Rehabilitating Rehab Through State Building Codes, Sara C. Bronin
Rehabilitating Rehab Through State Building Codes, Sara C. Bronin
Cornell Law Faculty Publications
Building codes are not neutral documents. Traditional codes have the effect of deterring the rehabilitation of older structures. But rehabilitation - which can have many positive effects, especially on cities - should be encouraged, not deterred. One promising method of encouraging rehabilitation has been the adoption of rehabilitation codes: building codes that establish flexible but clear requirements for renovators. After analyzing traditional building codes and three different rehabilitation codes, this Note concludes that more states should adopt rehabilitation codes on a mandatory basis.

We Can Do Better: Anti-Homeless Ordinances As Violations Of State Substantive Due Process Law, Andrew J. Liese
Vanderbilt Law Review
In September of 2004, a group of local business owners and professionals in Nashville, Tennessee, together with the Nashville Downtown Partnership, a local downtown improvement organization, submitted a plan to the Metro Council that proposed making it illegal to panhandle in the busiest areas of the city. Advocates of the proposed legislation argued that panhandlers "harass tourists and customers and make the city less appealing." Opponents viewed the proposal as nothing more than an attempt to force the homeless out of the city. The Nashville plan is patterned after the measures that several major American cities-including Philadelphia, Denver, and Seattle-have …

Mentoring Of Special Education Administrators, Deborah Mcdonald Toups Edd
Dissertations
Mentoring powerfully develops human potential but little has been known about mentoring in special education administration. Because mentoring has a centuries-long record of success, because of the importance of special education administrators, and because of the paucity of empirical knowledge on mentoring in special education administration, this study examines mentoring in the special education administration community. The population for the study was approximately 1,465 practicing special education administrators in the state of California identified by the Center of Personnel Studies in Special Education (COPSSE). Electronic mail was used to introduce the on-line survey, Mentoring for Special Education Administrators. The instrument …

The Day Laborer Debate: Small Town, U.S.A. Takes On Federal Immigration Law Regarding Undocumented Workers, Margaret B. Hobbins
ExpressO
Herndon, Virginia is the latest example of small town immigration issues exploding into the national debate on illegal immigration. This four-square mile town, population 22,000, was propelled into the national spotlight after a dramatic public reaction to Mayor Michael O’Reilly’s proposal to construct a hiring site for day laborers. Three months before the center even opened its doors, Herndon and Fairfax County faced a law suit challenging the legality of funding a day labor center that would inevitably extend its services to undocumented immigrants.
Small towns, adjusting to significant increases in the immigrant worker population, have become a new battlefield …
