Moye, Michael Wang, Shenying Fang

CRVAW Faculty Journal Articles

Objective: To assess the patterns of chemotherapy use for patients with multiple myeloma and to determine if chemotherapy is effective in prolonging survival outside the clinical trial settings.

Methods: We studied a nationwide and population-based retrospective cohort of 4902 patients ≥65 years of age with stage II or III multiple myeloma from 1992 to 1999, identified from the Surveillance, Epidemiology, and End-Results-Medicare data. Multivariate logistic regression was used to estimate the odds ratio of receiving chemotherapy and Cox proportional hazard model was used to estimate the hazard ratio of mortality associated with chemotherapy.

Results: Of 4902 patients with stage II …
