Serving as a community resource, Panzea is the bioinformatics arm of the Molecular and Functional Diversity in the Maize Genome project. Maize, a classical model for genetic studies, is an important crop species and also the most diverse crop species known. One average, two randomly chosen maize lines have one single-nucleotide polymorphism every ~100 bp; this divergence is roughly equivalent to the differences between humans and chimpanzees. This exceptional genotypic diversity underlies the phenotypic diversity maize needs to be cultivated in a wide range of environments. The Molecular and Functional Diversity in the Maize Genome project aims to understand how …

American Indian mascots have been used by High Schools, Colleges and Professional sports teams for decades. Such use of monikers and mascots that depict Native American images and stereotypes have come under intense criticism in the past decade. Despite the outcry, a few professional sports teams and major Division I institutions continue to stubbornly persist in using derogatory and offensive nicknames and stereotypes for their athletic competitors.
This article urges those stubborn institutions and professional sports teams to reconsider the use of names and monikers that demean and disparage. By reconsidering the reasonable person standard, examining recent caselaw, and discussing …

E-Learning 2.0: New Frontier For Student Empowerment, William Renner
EDU-COM International Conference
Second generation web applications (Web 2.0) are transforming elearning and opening new frontiers for learner empowerment, control and engagement. New online technologies allow individuals to filter and control existing content (aggregation), easily create new content (personal publishing) and rapidly communicate, inform and distribute this information with peers through online social networking services. Learners are able to construct highly personalized learning environments, assembled from a very large range of tools available on the internet, including blogs, wikis, podcasts and social bookmarking sites. Together the technical and social advances which characterize this change may even constitute a paradigm shift, which some authors …

Climate Change, The Kyoto Protocol, And The World Trade Organization: Challenges And Conflicts, Daniel Mcnamee
PEEL Alumni Scholarship
This article seeks to address one possible domestic step that State Parties to the Kyoto Protocol may take to reduce emissions, the additional measure which must be taken to address the international competitiveness of the effected industries, and the compatibility of these measures with WTO obligations. In particular, the article will address the use of a tax based on the amount of carbon or energy used during the production process. While such a tax may effectively reduce harmful emissions, it will also increase costs for domestic industry, thereby reducing international competitiveness. Therefore, governments may seek to implement a border tax …

Agricultural Development, State Effectiveness, And Long-Run Economic Development, Richard Grabowski, Sharmistha Self
Agricultural Development, State Effectiveness, And Long-Run Economic Development, Richard Grabowski, Sharmistha Self
Economics Discussion Papers
This paper begins with the presumption that rapid economic development requires an effective state. An effective state is able to act independently of powerful interest groups with the aim of allocating resources so as to maximize long-term economic growth. It will be argued that such states are more likely to arise in situations within which the state must earn its income. That is, it must construct an institutional apparatus to extract the revenue that it needs and it is dependent upon the bulk of its agricultural producers to produce this revenue. The higher agricultural productivity within a region, the more …

This chapter considers what it means to be in the "fullness of life," but for now I want to clarify the perspective from which the present essay is written. Although the essay follows the general contours of Thoreau's thinking, it is not primarily intended as yet another contribution to the already significant body of secondary literature on Thoreau. Instead, the essay reflects my own relationship with wild nature and how the latter has shaped who I am and who I want to be. In other words, the observations and reflections contained herein are not intended as mere "wissenschaftlich" re-presentations of …

Food Restriction Affects Locomotor Activity In Mongolian Gerbils (Meriones Unguiculatus), Alper Karakaş, Erdi̇nç Seri̇n, Bülent Gündüz
Turkish Journal of Biology
The circadian rhythm of the locomotor activity is regulated by at least 2 external pacemakers, environmental photoperiod and food availability. In the present study, the effects of short-term (2 weeks) food restriction on locomotor activity rhythm in adult male and female Mongolian gerbils were investigated. Animals were fed ad libitum with no restriction during the first week of the experiment and their daily ad libitum food consumptions were determined. Then the food was restricted 40% of ad libitum for the next 2 weeks. At constant temperature, locomotor activity was monitored by running wheel in animals exposed to a long photoperiod …
Tongues United: Polyphonic Identities And The Hispanic Family, José Medina
Tongues United: Polyphonic Identities And The Hispanic Family, José Medina
Ethnic Studies Review
In this paper I will use the Bakhtinian notion of polyphony,1 of a choral dialogue of multiple and heterogeneous voices, to elaborate a pluralistic account of cultural identity in general and of Hispanic identity in particular. I will complicate and further pluralize the Bakhtinian notion by talking about the overlapping and criss-crossing dialogues of heterogeneous voices that go into the formation of cultural identities. My pluralistic view emphasizes that cultural identity is bound up with differences and opposes those homogeneous models that try to impose a unique articulation of collective identity on the members of a group. Although I will …

W.E.B. Dubois's "The Comet" And Contributions To Critical Race Theory: An Essay On Black Radical Politics And Anti-Racist Social Ethics, Reiland Rabaka
Ethnic Studies Review
No longer considered the exclusive domain of legal studies scholars and radical civil rights lawyers and law professors, critical race theory has blossomed and currently encompasses and includes a wide range of theory and theorists from diverse academic disciplines. Its most prominent practitioners, initially law professors and "left scholars, most of them scholars of color" employing the work of the breathtakingly brilliant African American lawyer, scholar, and activist Derrick Bell (2005) as their primary point of departure, borrowed from many of the political and theoretical breakthroughs of black nationalism, anti-racist feminism, poststructuralism, and postmodernism. They also employed and experimented with …
The Regulatory Flexibility Act At 25: Is The Law Achieving Its Goal?, Keith W. Holman
The Regulatory Flexibility Act At 25: Is The Law Achieving Its Goal?, Keith W. Holman
Fordham Urban Law Journal
The Article traces the issue of lack of representation given small business during rule-making, and the inability of the original Regulatory Flexibility Act (RFA) to adequately address this issue. It argues that the amendment of the RFA by the Small Business Regulatory Enforcement Fairness Act of 1996 (SBREFA) has significantly increased small business awareness of and involvement in the regulatory process. It concludes there are several remaining weaknesses to the RFA, and recommends Congress take action to compel all agencies to follow specific procedures for assessing the economic impacts of their regulatory actions on small business.

From The Pixels Up : Processes And Procedures In The Construction Of A Neural-Site Geographic Information System, Christopher John Mason
Master's Theses
This study examines the question, is it possible to develop a neutral-site Geographic Information System (GIS) that addresses information needs useful for the training of emergency management personnel? To answer this question a subordinate question requiring an answer is what specific steps are required to accomplish this goal? As a base for the data provided here, the history of cities as an initial root of civilization and the concept of emergency management are discussed. Direct intersections, where the specific applications of emergency management technology provide real benefits to local governmental organizations, such as those at the city level are also …

"King Harvest (Has Surely Come)" : Rural Populist Imagery In Roots Rock Music, 1967-1973, Christopher Lee Witte
Master's Theses
Through a detailed focus on these five groups and their music, with an added emphasis on their lyrics, this thesis attempts to create a meaningful tie between Slotkin' s study of American myth-making and story creation with a key area of popular culture - music - that he did not focus on. The thesis itself is separated into three key chapters - the first reveals how nature and landscape are presented in these songs and how they viewed modern twentieth century America with idealized notions of a rural past. The second discusses their presentations of heroes and anti-heroes as musical …

Brazilian Nationalistic Elements In The Brasilianas Of Osvaldo Lacerda, Maria Jose Bernardes Di Cavalcanti
Brazilian Nationalistic Elements In The Brasilianas Of Osvaldo Lacerda, Maria Jose Bernardes Di Cavalcanti
LSU Major Papers
Brazilian composer Osvaldo Lacerda (b. 1927) is an important figure in the Brazilian nationalist school of composition, following the tradition of Camargo Guarnieri. This study examines Brazilian nationalistic elements in the Brasilianas, a series of twelve suites for piano composed by Lacerda. These piano suites, written between 1965 and 1993, each comprise four movements, utilizing a wide variety of genres. This monograph is divided into three chapters. The first chapter provides a background on Brazilian history and Brazilian musical nationalism. The second chapter consists of information about Lacerda. The third chapter contains historical aspects and musical characteristics of the genres …
