From 1995 to 2003, the most recent year for which we have statistics, sentenced drug offenders accounted for 49% of the growth in the number of inmates in federal prisons. In 2003, 55% of all federal prison inmates (87,000 of 158,000) were sentenced for drug offenses.

Discovery Of Extensive Optical Emission Associated With The X-Ray Bright, Radio Faint Galactic Snr G156.2+5.7, Christopher L. Gerardy, Robert A. Fesen

We present wide‐field Hα images of the Galactic supernova remnant (SNR) G156.2+5.7 which reveal the presence of considerable faint Hα line emission coincident with the remnant's X‐ray emission. We also present low‐resolution optical spectra for a few representative emission regions. The outermost Hα emission consists largely of long and thin (unresolved), smoothly curved filaments of Balmer‐dominated emission presumably associated with the remnant's forward shock front. Patches of brighter Hα emission along the western, south‐central, and north‐eastern regions appear to be radiative shocked interstellar medium filaments like those commonly seen in SNRs, with relatively strong [O i]λλ6300, 6364 and [S ii]λλ6716, …

A search has been made for neutrinos from the hep reaction in the Sun and from the diffuse supernova neutrino background (DSNB) using data collected during the first operational phase of the Sudbury Neutrino Observatory, with an exposure of 0.65 ktons yr. For the hep neutrino search, two events are observed in the effective electron energy range of 14.3 MeV < Teff < 20 MeV, where 3.1 background events are expected. After accounting for neutrino oscillations, an upper limit of 2.3 × 104 cm-2 s-1 at the 90% confidence level is inferred on the integral total flux of hep neutrinos. For DSNB neutrinos, no events are observed in the effective electron energy range of 21 MeV < Teff < 35 MeV, and, consequently, an upper limit on the νe component of the DSNB flux in the neutrino energy range of 22.9 MeV < Eν < 36.9 MeVof 70 cm-2 s-1 is inferred at the 90% confidence level. This is an improvement by a factor of 6.5 on the previous best upper limit on the hep neutrino flux and by 2 orders of magnitude on the previous upper limit on the νe component of the DSNB flux. © 2006. In 2006, as in most years, the New York courts have decided a broad range of land use issues. This article summarizes the impacts of several of these important decisions. Specifically, this article covers the following land use topics: affordable housing, statute of limitations, res judicata, standing to sue, enforcement of injunctions, takings law, vested rights, property annexation, religious land uses, New York’s State Environmental Quality Review Act (SEQRA), and judicial review of local board actions.

Preferential arrangements (bilateral and multilateral free trade areas and GSP systems (preferences for developing countries)) are emerging everywhere in the world trading system and are causing concern because they discriminate against non-members and add complexity, distortions and inconsistency to the global system. Rules of origin (ROOs) linked to these arrangements are a significant part of the problem. More and more they have become the source in their own right of distortions in trade patterns, complexity, non-transparency and inconsistency. This document provides details of operations and procedures for the approval of grid-connected photovoltaic (PV) system designs and documentation conducted by the Florida Solar Energy Center. The principal goal of this process is to help ensure the safety and quality of installed PV systems, and provides an assurance to installers, consumers and financiers that approved designs meet accepted codes and industry practices, and are accompanied by a complete System Manual that meets the minimum requirements outlined in this document.

Characterization Of Hsp70 Binding And Nucleotide Exchange By The Yeast Hsp110 Chaperone Sse1, Lance Shaner, Rui Sousa, Kevin A Morano

SSE1 and SSE2 encode the essential yeast members of the Hsp70-related Hsp110 molecular chaperone family. Both mammalian Hsp110 and the Sse proteins functionally interact with cognate cytosolic Hsp70s as nucleotide exchange factors. We demonstrate here that Sse1 forms high-affinity (Kd approximately 10-8 M) heterodimeric complexes with both yeast Ssa and mammalian Hsp70 chaperones and that binding of ATP to Sse1 is required for binding to Hsp70s. Sse1.Hsp70 heterodimerization confers resistance to exogenously added protease, indicative of conformational changes in Sse1 resulting in a more compact structure. The Vacant Home Space Conditioning Study was sponsored by Florida Power & Light (FPL) as part of its Conservation R&D Program and carried out by the Florida Solar Energy Center (FSEC). In the US, about one in four retiree "snowbirds" make Florida their destination to escape the northern cold. Snowbird residents number more than 900,000 in Florida during the winter. In some counties of FPL's territory these seasonal residents compose up to 15% of the population (Shih, 1981). This pattern of seasonal occupancy creates a need for space conditioning guidelines for vacant homes to avoid mold problems while minimizing both …
