Then The Burning Began: Omaha, Riots, And The Growth Of Black Radicalism, 1966-1969, Ashley M. Howard

Student Work

Throughout the 1960s, America witnessed one metropolis after another suffer from major civil disturbances. The first of these incidents occurred in Selma, Alabama, but it was not until Watts, California exploded that the nation began to take notice. As America was throttling towards a major race war, nobody anticipated the Midwestern town of 'Omaha, Nebraska to experience the same disturbances larger cities had. Although the life of average Omaha blacks was better than that of many of their urban counterparts, black Omahans still faced frequent job discrimination, lack of adequate educational facilities, and general disenchantment with Northern ghetto life. Between …

The Effects Of No Child Left Behind Act On North Dakota Career And Technical Education Programs, Jerome Alden Gunderson Aug 2006

The Effects Of No Child Left Behind Act On North Dakota Career And Technical Education Programs, Jerome Alden Gunderson

Theses and Dissertations

The purpose of this study was to research the effects of No Child Left Behind legislation on the enrollment of Career and Technical Education programs in the state of North Dakota. In 2001, the US Congress passed the “No Child Left Behind’' legislation. The No Child Left Behind Act (NCLB) has initiated much discussion and forced changes to many public school K-12 programs. The legislation was written specifically to address educational issues related to core academic educational programs such as math, English, science, and social studies.

Career and Technical Education (CTE) programs were not addressed in the NCLB legislation, but …

Civil Commitment Of Sexually Violent Predators: The Search For A Limiting Principle, Aman Ahluwalia Aug 2006

Civil Commitment Of Sexually Violent Predators: The Search For A Limiting Principle, Aman Ahluwalia

Cardozo Public Law, Policy & Ethics Journal

The article challenges the legal and empirical justifications for civil commitment of sexually violent predators, arguing that current standards, such as mental abnormality and lack of control, are overly broad and lack robust empirical support. It contends that recidivism rates for sex offenders are not significantly higher than those of other offenders, undermining the rationale for civil commitment. The analysis advocates for a more nuanced approach to incapacitation, emphasizing criminal law solutions over medicalized commitments.

Understanding The Psychosocial Development Of Neighborhoods: Implications For Situational Policing, Jeri Kirby Aug 2006

Understanding The Psychosocial Development Of Neighborhoods: Implications For Situational Policing, Jeri Kirby

Graduate Theses, Dissertations, and Problem Reports (ETD)

Community policing strategies are aimed at reducing crime and getting neighbors more involved. These goals of achieving safe neighborhoods seem just outside of the police department's reach. The police have been unable to achieve sustained satisfaction with the residents while also deterring crime and disorder. Research has suggested that collective efficacy within neighborhoods has a strong relation to the level of crime and disorder (Sampson, 1999). Assuming that neighborhoods have unique properties/characteristics, other researchers explored the idea that neighborhoods behave like groups and develop through identifiable stages (Nolan, 2004). Using qualitative methods inside the Pittsburgh Police Department and in four …

Keelhauling Pirates: How Ex Parte Seizure Of Non-Interfering Lpfm Does Not Further The Fcc's "Public Interest", Buck Endemann

San Diego Law Review

This Comment describes how FCC regulatory policy has shifted from the "public trust" model to a privately driven approach. Ex parte seizure of non-interfering pirate radio equipment does not match current FCC regulatory theory and works against traditional "public interest" factors. Part III analyzes new FCC policy towards Low Power FM and suggests that the Supreme Court develop fresh precedent to keep pace. Part IV addresses Fourth Amendment concerns by exploring alternate enforcement methods and proposing more reasonable approaches to license enforcement. Finally, Part V analyzes the Due Process implications of ex parte seizures under the Supreme Court's Mathews framework. …

Standard Practice Of Atmospheric Water Management Projects, George W. Bomar Jul 2006

Standard Practice Of Atmospheric Water Management Projects, George W. Bomar

2006

Because it is viewed increasingly for its potential to augment the supply of fresh water as well as a reliable means for mitigating certain hazardous weather conditions, the use of weather modification technologies has flourished in recent decades. Consequently, the American Society of Civil Engineers (ASCE) some 25 years ago established working groups to develop manuals and other materials to guide the professional practice of seeding clouds to alter cloud processes for the increased production of rain water and snowpack as well as protection from deleterious weather events such as hail and dense fog.
