The Demise Of Regulation In Ocean Shipping: A Study In The Evolution Of Competition Policy And The Predictive Power Of Microeconomics, Christopher L. Sagers

Over its 140 year history, ocean liner shipping has almost always enjoyed an antitrust exemption permitting price-fixing cartels of ocean carriers. The exemption was premised on the belief that problems of cost and capacity inherent in the trade can be resolved only by horizontal collusion. Now that that exemption has been whittled away by deregulatory efforts, the pre- and post-deregulation evidence presents one of the world's rare opportunities for natural experiment on the behavior and effectiveness of collusive cartel pricing. Moreover, because normal and effective competition never really existed prior to 1998, the normative foundation of the antitrust exemption was …

A single qualitative case study design was used to determine the perceptions of administrators and faculty from a community college that is considered to be transitioning to a learning-centered college. The researcher conducted the case study to describe, explain and evaluate the phenomenon, and also recorded facilitators or roadblocks identified during the process. A conceptual framework model was used to produce an auditing procedure that identified the progress, perceptions and status of the community college as it transitioned to become a learning-centered college. This Five Year District Program Review is issue based and follows the Institute of Agriculture and Natural Resources guidelines for Research and Extension Centers revised in 2000 (see Section 7a). In line with Tim Kuhn's work on organizational communication genres, this project seeks a generic understanding of Teamsters organizing rhetoric through analysis of the unique rhetorical situation at hand: the International Brotherhood of Teamsters (IBT) organizing female members by using rhetoric that invites women to identify themselves as Teamsters. This approach reveals how Teamsters organizing rhetoric relies on reinforcing a particular organizational identity that reflects the union's ideologically conservative roots as a "bread-and-butter" labor organization dependent on the organizing principle of brotherhood while permitting newer "sisterly" understandings of what it means to be a Teamster. This study assessed the effect of a learning organization of clinical nurse leaders on an increase in levels of developmentally supportive, family-centered care (DSC). The intervention occurred in the Newborn Intensive Care Unit (NICU) at Magee-Womens Hospital, Pittsburgh, PA. Clinical nurse leaders (N = 9) were encouraged to model research-based, developmentally supportive techniques. The "Checklist for Observing Developmentally Supportive Care in the NICU" was developed to assess the levels of DSC in 17 measurable techniques in three conceptual areas: environmental support, individualized support, and family-centered care. The checklist includes adaptations for infants with medical or familial issues. Infants and caregivers …

This study focused on the relationship between voice and judgments of procedural justice in a sample of older adolescents and examined potential moderating and mediating influences of identity orientation (personal, social, and collective) and negative emotional response. Participants read 1 of two different family conflict scenarios (voice and no voice) asking them to imagine themselves in a disagreement with their parents over grades and financial support. In the voice condition, parents were described as making their decision after listening to the participant’s input. This study reports the results from a survey of 368 family-owned small to medium size enterprises (SMEs) with regard to the importance, nature, and extent of succession planning. By categorizing SMEs according to their annual revenues, total number of employees, and number of family members employed within the firm, significant differences were found between larger and smaller firms. Consistent with extant literature, the findings reveal that most family members join the firm for altruistic reasons. Issues related to family relationships were rated as significantly more important in firms in which more family members were employed within the firm. Moreover, for …

Education policy in Pakistan, as in other developing countries, faces the challenge of poor implementation. The article explores the history of education policy in Pakistan and describes the conventional accounts of policy failures. It particularly highlights the issues of unclear goals, political commitment, governance, centralisation, resources and foreign aid. Generally, it is assumed that overcoming these conventional challenges will result in better policy outcomes. This study examined the effects of implementing Web-enabled technology systems on the functional role of the community college registrar. The focus on systems implementation included in-house, outsourced, consortia, or combination of implementation strategies. A quantitative and qualitative approach included several interviews and a mailed survey questionnaire. The researcher developed the instrument from human resources position description forms, an adapted administrative Q-sort technique, and a role conflict and ambiguity perception questionnaire. The purpose of this study was to examine strategic plans and evaluation models in light of organizational structures and funding to determine if member institutions in the Florida Faculty Development Consortium were investing in faculty development based on strategic and measurable criteria. Data were gathered through a mixed method survey mailed electronically to the individuals responsible for faculty development at 31 member institutions of the Florida Faculty Development Consortium. Outsourcing inherently considers what activity needs to reside within a given firm. The difficulty of exchanges between firms in the face of uncertainty affects where work on developing and producing new products is performed. Theory is developed and explored using a case study that explains firm sourcing decisions as a response to uncertainty within the context of industry structure and related transaction costs. Viewing outsourcing broadly results in a better delineation of outsourcing options. Implications for management research and practice are identified.

Prior to 9/11, disaster and emergency management meant preparedness for and response to natural and man-made emergencies such as floods, hurricanes, fires, and civil discord. Low vision is a condition that occurs when an individual has "some amount of usable vision, but their visual functioning is impaired and interferes with their ability to carry out desired tasks" (Lampert & Lapolice, 1995, p. 885). Impairments in vision cause disruptions in areas of daily living including work and leisure, routines, habits, roles, and social participation.
