A Review Of Energy And Environmental Policy For Offshore Liquefied Natural Gas (Lng) Terminals, William D. Whitmore

LSU New Orleans Theses and Dissertations

The Maritime Transportation Security Act of 2002 amended the Deepwater Port Act of 1974 allowing energy industries to construct offshore liquefied natural gas (LNG) terminals. The industry friendly amendments weakened environmental regulations resulting in quick approval of several terminals that utilize environmentally damaging open-loop regasification systems. The objectives of this case study are to determine what influences national energy security and energy industries have in offshore LNG policy development and what energy policy tactics are utilized by the George W. Bush administration. Senate testimony, industry publications, federal legislation, and permit case studies reveal the prominence of concerns for national energy …

Performance Based Pay: Is It A Functional Alternative In Government?, Jerry Templet

LSU New Orleans Theses and Dissertations

The use of performance-based, or incentive based, compensation plans is ubiquitous in the private sector. Private business operates under the belief that the use of incentives leads to increased performance from employees and higher profits for the companies. This study is centered on the function of those performance-based pay plans within the government. Its purpose is to determine if the use of such pay plans is effective, both for the efficiency of government organizations and the motivation of employees. Through the analysis of government documents and organizational plans, and interviews of human resource managers and employees, this study analyzes performance-based …

Critical Leadership Traits And Characteristics Of Rural Mississippi Community College Presidents For The 21st Century, Jan Reid-Bunch

Theses and Dissertations

The development of effective and well prepared leaders is vital to the continued success of community colleges and their students. The community college movement boomed in the 1960s and 1970s, and it is now faced with massive numbers of retirements across the nation. Throughout its history, the American Association of Community Colleges (AACC) has made leadership development a priority and a central portion of its mission. Leadership roles are changing in the 21st century in America?s community colleges; therefore, we must reflect on our past to assist in directing our future. According to Young and Ewing (1978), a vast majority …

Understanding Employees' Willingness To Contributeto Shared Electronic Databases: A Three-Dimensional Framework, Guowei Jian, Leo Wayne Jeffres Aug 2006

Understanding Employees' Willingness To Contributeto Shared Electronic Databases: A Three-Dimensional Framework, Guowei Jian, Leo Wayne Jeffres

Communication Faculty Publications

Work organizations increasingly adopt shared electronic databases. However, employees' unwillingness to contribute to shared resources undermines the utility of such technologies. Current research is limited to either a utilitarian or normative perspective. To advance understanding in this area, this study proposes a three-dimensional framework. It includes the utilitarian and normative perspectives as two complementary dimensions in addition to a third collaborative dimension. Based on this framework, the study identifies three key organizational processes and advances an additive model to predict employees' willingness to contribute to shared electronic databases. An empirical test was conducted to assess the model in a large …

Language Of Innovation: Alignment Of Boundary Objects, Humayun Rashid Aug 2006

Language Of Innovation: Alignment Of Boundary Objects, Humayun Rashid

Student Scholarship

The role of language in communication has been part of most social science and management disciplines for decades; but in the world of practice, large organizations still struggle with implementing major innovations or changes due to communication barriers between the diverse participants. The lack of acceptance and the challenges of change are especially characteristic of information technology-enabled business transformations that typically involve intense interactions between business executive/managers and information technology (IT) staff. When these diverse groups interact to achieve an over-arching company objective, communication becomes a major organizational challenge. During my discussions with executives over the years in the world …

Leadership Styles Inventory Of Michigan Career And Technical Education Area Center Principals, Alan D. Papendick

Dissertations

This study was conducted to determine the leadership styles of the career and technical education (CTE) area center principals in Michigan and how effective they are perceived by their subordinates. The concept of leadership traits or styles has been studied extensively within the K--12 general education setting, but lacks sufficient empirical evidence within the CTE community. The population for this study included all the CTE area center principals in Michigan and their determined subordinates: lead administrative assistant, counselor, paraprofessional, and four faculty members. This study analyzed data collected from 19 CTEarea center principals and 70 subordinates. The instrument used for …

The Re-Innovation Of Ford Motor Company To A Sustainable Lean Enterprise., Kenneth A. Ryan 1968-

Electronic Theses and Dissertations

For many years the concept of Lean Manufacturing has been applied in automotive development as a tool to refine the manufacturing practices to the greatest efficiency possible through waste reduction. Continuous Improvement is a quality innovation process that supports this objective, based on the manufacturing pillar – work processes and scientific experiments must be controlled and constantly modified and improved by the people who do, and are accountable for the work. Continuous Improvement implicitly implies the understanding and recognition of what is a problem and problem solving techniques used to formulate the best countermeasures to those problems. The process of …

Drawing on social network theories and previous studies, this research is an initial effort to explore the dynamics of the social network structure in Open Source Software (OSS) teams. Three projects were selected from SourceForge.net in term of their similarities as well as their differences. Monthly data were extracted from the bug tracking system in order to achieve a longitudinal view of the interaction pattern of each project. Social network analysis was used to generate the indices of network structure. The finding suggests that the interaction pattern of OSS projects evolves from a single hub at the beginning to a …

The Effects Of Corporate And International Culture On Achieving And Maintaining Strong Corporate Governance, Cindy Saad Aug 2006

The Effects Of Corporate And International Culture On Achieving And Maintaining Strong Corporate Governance, Cindy Saad

Honors College Theses

The issue of implementing strong corporate governance has grown immensely in recent years, and has shifted the way organizations structure their decisions, from board composition to reporting and compliance processes. In light of the numerous scandals ranging from Enron to WorldCom, among others stemming from the dot.com boom and bust of 2000, some steps have been taken to restore investor and regulator confidence, Sarbanes-Oxley being the most popular phrase relative to corporate governance concerns here in the United States. Compliance and regulatory reporting have come to the forefront of firm priorities, but there are still implications for achieving strong corporate …

Acceptance Of Technological Change: Do Age, Expertise And Self-Efficacy Matter?, Cheryl Fernandez Aug 2006

Acceptance Of Technological Change: Do Age, Expertise And Self-Efficacy Matter?, Cheryl Fernandez

Student Work

This study was designed to examine the acceptance of change by employees of different ages, in different contexts. This study challenged the stereotypes held against older individuals by proposing that factors other than age contribute to the acceptance of changes. It examined two context-specific variables, self-efficacy and expertise which contribute to acceptance of technological changes. The findings indicated that older individuals with computer experience had higher self-efficacy. On the other hand, younger individuals had higher self-efficacy, regardless of computer experience. Also, individuals who felt younger than they actually were had higher self-efficacy when they had experience with computers, compared to …

Reconsidering Academic Dishonesty: A Critical Examination Of A Complex Organizational Problem, Tricia Bertram Gallant Phd Aug 2006

Reconsidering Academic Dishonesty: A Critical Examination Of A Complex Organizational Problem, Tricia Bertram Gallant Phd

Dissertations

Academic dishonesty, traditionally framed as a problem of student agency, plagues higher education institutions. In order to facilitate leadership toward the resolution of the problem, this study reconsiders academic dishonesty as a symptom of the complex interplay among agency, structure, and culture. The theoretical framework utilized, which I call Systemic Interactionism, builds on existing sociological, leadership, and organizational theories to provide a more robust explanation of academic dishonesty and other complex organizational problems. This reconsideration of academic dishonesty occurs in the context of three American higher education institutions. I employed a variety of field methods (interviews, observations, and document analysis) …

Understanding The Role And Organizational Value Of Employing An Interim University Of President During Presidential Transitions, Cameron Keith Martin Jul 2006

Understanding The Role And Organizational Value Of Employing An Interim University Of President During Presidential Transitions, Cameron Keith Martin

Theses and Dissertations

A common method for colleges and universities experiencing a transition between permanent presidents is to employ an interim president. A dominant perspective in related literature discussing the role, organizational value, and practices regarding the employment of an interim president has been based upon specific experiences of an institution or individual who had endured or fulfilled an interim presidency; absent, have been the insights of experienced interim presidents-individuals who have been a permanent president at least once and interim president multiple times at different institutions. Therefore, this research answers the following two questions: (a) what are the perspectives and insights of …

Creating Effective Schools Where All Students Can Learn, Christina Reagle Jul 2006

Creating Effective Schools Where All Students Can Learn, Christina Reagle

The Rural Educator

Helping schools create environments where all students can learn is a worthwhile mission for schools big and small. Both multi and single site districts agree that providing equitable and meaningful learning opportunities for every student is essential, but find this challenging and difficult. What are the systemic factors that limit educators in considering new educational paradigms that might structure schools differently, increase learning outcomes for a wider spectrum of students, and prepare students to meet the challenges of the 21st century? All communities need graduates ready to face the world after high school, prepared to work, and ready to offer …

Analysis Of Minority Student Recruiting Within The Denver Health Paramedic School, Mike Nugent

Regis University Student Publications (comprehensive collection)

Since its inception in 1999, the Denver Health Paramedic School has had central to its mission the successful recruitment of minority paramedic students. Thus far, the education program has failed to produce a student body representative of minority ratios found within the state of Colorado. An action research model was employed to study the myriad of issues affecting successful minority recruitment. Through data collection including training program surveys and minority paramedic graduate interviews, the causative factors for this recruitment failure were identified and data-driven intervention strategies to improve this situation were recommended. Following consultation and discussion between the research collaborative …

Retention is a growing concern for the undergraduate adult program at Regis University. Action research, specifically the Pearce and Robinson action research model, was used to fully understand the issue and create solutions. The Spring 2004 new start cohort was analyzed to find reportable data. Feedback was taken from a member of the Student Success Team regarding the spring cohort, and staffs from three departments were interviewed. Collaboration is central to action research and the team that was developed helped interpret the data. This collaboration team then put together three recommendations. The final recommendation suggested for implementation is to make …

The Creation Of Organizational Learning Solutions In The Call Center At Direct Checks Through Action Research, Joel Lamoreaux

Regis University Student Publications (comprehensive collection)

Maximizing potential revenue and profitability performance continues to be a key objective for Direct Checks as the company's core product - personal checks - moves through the decline stage of the product life cycle; and, the department with the most potential to positively impact the financial performance will be the Call Center, as a majority of the company's orders are captured through this channel. This department, however, continues to struggle with the establishment of a culture where the learning and sharing of information is embedded into the operating norms and values of employees, specifically around how to best sell to …

Finding Our Way: Leadership For An Uncertain Time, Brian Trautman Jul 2006

Finding Our Way: Leadership For An Uncertain Time, Brian Trautman

Academic Leadership: The Online Journal (2003-2012)

Leaders at different levels within organizations, school systems, and communities are becoming increasingly aware of the concepts and principles of the “new science” of leadership. Many of these same leaders are now beginning to integrate the new science ideology into everyday decision-making processes and practices. New science is also offering leaders the knowledge and understanding needed to effectively transform long-established, hierarchical, mechanistic organizational human resource management models into open, participative, and adaptive learning systems.

Exploring The Discourses Of Small Enterprise Proprietors, Brendan O'Rourke, Martyn Pitt

Conference papers

Over the last three decades the discourses of strategy and enterprise have developed significantly in the context of large corporate organizations and increasingly within and for the public sector. The discourses of strategy and enterprise have developed in relationship with each other and are generative of various attributes and dilemmas for the identity of the strategist/entrepreneur. This study looks at how these important discourses are deployed by small enterprise proprietors in periodical publishing in Ireland as they construct their business identities with one of the authors. Interview data from one proprietor is subjected to a discourse analysis drawing particularly on …

Bridging The Gaps Between Design And Use: Developing Appropriate Tools For Environmental Management And Policy, Brian Mcintosh, Alexey Voinov, Court Smith, Carlo Giupponi

International Congress on Environmental Modelling and Software

Integrated assessment models, decision support systems (DSS) and Geographic Information Systems (GIS) are examples of a growing number of computer-based tools designed to provide scientific decision and information support to people within environmental management and policy organizations. It is recognized that end-user organizations are often not as receptive to using such tools as desired but that little research has been done to uncover and understand the reasons why. As part of the process to understand what tools are used and why, and conversely what tools are not used and why, this paper presents some views on the issues involved. No …
