Using Ex Post Evaluations To Improve The Performance Of Competition Policy Authorities, William E. Kovacic

Competition policy is a work in progress. Charting the future course of competition policy can benefit heavily from looking back and asking two fundamental questions. First, did the agency’s interventions produce good results? Second, did the agency’s managerial processes help ensure that the agency selected initiatives that would yield good outcomes? This article discusses how government competition authorities might use ex post evaluations of enforcement decisions, operational mechanisms, and organizational design to improve the quality of their work. Preparing performance measures and conducting evaluations provide valuable tools for answering critical questions about the administration of competition policy.

Secondary data from different sources were used to examine the changes in red meat prices in Turkey between 1976 and 1989 taking account of the impacts of inflation and red meat imports during that period. It is observed that in current prices a higher price increase was realized in red meat prices compared to the fattening feed prices in the period 1976-1999. When the effects of inflation and purchasing power of money are taken into account, it is determined that red meat prices rose at an increasing rate, whereas feed prices decreased after 1995. This study was conducted to determine the serum Cu, Zn, Se and Fe concentrations at 60, 100, and 150 days of pregnancy and at 45 days of parturition in twin and single pregnant sheep. A total of 30 pregnant Akkaraman sheep in 2 groups (15 single pregnancies, 15 twin pregnancies), aged 3-5 years and weighing 40-50 kg were used. The blood samples were analyzed for serum Cu, Zn, Se and Fe concentrations. Effects Of Dietary Fluoride Levels On Growth, Serum Indexes And Antioxidant Systems In Growing Pigs, Xin Tao, Zi Rong Xu, Yi Zhen Wang

Turkish Journal of Veterinary & Animal Sciences

Ninety-six growing pigs were used to evaluate the effects of fluoride levels on growth performance, serum indexes and antioxidant systems. Four dietary treatments were formulated by supplementing fluorine (as NaF) to provide the following added fluorine levels: 0, 50, 100 and 150 mg/kg. The results showed that pigs consuming diets with 100 and 150 mg/kg fluorine added had poor growth performance, and most serum biochemical indexes were significantly altered compared to the control (P < 0.05). On the other hand, serum and liver MDA concentration significantly increased due to the addition of 150 mg/kg fluorine (P < 0.05). T-AOC levels and the activities of SOD, GSH-PX, CAT and GST of serum and liver in fluoride added groups decreased, most of which altered significantly (P < 0.05). These results indicated that excessive fluoride ingestion had an adverse effect on animal health and performance.

The aim of this study was to describe seasonal changes in scrotal circumference, sperm motility, sperm concentration, percentage of abnormal spermatozoa and biochemical and enzymatic properties of seminal plasma for 9 months in 10 mature fat-tailed Akkaraman and Awassi breed rams. Scrotal circumference and semen were evaluated monthly from rams and seminal plasma separated from semen to study it. Scrotal circumference, sperm motility and sperm concentration were higher during autumn months. Furthermore, autumn months showed moderate percentage of abnormal spermatozoa. The present study was carried out to determine the variations in the number of eggs excreted in the faeces at different hours of the day and the correlation between faecal egg counts and fluke burden in sheep naturally infected with Dicrocoelium dendriticum. The objectives of this study were to identify staphylococci isolated from different animal clinical samples, to examine some of the virulence factors in the isolates, to determine relationships between these virulence factors and coagulase positive Staphylococcus (CoPS)/coagulase negative Staphylococcus (CoNS) strains. A total of 180 strains of Staphylococcus spp. were isolated from bovine mastitis, dogs with otitis externa and chickens with various infections. The isolates were identified as S. aureus (29.4%), S. hyicus (16.7%), S. intermedius (3.9%), S. chromogenes (16.1%), S. lentus (13.3%), S. epidermidis (11.1%), S. simulans (7.8%) and S. haemolyticus (1.7%). Dietary and seasonal effects on the fatty acid composition in the fillets of sea bream Sparus aurata and sea bass Dicentrarchus labrax were studied. The objective of this study is to relationship between the somatic cell count (SCC), milk production and the morphologic traits of udder in the herds of Black-and-White cattle. The data included the test day records of milk and SCC, type evaluation of 2012 Black-and-White cows of the first lactation in 143 Lithuanian herds. The findings of the study are consistent with the results of similar previous studies concerning a negative relationship between SCC and milk yield during lactation. In Vitro Effects Of Melatonin On Hyaluronidase Activity And Sperm Motility In Bull Semen, Sadetti̇n Tanyildizi, Tanzer Bozkurt, Osman Çi̇ftçi̇, Fati̇h Saki̇n

Turkish Journal of Veterinary & Animal Sciences

The effects of melatonin on hyaluronidase activity of semen and spermatozoa motility of Holstein bulls were investigation in vitro. Semen samples were divided into 5 equal parts and incubated (v/v) with melatonin at the doses of 0.5, 1, 2 and 4 mM for 60 min. Percentages of spermatozoa motility, morphological abnormality and hyaluronidase activity of semen were determined at 5, 10, 15, 20, 30 and 60 min during incubation. Results show that melatonin caused a significant (P < 0.001) decrease in the spermatozoa motility, while causing a significant increase in the hyaluronidase activities of the semen. However, there was no significant difference in the percentages of abnormal spermatozoa when compared with control samples. Doses of 0.5, 1, 2 and 4 mM of melatonin in bull semen decreased the percentage of spermatozoa motility in a time- and dose-dependent manner. The mean percentages of abnormal spermatozoa were not affected by melatonin treatment. However, it caused an increased hyaluronidase activity of bull semen. In conclusion, the existence of melatonin in bull semen has a significant effect on fertilization ability by affecting spermatozoa motility and hyaluronidase activity.

The effect of refrigerated storage at 1 ± 0.3 ºC on vitamin E level, fatty acid composition and lipid oxidation of fillets was studied in 3 groups of rainbow trout fed diets supplemented with increasing levels (100, 300 and 500 mg kg^{-1} diet, respectively) of \alpha-tocopherol acetate as antioxidant. Two corn hybrids (conventional: CON; silage: SIL) were harvested at early dent (ED), 1/2 milkline (1/2 ML), and black layer (BL) stages of maturity for testing the effects of hybrid, stage of maturity, and length of fermentation on corn silage quality. Tested parameters were pH, DM, CP, and ruminal in situ DM disappearance (ISDMD), respectively. Longer fermentation length caused lower silage pH at 8 (3.97) and 16 (3.93) weeks. A secundum atrial septal defect (ASD) was diagnosed in a 1-year-old Turkish Kangal dog after dissection for student education. The defect was 21.99 mm in maximum length and 8.37 mm in maximum width and was elliptical. The dog had no clinical disorders. This is the first case of a secundum ASD reported in an adult Kangal dog.

Identification Of Vibrio Anguillarum By Pcr (Rpon Gene) Associated With Vibriosis In Marine Fish In Turkey, Di̇dem Demi̇rcan, Akin Candan

Turkish Journal of Veterinary & Animal Sciences

The main causative agent of vibriosis is Vibrio anguillarum. In this study, 33 V. anguillarum strains were isolated from the internal organs of marine fish showing typical clinical signs of vibriosis, and these strains were identified by biochemical tests. For comparison of these results, API 20E and BIONOR Mono-Va agglutination kits were used. Finally strains were amplified by PCR using the rpoN gene. Although the phenotypic properties of V. anguillarum strains varied, the rpoN gene from chromosomal DNA was amplified in all strains. In conclusion, this gene could be used in the diagnosis of V. anguillarum strains isolated in Turkey.

The aim of this work was to find possible differences between the effects of anticholinergic drug administration during the duodenal phase 1 or phase 2a of migrating myoelectric complex on antral spike burst amplitude in fasted and non-fasted sheep. Eight adult rams possessing bipolar electrodes in the antrum and small intestine were used in the study. Feeding increased significantly the spike burst amplitude range from 60-110 to 80-160 µV. The prevalence of BHV-1 and BLV antibodies was studied in 313 serum samples collected from 5 dairy cattle herds. Serum samples were collected from both apparently healthy animals and animals with respiratory symptoms. The samples were tested for the presence of antibodies against BHV-1 and BLV using virus neutralization and agar gel immunodiffusion test, respectively. The results indicated that the prevalence of BHV-1 and BLV infections was 19.5% and 0.3%, respectively.

MIC_{50} and MIC_{90} values of ciprofloxacin, trimethoprim-sulphamethoxazole, tetracycline and erythromycin for 39 fish pathogenic bacterial strains (Yersinia ruckeri, Enterococcus seriolicida, and Aeromonas salmonicida) were determined using the E-test and agar dilution method. The MIC_{50} value of ciprofloxacin was approximately 1 mg/l for all fish pathogenic isolates. All fish pathogenic isolates showed elevated susceptibility to ciprofloxacin.
