We have a truly outstanding panel of speakers this morning to discuss issues and history relating to water resources in the American West. Water, of course, has always been scarce out here. Some nineteenth century maps of the United States had the words "Great American Desert" written broadly across the West, and that characterization reflected how many people viewed the West in that era. Whatever their differences, the articles in this issue also have much in common in addition to their regional focus. The author of this Comment shall discuss in turn three (related) theoretical issues that arise, to a greater or lesser degree, in all four contributions. The first Part of this Comment considers the insights of these articles on the need to move from discussing transplants to focusing on transnational legal processes. The authors of this Article were committed to researching the impact of the paramilitary demobilization process "on the ground"-that is, conducting qualitative research that would allow us to test the validity of different debates with the goal of generating recommendations on how future conflict and post-conflict countries might benefit from the merging of DDR and transitional justice. In this text we draw upon the preliminary results of our research on the individual and collective demobilization programs. Current psychiatric nosology depicts posttraumatic stress disorder (PTSD) as a discrete diagnostic category. However, only one study has examined the latent structure of PTSD, and this study suggested that PTSD may be more accurately conceptualized as an extreme reaction to traumatic life events rather than a discrete clinical syndrome. To build on the existing literature base, the present research examined the latent structure of posttraumatic stress reactions by applying three taxometric procedures (MAXEIG, MAMBAC, and L-Mode) to data collected from large nationally representative samples of women (ns = 2684 and 3033) and adolescents (n = 3775). People disagree about the empirical dimensions of various public policy issues. It's not surprising that people have different beliefs about the deterrent effect of the death penalty, the impact of handgun ownership on crime, the significance of global warming, the public health consequences of promiscuous sex, etc. The mystery concerns the origins of such disagreement. Were either the indeterminacy of scientific evidence or the uneven dissemination of convincing data responsible, we would expect divergent beliefs on such issues to be distributed almost randomly across the population, and beliefs about seemingly unrelated questions (whether, say, the death penalty deters and whether …

Restrictions on freedom of expression may take direct and indirect forms. A state may censor speech, criminalize defamation, harass the media or individual journalists, fail to investigate crimes against the media , require the compulsory licensing of journalists, or fail to enact freedom of information laws or laws that prohibit monopoly ownership of the media. A victim of a restriction on freedom of expression that violates international law may have no recourse in domestic courts, either because state law offers no remedy or because judges are too intimidated to enforce the laws as written. National Hockey League player Sheldon Kennedy's 1997 revelation that his award-winning junior hockey coach had molested him for years created a national outcry in Canada. It resulted in the appointment of a special commission and declarations from the United States and Canada that this must never happen again. However, Kennedy was not alone; child sexual exploitation occurs at the hands of youth coaches across geographic and class boundaries and across individual and team sports.

McCloy, Daniel, M.A., December 2006 Linguistics Automated Adaptation Between Kiranti Languages Chairperson: Dr. Anthony Mattina Minority language communities that are seeking to develop their language may be hampered by a lack of vernacular materials. Large volumes of such materials may be available in a related language. Automated adaptation holds potential to enable these large volumes of materials to be efficiently translated into the resource-scarce language. I describe a project to assess the feasibility of automatically adapting text between Limbu and Yamphu, two languages in Nepal’s Kiranti grouping. The title question is evaluated in light of three key sub-issues: consumer rights of exit with respect to consumption of GM crops, environmental risk from GM crops and the effectiveness of the scientific community in addressing non-technical issues that have been raised by GM crops. Three key theses are argued. U.S. labeling policy for GM crops provides only tenuous protection for a consumer's ethical right to eat a diet that conforms to religious, cultural or politically based values. Environmental risks, though real, have been overstated by critics of GM crops, who have ignored significant environmental risks from non-GM agricultural technologies. …

This book review analyses the catalysts that propelled changes in Israel's laws governing surrogate motherhood. It highlights the work of Professor D. Kelly Weisberg, The Birth of Surrogacy in Israel, which chronicles the experiences and ideologies that led to the genesis of Israel's comprehensive regulatory scheme, Surrogate Motherhood Agreements Law. Weisberg's book begins with a description of two cases of surrogacy that occurred immediately after the passage of the law. This article examines the implications of U.S. federal and international regulatory mandates in the construction and circulation of racial categories in biomedical research and drug development. It will focus on the interface between two regulatory mandates in particular: the International Conference on Harmonization (ICH) Guideline Document E-5 on Ethnic Factors in the Acceptability of Foreign Clinical Data, and the U.S. Food and Drug Administration (FDA) Guidance for Industry: Collection of Race and Ethnicity Data in Clinical Trials. What role should religion play in a religiously pluralistic liberal society? Public bioethics unavoidably raises this question in a particularly insistent fashion. As the 20 papers in this collection demonstrate, the issues are complex and multifaceted. The authors address specific and highly contested issues as assisted suicide, stem cell research, cloning, reproductive health, and alternative medicine as well as more general questions such as who legitimately speaks for religion in public bioethics, what religion can add to our understanding of justice, and the value of faith-based contributions to healthcare. Injuries are taking Lexington police officers off of the streets and placing them on the disability pension rolls in rising numbers. Police officers in Lexington must have a total and permanent disability according to American Medical Association guidelines of impairment ratings to receive a disability pension. There is no minimum percentage of impairment an officer must have to receive a disability pension. This poses a problem because the Lexington police department gives at least 60 percent of their final pay to disabled officers regardless of the percentage of their impairment. Statement of Problem

Access to health care in the United States is major concern, despite the fact that the country spends more per capita on health care than any other country. Individuals with mental illness may face greater access problems than the general population.

Research Question

  • Does mental illness predict greater difficulties with access to health care?

Methodology

The 2004 National Health Interview Survey (NHIS) was used to examine the barriers to health care among individuals reporting a mental illness diagnosis. Nine questions relating to health access problems were drawn from the survey and combined into an access index. Multivariate …
