"Radical Integration" explores the two primary theoretical frameworks for achieving black liberation: the integration approach (which can be understood as assimilationist) and the identity-based, community-centered approach (which can be understood as isolationist). I argue that neither framework, by itself, is enough to ensure the achievement of true black liberation. I extract key elements of each approach and harmonize them to envision an entirely new framework. This framework, "radical integration," refocuses on the impact of racial segregation on the black community and simultaneously recognizes the need to address concerns about black identity and black authenticity in an integrated environment.

U.S. practices of coercive interrogation and torture since 2002 have called into question the efficacy of traditional structural constraints on executive power. Few dispute that the most egregious abuse of detainees in U.S. custody was unlawful, yet neither congressional oversight nor law-making functioned to check such treatment. This Article first considers why and how torture and abuse became such a pervasive problem post-9/11 despite affirmative laws prohibiting them. It then argues that the tools that were at all effective in checking executive power emerged from less classically "democratic" sources: a highly professionalized military and intelligence community; the media and organizations …

The article argues that the findings from the silica multidistrict litigation (MDL), presided over by U.S. District Court Judge Janis Jack, have significant implications for understanding the fraudulent practices in asbestos litigation. The author contends that both silica and asbestos litigations share a common "entrepreneurial model" where a small group of doctors and screening companies generate specious claims for financial gain, often without proper medical oversight. Judge Jack's findings in the silica MDL, which revealed widespread fraud and manipulation of medical diagnoses, corroborate the author's long-standing critique of asbestos litigation practices.

Geographical Indications (GIs) are terms for foodstuffs that are associated with certain geographical areas. The law of GIs is currently in a state of flux. Legal protection for GIs mandated in the TRIPS Agreement is implemented through appellations law in France and through certification mark systems in the United States and Canada. This Article first examines the state of GIs throughout the world. The author then turns to the continuing debate between the European Union and other industrialized economies over this unique form of intellectual property. The paper examines the metaphors and dynamics of Atsabe Kemak group identity construction, with a strong emphasis on local cultural `remembering' of Atsabe history via-a-vis relations of power. The analysis utilizes the analytical frameworks of Foucault's notion of discourse and Bourdieu's concept of habitus. The secondary burial of a former chieftain highlights the dynamics of Atsabe Kemak responses to new nation-building processes and to international influences that have appeared during the United Nations' transitional administration.

Sounding rocket experiments were conducted during the NASA EQUIS II campaign on Kwajalein Atoll designed to elucidate the electrodynamics and layer structure of the postsunset equatorial F region ionosphere prior to the onset of equatorial spread F (ESF). Experiments took place on 7 and 15 August 2004, each comprised of the launch of an instrumented and two chemical release sounding rockets. The instrumented rockets measured plasma number density, vector electric fields, and other parameters to an apogee of about 450 km. The chemical release rockets deployed trails of trimethyl aluminum (TMA) which yielded wind profile measurements. The Altair radar was …

Chemistry At The Cu-Fluoropolymer Interface: Relevance To Adhesion, Daliana Gava Abreu

The adhesion of sputtered Cu to fluoropolymer surfaces modified by vacuum UV photo-oxidation increased with treatment time for Teflon® PTFE while for Teflon® FEP and PFA there was cohesive failure within FEP and PFA and not at the Cu-fluoropolymer interface. Ar ion etching of the surfaces after cohesive failure showed that the depth of FEP and PFA left on the Cu was ca. 3-10 nm. The chemistry at the interface included the presence of copper fluorides. Control experiments involving Ar ion etching of untreated fluoropolymers showed no evidence for fluoride ions. Thin films of Cu were thermally evaporated and sputter …

Currently, the electrical drivers behind active-matrix flat-panel displays are polysilicon or amorphous silicon based thin-film transistors (TFTs). The ability to integrate transistors onto the glass substrate offers certain design and performance advantages over package-level integration with bulk silicon ICs; this is commonly referred to as system-on-glass (SOG) or system-on-panel (SOP). System on glass may also lower the manufacturing costs of the entire product. The utility of the Dynamic Indicators of Basic Early Literacy Skills (DIBELS) for documenting the reading progress of English Language Learners (ELLs) was investigated. Relationships among the DIBELS measures were explored using a correlational matrix. The predictive validity of the DIBELS for determining later literacy outcomes was assessed via a series of step-wise regressions. Results suggest that the DIBELS are valid for assessing the reading progress of Spanish-speaking ELLs. Growth was seen on all measures and established DIBELS benchmarks were generally met on time. Differing from previous findings, PSF did not positively correlate with NWF for first graders, and only …

In this thesis, an algorithm for object tracking through frames of video using a fast partial shape matching technique is proposed. The tracking is divided into two modules: 1) moving object extraction followed by color/edge segmentation, and 2) tracking through frames using partial shape matching. The major challenges of object tracking, such as occlusions, splitting of one object and appearance and disappearance of objects, are effectively resolved. Current practice for combating cyber attacks typically use Intrusion Detection Sensors (IDSs) to passively detect and block multi-stage attacks. This work leverages Level-2 fu sion that correlates IDS alerts belonging to the same attacker, and proposes a threat assess ment algorithm to predict potential future attacker actions. The algorithm, TANDI, reduces the problem complexity by separating the models of the attacker's capability and opportu nity, and fuse the two to determine the attacker's intent. Humans infected with West Nile virus (WNV) may clinically present with symptoms that are suggestive of neurological infection. Nearly all treatments of WNV disease have been effective in animal models only if administered before or soon after viral challenge. Here, we evaluated whether a potent neutralizing anti-WNV humanized monoclonal antibody (MAb), hE16, could improve the course of disease in a hamster model when administered after the virus had infected neurons in the brain. Five days after viral injection, WNV was detected in the brains of hamsters by cytopathic assay, quantitative reverse-transcription polymerase chain reaction, and immunohistochemical staining of WNV envelope …

In this article, the Author undertakes a law and literature approach to a major Indian law problem: understanding the losses of allotment. Allotment was a mid 19th - early 20th century federal legislative program to take large tracts of land owned by Indian tribes, allocate smaller parcels to individual Indians, and sell off the rest to non-Indians. The idea was that Indians would abandon traditional patterns of subsistence to become American-style farmers, and great tracts of land would be freed up for the advance of white settlement. The Next Epidemic: Bubbles And The Growth And Decay Of Securities Regulation, Erik F. Gerding

This article explores how speculative bubbles undermine the effectiveness of securities regulations and spawn epidemics of securities fraud. A brief historical survey demonstrates that stock market bubbles almost invariably coincide with epidemics of securities fraud, and provides a compelling argument that the outbreak of fraud in the Enron era did not stem merely from factors unique to the 1990s, but from the dynamics of an asset price bubble as well.

Drawing on perspectives from securities law practice and economic theory, the article argues that bubbles dilute the deterrent effect of antifraud rules and promote deregulation. Both effects alter the calculus …
