Tax Expenditures, Principal-Agent Problems, And Redundancy, David A. Weisbach Jan 2006

Tax Expenditures, Principal-Agent Problems, And Redundancy, David A. Weisbach

Articles

This Article considers tax expenditures from two related perspectives. First, it analyzes how the incentives on Congress to use a tax expenditure change when principal-agent problems are considered. For example, it considers whether tax expenditures can reduce moral hazard or adverse selection problems created by delegations to expert agencies. Second, it considers the condition under which tax expenditures should be expected to be redundant with direct expenditures, as many are. The two perspectives-principal-agent problems and redundancy-are related because redundancy is often seen as a solution to the principal-agent problem. The Article concludes that both principal-agent concerns and redundancy might lead …

Broken Windows: New Evidence From New York City And A Five-City Social Experiment, Bernard E. Harcourt, Jens Ludwig

Articles

In 1982, James Q. Wilson and George Kelling suggested in an influential article in the Atlantic Monthly that targeting minor disorder could help reduce more serious crime. More than twenty years later, the three most populous cities in the United States-New York, Chicago, and, most recently, Los Angeles-have all adopted at least some aspect of Wilson and Kelling's theory, primarily through more aggressive enforcement of minor misdemeanor laws. Remarkably little, though, is currently known about the effect of broken windows policing on crime. According to a recent National Research Council report, existing research does not provide strong support for the …

The Effects Of Isokinetic Contraction Velocity On The Concentric To Eccentric Strength Relationship Of The Biceps Brachii, Daniel G. Drury, Kristin J. Stuempfle, Clifford W. Mason, Julia C. Girman Jan 2006

The Effects Of Isokinetic Contraction Velocity On The Concentric To Eccentric Strength Relationship Of The Biceps Brachii, Daniel G. Drury, Kristin J. Stuempfle, Clifford W. Mason, Julia C. Girman

Health Sciences Faculty Publications

The purpose of this investigation was to determine the influence of contraction velocity on the eccentric (ECC) and concentric (CON) torque production of the biceps brachii. After performing warm-up procedures, each male subject (n = 11) completed 3 sets of 5 maximal bilateral CON and ECC isokinetic contractions of the biceps at three different speeds on a Biodex System 3 dynamometer. The men received a 3-minute rest between sets and the order of exercises was randomized. Peak torque (Nm) values were obtained for CON and ECC contractions at each speed. Peak torque scores (ECC vs. CON) were compared using …

On The Uneasy Relation Between International Law And Democracy, Carol C. Gould

ILSA Journal of International & Comparative Law

The question we are asked to address is as follows: "Is international law a threat to democracy?" As a political philosopher, my inclination is to suggest that the answer requires clarifying at the outset the sense in which we are using each of the main terms here.

Bleaching In Foraminifera With Algal Sybionts: Implications For Reed Monitoring And Risk Assessment, Pamela Hallock, D. E. Williams, E. M. Fisher, S. K. Toler Jan 2006

Bleaching In Foraminifera With Algal Sybionts: Implications For Reed Monitoring And Risk Assessment, Pamela Hallock, D. E. Williams, E. M. Fisher, S. K. Toler

Marine Science Faculty Publications

Reef-dwelling larger foraminifers share key characteristics with reefbuilding corals: they are prolific producers of calcium carbonate, they are physiologically dependent upon algal endosymbionts, and representatives of both groups have suffered bleaching episodes in recent decades. Since 1991, bleaching has been observed in populations of Amphistegina in all subtropical oceans, with peak bleaching in 1992 and secondary peaks in 1998 and 2005. Amphistegina populations exhibiting chronic, intermediate-intensity bleaching characteristically show anomalously high incidences of shell breakage, shell deformities, evidence of predation, and microbial infestation. Asexual reproduction is profoundly affected; broods from partly bleached parents typically have fewer individuals, many of which …

Reconstructing The Development Of Eutrophication In Louisiana Salt Marshes, M L. Parsons, Q Dortch, R. Eugene Turner, N R. Rabalais, M L. Parsons Jan 2006

Reconstructing The Development Of Eutrophication In Louisiana Salt Marshes, M L. Parsons, Q Dortch, R. Eugene Turner, N R. Rabalais, M L. Parsons

Faculty Publications

We collected sediment cores from three salt marsh ponds in coastal Louisiana to test the usefulness of proxies of eutrophication. One-centimeter increments of Pb-210- and Cs-137-dated sediment were analyzed for diatoms, pigments (phaeophytin and chlorophyll a), biogenic silica, percentage organic matter, percentage carbon, and percentage nitrogen. Both sediment chlorophyll a and a diatom-based trophic index (TI) were significantly and positively correlated with riverine or local nutrient indices. Two diatom species, Amphora copulata Giffen and Navicula yarrensis Grunow, were significantly and negatively correlated with riverine and local nutrient indices. These results suggest that these variables can be used as potential indicators …
