Hannah Arendt, Boris Diop Et Le Rwanda : Correspondances Et Commencements, Isabelle Favre Jun 2006

Hannah Arendt, Boris Diop Et Le Rwanda : Correspondances Et Commencements, Isabelle Favre

Présence Francophone: Revue internationale de langue et de littérature

While the social and political sciences account for a relatively large number of books on the 1994 Rwandan genocide, there are still very few literary texts on the subject. Taking Hannah Arendt’s concept of beginning as its point of departure, this article begins with an analysis of the “act of writing” before going on to examine the dynamic interplay between philosophy and literature via Boris Boubacar Diop’s novel Murambi, le livre des ossements (2000).

Doublures, Restes Et Rapports : Les Corps Entre Méconnaissances Et Mises, Jean-Godefroy Bidima

Présence Francophone: Revue internationale de langue et de littérature

If the body finds a place in our discourse, it is only to justify what we abhor and to provide us with alibis. However, some postcolonial discourses generate misunderstanding via two major omissions: on the one hand, they steer away from a critique of the political economy of the scholar’s own body and its relationship to economic power; on the other hand, they fail to explore what can be said about the body conceived as remains and as residue. One cannot properly conceive of the body as a substance but, rather, as a relation —a relation to what it is …

The World Trade Law Of Censorship And Internet Filtering, Tim Wu Jun 2006

The World Trade Law Of Censorship And Internet Filtering, Tim Wu

Chicago Journal of International Law

In Section I of this Article, I provide an introduction to regulation and problems of trade in services and illustrate how the basic GATS framework extends to cover regulation of Internet services. Section II discusses two short studies that highlight these problems of trade in information services. China, one of the world's most comprehensive Internet regulators, makes for an interesting case because as a condition to accession to the WTO, it agreed to what have been called "radical" reforms of its service practices. Yet at the same time, China is among the world's more active filterers of Internet services. As …

Too Strong For Principle: An Examination Of The Theory And Philosophical Implications Of Evolutionary Ethics, Sam Rayner Jun 2006

Too Strong For Principle: An Examination Of The Theory And Philosophical Implications Of Evolutionary Ethics, Sam Rayner

Macalester Journal of Philosophy

Evolutionary ethics is a discipline that has formed around the belief that human-kind’s conception of morality was developed through the evolutionary process of natural selection. Various mechanisms concern-ing the evolution of morality have been proposed within the theory of natural selection, and I believe that many authors in the field focus too narrowly on one or a few of them in their efforts to model the origins of morality. In this paper I hope to present a broader review of many potential evolutionary mechanisms and the evidence supporting them, in an effort to show that they are not mutually exclusive …

On How To Refer To Unobservable Entities, Gregory P. Taylor Jun 2006

On How To Refer To Unobservable Entities, Gregory P. Taylor

Macalester Journal of Philosophy

In order for us to associate a word with an object it might seem that we would need to have direct experience with both. Given the present technology, however, there are some objects with which we can have no direct experience, namely the unobservable entities postulated by scientific theories. The problem taken up here is how to refer to those entities. There are two prominent attempts to explain reference in scientific theories – the first is Ramsey and Carnap’s proposal that we exchange theoretical terms for variables and existential quantification. The second is Kripke and Evan’s causal theory of names …

Reflected Words: Meaning And Silence In Language And Translation, Melanie Sard Jun 2006

Reflected Words: Meaning And Silence In Language And Translation, Melanie Sard

Macalester Journal of Philosophy

What role does translation play in philosophy of language? Recent development in the field has drawn parallels between theories of translation and theories of meaning, evident primarily in the work of Davidson and Quine. Communication has often been viewed as an act of translation or interpretation between speakers, particularly by Davidson in later writings. I think it is equally useful to view translation as an act of communication, and this approach is particularly valuable because it leads us to the conclusion that meaning is created through dialectic processes. Although translation studies has recently emerged as a new and promising academic …

Radio Frequency Identificaiton For Beef Cattle, Julie Walker, Kevin Vaith Jun 2006

Radio Frequency Identificaiton For Beef Cattle, Julie Walker, Kevin Vaith

SDSU Extension Extra Archives

Individual identification of cattle can be accomplished using various techniques such as ear tags, freeze brands, or tattoos. One of the newer methods in the cattle industry is Radio Frequency Identification (RFID) ear tags. Radio frequency identification is any electronic identification system comprising a transponder containing a microantenna that, when read at a specific radio frequency, emits a signal containing a unique electronic code. The three common physical forms of RFID transponders are ear tags, injectable transponders, and rumen boluses. All of these RFID transponders contain an integrated circuit, antenna, and some form of protection for these parts. At present, …

Striving For Sustainability: The Place Of Values And Beliefs In Delivering Sustainable Aid, Alan Pieratt Jun 2006

Striving For Sustainability: The Place Of Values And Beliefs In Delivering Sustainable Aid, Alan Pieratt

Regis University Student Publications (comprehensive collection)

In spite of decades of western developmental aid and billions of dollars in resource transfers, the number of poor in the world remains at astonishingly high levels. This paper argues that in many cases poverty remains stubbornly rooted because of the moral values and spiritual beliefs of the poor. A review of developmental literature confirms that Western aid systematically ignores these causes of poverty and is often fragmentary and elitist in its delivery. The result is developmental activity that is ineffective. This paper argues that aid is more likely to be sustainable if local values and beliefs are taken into …

Femme Nue, Femme Noire : Tribulations D’Une Vénus, Lydie Moudileno Jun 2006

Femme Nue, Femme Noire : Tribulations D’Une Vénus, Lydie Moudileno

Présence Francophone: Revue internationale de langue et de littérature

This article examines the return, in two contemporary novels, of the figure of the “naked black woman” as an emblematic site of difference. Two women of African origin take back this twice-appropriated figure and use it to question the ways in which the materiality of the body is again being written into contemporary postcolonial society. The aim of the essay is to underline the means and meaning deployed in these new appropriations of African icons, while pointing to some possible limits to the symbolic passage from the colonial imagination to a postcolonial one.

L’Inscription Du Corps Dans Quatre Romans Postcoloniaux D’Afrique, Augustine H. Asaah Jun 2006

L’Inscription Du Corps Dans Quatre Romans Postcoloniaux D’Afrique, Augustine H. Asaah

Présence Francophone: Revue internationale de langue et de littérature

More and more, contemporary African literature dwells on the body —as the subject and object of desire, as a refuge and as a commodified and objectified victim. Using as reference points four novels —Calixthe Beyala’s C’est le soleil qui m’a brûlée and Femme nue, femme noire, Williams Sassine’s Mémoire d’une peau and Nimrod’s Les jambes d’Alice— all of which inscribe the body onto and into the text, this article seeks to analyse diverse manifestations of the textualized body. Works of alienation and dispossession, these four texts also focus on corporeal quests for equilibrium. The presence of the body in the …

Fisheries Management Paper 213: A Five Year Management Strategy For The Recreational Marron Fishing, Rfac Recreational Freshwater Fisheries Stakeholder Subcommittee

Fisheries Management Papers

In its discussion paper (Fisheries Management Paper No.198), which was widely distributed and publicised, the Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) of the Recreational Fishing Advisory Committee (RFAC) put forward a range of proposals for community discussion. These proposals were developed after an assessment of historic catch information and the consideration of scientific advice. The proposals also took into account the outcomes and recommendations of the previous review of the recreational marron fishery that was undertaken in 2002. The discussion paper attracted reasonable comment, with 78 written submissions being received from recreational fishers and other stakeholders. The RFFSS would like …

Fisheries Management Paper 217: Five Year Management Strategy For The Recreational Marron Fishery - The Minister For Fisheries’ Decisions In Response To The Final Report Of The Rfac Recreational Freshwater Fisheries Stakeholder Sub-Committee (Fisheries Management Paper No. 213), Jon Ford (Minister For Fisheries; The Kimberley, Pilbara And Gascoyne)

Fisheries Management Papers

The review of the Recreational Marron Fishery is now complete and I would like to thank all members of the RFAC Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) for their efforts in what has been a challenging task. I would also like to thank those members of the community who made submissions on the draft discussion paper.

After careful consideration of the Recreational Freshwater Fisheries Stakeholder Sub-Committee’s recommendations and the wide range of issues raised in submissions, I have made my decisions in respect to the future management arrangements for recreational marron fishing.

Pre-Revolutionary Popular Constitutionalism And Larry Kramer's The People Themselves, Richard J. Ross Jun 2006

Pre-Revolutionary Popular Constitutionalism And Larry Kramer's The People Themselves, Richard J. Ross

Chicago-Kent Law Review

Larry Kramer's depiction of pre-Revolutionary constitutionalism rests on two dichotomies that are valuable yet exclude middle positions. First, he distinguishes between fundamental law and ordinary law. Second, he argues that pre-Revolutionary judges could play one of two roles—since they were not supreme constitutional interpreters (the first of these roles), they must have possessed no special authority to determine constitutional meanings (the second, and remaining, possibility). Both of these dichotomies obscure middle positions that capture important aspects of the pre-Revolutionary constitutional tradition. My comments briefly identify these middle positions and suggest what is at stake in recovering them.

Politics, Police, Past And Present: Larry Kramer's The People Themselves, Christopher Tomlins

Chicago-Kent Law Review

This article addresses aspects of the debate over Larry Kramer's The People Themselves and, more generally, current interest in popular constitutionalism before engaging, briefly, with the book itself. Because I find Kramer's book in general terms unexceptionable I see no particular reason to engage in the kind of lengthy critical assessment undertaken by those scholars whose disagreements with the book are pronounced. Instead I focus on three "sites" that the book traverses that I consider sites of missed opportunity. They are, first, the question of the people and the Constitution; second, the people and politics; third, the question of police …

Population Assessment Of Western Gray Whales In 2006, Justin G. Cooke, David W. Weller, Amanda L. Bradford, Alexander M. Burdin, Robert L. Brownell Jr.

United States Department of Commerce: Staff Publications

A population assessment of the western gray whale (Eschrichtius robustus) was conducted using the Photo-identification data collected off Sakhalin Island under the joint Russia-U.S. program from 1994 to 2005. This is an update of the assessment by Reeves et al (2005) which used data up to 2003, fitted to the same, individually-based population model. New median estimates of key population parameters (with 90% Bayesian confidence intervals) are 0.986 (0.975 - 0.995) for the adult survival rate; 0.72 (0.60 - 0.83) for the survival rate from calf to yearling; 3.0% per annum (2.1% – 4.2%) for the average annual …

Taking Liberties, Matt Kozusko Jun 2006

Taking Liberties, Matt Kozusko

English and Creative Writing Faculty Publications

The 'place' scholars have assigned to the stage in early modern London is as much a reflection of the procedures of contemporary literary criticism as a reflection of the cultural function of popular drama in the early modern period. Modern critics are often not engaged in re-examining available data, preferring instead to rest on a conjectural paradigm or heuristic that has hardened, over the past couple of decades, into a New Historicist version of 'fact'. Critics have collapsed boundaries and important distinctions in London jurisdiction and geography in the interest of a unified critical narrative that characterizes the theatre as …
