Institutional Infrastructure To Support 'Super Growth' In Kenya: Governance Thresholds, Reversion Rates And Economic Development, Mwangi S. Kimenyi Sep 2007

Institutional Infrastructure To Support 'Super Growth' In Kenya: Governance Thresholds, Reversion Rates And Economic Development, Mwangi S. Kimenyi

Economics Working Papers

Kenya Growth Vision 2030 proposes policy and institutional reforms that make it possible for the country to achieve development status of a middle income country by 2030. This paper outlines the institutional framework necessary to achieve ÈSuper Growth,É which describes the character of growth required to meet targets stipulated in the Vision. The paper provides evidence confirming the importance of improving the quality of governance to the achievement of the Vision. The paper also demonstrates that the country is characterized by a high probability of reverting to poor governance. It is argued that, to achieve super growth, the country must …

Stagnation And Change In Islamic History, Metin M. Cosgel Sep 2007

Stagnation And Change In Islamic History, Metin M. Cosgel

Economics Working Papers

There appear to be two seemingly contradictory images of economic change in the Islamic World and mixed evidence on whether Islamic societies have been open or conservative against modern ideas, technological advancements, and legal developments. Whereas a conservative attitude has been dominant in some societies and time periods, Muslims were at the forefront of scientific, technological, and legal developments in others. Rather than rely on ad hoc assumptions about the attitudes and characteristics of societies or the inherent qualities of new developments, this paper explains attitudes towards change by studying the political economy of the relationship between the rulers and …

IAA Reports—Monograph Series of the Israel Antiquities Authority

This is the first volume of publications of the Bet She’an Archaeological Project, describing the large-scale IAA excavations at the site of Bet She’an, ancient Nysa-Scythopolis, during 1986–2002. Sa-Rest And (S)Mashups: Adding Semantics To Restful Services, Jonathan Lathem, Karthik Gomadam, Amit P. Sheth

Kno.e.sis Publications

The evolution of the Web 2.0 phenomenon has led to the increased adoption of the RESTful services paradigm. RESTful services often take the form of RSS/Atom feeds and AJAX based light weight services. The XML based messaging paradigm of RESTful services has made it possible to compose various services together. Such compositions of RESTful services is widely referred to as Mashups. In this paper, we outline the limitations in current approaches to creating mashups. We address these limitations by proposing a framework called as SA-REST. SA-REST adds semantics to RESTful services. Our proposed framework builds upon the original ideas in …

Footprints On Water: The Genetic Wake Of Dispersal Among Reefs, M. E. Hellberg Sep 2007

Footprints On Water: The Genetic Wake Of Dispersal Among Reefs, M. E. Hellberg

Faculty Publications

Analysis of genetic data can reveal past and ongoing demographic connections between reef populations. The history, extent, and geography of isolation and exchange help to determine which populations are evolutionarily distinct and how to manage threatened reefs. Here the genetic approaches undertaken to understand connectivity among reefs are reviewed, ranging from early allozyme studies on genetic subdivision, through the use of sequence data to infer population histories, to emerging analyses that pull the influences of the past connections away from the effects of ongoing dispersal. Critically, some of these new approaches can infer migration and isolation over recent generations, thus …

Variable Intensity Of Teleconnections During The Late Holocene In Subtropical North America From An Isotopic Study Of Speleothem From Florida, Philip E. Van Beynen, Yemane Asmerom, Victor J. Polyak, Limaris R. Soto, Jason S. Polk Sep 2007

Polk

School of Geosciences Faculty and Staff Publications

The persistence and influence of both tropical and extra‐tropical teleconnections on the hydrology of subtropical North America are little understood. Major atmospheric‐oceanic controls on the isotopic composition of the precipitation reconstructed from a 1,000 year old stalagmite are the North Atlantic Oscillation (NAO) and the Pacific Decadal Oscillation (PDO). These teleconnections create decadal‐ to centennial‐scale changes in the seasonal distribution of precipitation. An increase in the winter proportion of annual precipitation coincides with negative phase NAO conditions and a positive phase PDO. However, the PDO's influence appears to be weakened when it is out of phase with the El Niño …
