Analysis Of Minority Student Recruiting Within The Denver Health Paramedic School, Mike Nugent Jul 2006

Analysis Of Minority Student Recruiting Within The Denver Health Paramedic School, Mike Nugent

Regis University Student Publications (comprehensive collection)

Since its inception in 1999, the Denver Health Paramedic School has had central to its mission the successful recruitment of minority paramedic students. Thus far, the education program has failed to produce a student body representative of minority ratios found within the state of Colorado. An action research model was employed to study the myriad of issues affecting successful minority recruitment. Through data collection including training program surveys and minority paramedic graduate interviews, the causative factors for this recruitment failure were identified and data-driven intervention strategies to improve this situation were recommended. Following consultation and discussion between the research collaborative …

Mid-Term Review Of The Undp Integrated Mine Action Programme (Imap), Gichd Jul 2006

Mid-Term Review Of The Undp Integrated Mine Action Programme (Imap), Gichd

Global CWD Repository

The break-up of Yugoslavia led to the 1992-1995 Bosnian war, which resulted in more than 200,000 deaths, massive displacement, and widespread landmine contamination. There was no clear victor in the conflict, and the General Framework Agreement for Peace (GFAP) established a loose confederal structure, with a weak central government (the State), two Entities (the Federation of Bosnia-Herzegovina and the Republika Srpska or RS) and, within the Federation, ten cantons (each with its own constitution). Because of the danger of renewed conflict, NATO fielded an Implementation Force (IFOR) to enforce the military provisions of the GFAP, while the broader international community …

Striving For Freedom: An Incarcerated Existence, Rosini R. Russell

Regis University Student Publications (comprehensive collection)

Presented in this project is a detailed study of the effects of long term incarceration on inmates and society. His innermost thoughts and feelings shed light into the criminal lifestyle through the careful examination of his experiences related to: (a) childhood, (b) family dysfunction, (c) socioeconomic status, (c) peer relations, and (d) education. The purpose of long term incarceration prevention should be focused on: (a) prevention, in order to stop at risk individuals from becoming institutionalized; (b) intervention, to …

State Legislative Update, Melissa Blair, Michael Benton, Jessica Gunder, David Lefevre Jul 2006

State Legislative Update, Melissa Blair, Michael Benton, Jessica Gunder, David Lefevre

Journal of Dispute Resolution

As of December 1, 2006, twenty-eight states have enacted some type of right to cure legislation. On April, 28, 2006, Georgia, one of the twenty-eight, amended its construction defect dispute resolution procedures to clarify the responsibilities of the parties. Pennsylvania attempted to become the twenty-ninth, the bill having passed both houses of the legislature, but the Governor vetoed the bill on March 17. Right to cure legislation was considered in South Dakota, but it was deferred to the 36th Legislative Day on February 8, 2006.

Software Based Deployment Of Encryption Keys In Wireless Sensor Networks., Timothy William Hnat Jul 2006

Software Based Deployment Of Encryption Keys In Wireless Sensor Networks., Timothy William Hnat

Electronic Theses and Dissertations

Sensor networks are just in their infancy. Their use will continue to grow as the technology becomes cheaper and more efficient. A current shortcoming with sensor networks is the inability to efficiently provide secure communications. As sensor networks are deployed to monitor and control systems, the security of communications will become a more important. This thesis proposes a new approach to key establishment and renewal through the use of point-to-point keys and software verification and validation to ensure the integrity of two nodes. Sensor networks exist on limited resources, so power efficiency is a concern. The proposed protocol allows for …

Using Individual Development Accounts For Microenterprise Development, Fred M. Ssewamala, Margaret Lombe, Jami C. Curley Jul 2006

Using Individual Development Accounts For Microenterprise Development, Fred M. Ssewamala, Margaret Lombe, Jami C. Curley

Center for Social Development Research

This study examines whether there is a role for microenterprise development as an anti-poverty strategy in the United States. This question is important because skeptical views exist regarding whether, generally, poor Americans would have the enthusiasm to undertake the risk of dealing with small-businesses, especially given that the United States has a public welfare system to take care of the poor and “abundant jobs” for those with the skills—compared to most developing countries where the only alternative open for a family investing in a small-business may be starvation. Using data from 14 community-based programs promoting small-business investment through Individual Development …

Detention Of Non-Citizens: The Supreme Court's Muddling Of An Already Complex Issue, Blake Sharpton Jul 2006

Detention Of Non-Citizens: The Supreme Court's Muddling Of An Already Complex Issue, Blake Sharpton

Mercer Law Review

Emma Lazarus's poem was engraved on a plaque and affixed to the base of the Statue of Liberty in 1903. Ms. Lazarus's words may have reflected the sentiment of the country in 1903, but the United States no longer throws its doors open to any and every person hoping for a better life. Rather, potential immigrants are faced with a labyrinth of legal hurdles in order to gain entry into the United States.

Under current U.S. immigration law, every person in the world is either a United States "national" or an "alien." With few exceptions, the term national today basically …

The Constitutional Right Not To Cooperate - Local Sovereignty And The Federal Immigration Power, Huyen Pham Jul 2006

The Constitutional Right Not To Cooperate - Local Sovereignty And The Federal Immigration Power, Huyen Pham

Faculty Scholarship

This article examines an important but up to now, still unexplored area in the federalism debate: May the federal government require local governments to cooperate with the enforcement of immigration law or other federal scheme? Or may local governments constitutionally refuse to provide that cooperation?

I use immigration law enforcement as a case study to argue that the current legal framework, which allows the federal government to mandate local cooperation, ignores the significant federalism harms that federal cooperation laws impose. And these federalism harms are not simply limited to the immigration field. In other areas where federal and local governments …

A History Of Miranda And Why It Remains Vital Today, Roscoe C. Howard Jr, Lisa A. Rich Jul 2006

A History Of Miranda And Why It Remains Vital Today, Roscoe C. Howard Jr, Lisa A. Rich

Faculty Scholarship

Custodial interrogations and how they are conducted in light of Miranda and its progeny are an integral part of the American criminal justice process and a necessary tool for criminal law enforcement, not merely a source of catchy phrases for today's popular television shows, for a very simple reason: The warnings set the ground rules for custodial interrogations and ensure that the interrogator and suspect are on a level playing field. A review of the case law surrounding the Miranda decision reveals that Miranda is a case that has encapsulated the nation's beliefs and, while subject to the ebbs and …

Transparency And Innuendo: An Alternative To Reactive Over-Disclosure, Scott M. Lassman Jul 2006

Transparency And Innuendo: An Alternative To Reactive Over-Disclosure, Scott M. Lassman

Law and Contemporary Problems

Lassman examines the tension between transparency and other public health interests in the context of the FDA's proposed Drug Watch web site. He argues that although the FDA proposal seeks to achieve a laudable goal--the prompt communication of important useful safety information about drug products to physicians and patients-- it fails to properly balance transparency and other legitimate public health interests.
