Use Of Ultra-Lightweight Geofoam To Reduce Stresses In Highway Culvert Extensions, Liecheng Sun, Tommy C. Hopkins, Tony L. Beckham
Kentucky Transportation Center Research Report
Culvert extension under highway embankment construction is a regular and important practice when roadway widening occurs. At some existing sites, concrete thickness and reinforcing steel of culvert tops and walls were stepped-down in sections of the culvert under the embankment slopes. The part of the culvert positioned under the embankment slopes was constructed weaker because the stresses under the portions of the slopes are much less than the stresses acting on the culvert section located under the main portion of the embankment. When additional fill is placed over the culvert due to roadway widening, much greater stresses are imposed on …

Tuberculosis, and Malaria Act of 2003 (“Global AIDS Act” or “GAA”) places two limitations on organizations that are eligible to receive funding under this Act. First, funding may not be used to “promote or advocate the legalization or practice of prostitution or sex trafficking.” Second, any organization that receives funding must have a “policy explicitly opposing prostitution and sex trafficking . . .” The Trafficking Victims Protection Act of 2003 (“TVPA”) has similar requirements. It states that no funding can be made available to “promote, support, or advocate the legalization or practice of prostitution,” and that any organization receiving funding …

The first MDG adopted by the UN General Assembly in 2000 is to “eradicate extreme poverty and hunger,” with a target of “[reducing] by half the proportion of people who suffer from hunger.” The 1996 World Food Summit (“WFS”) had similarly agreed on “reducing the number of undernourished people to half their present level no later than 2015.”

Manpower Planning And University Enrollments: The Debate In Singapore, Eng Fong Pang, Linda Y. C. Lim
Manpower Planning And University Enrollments: The Debate In Singapore, Eng Fong Pang, Linda Y. C. Lim
Research Collection Lee Kong Chian School Of Business
Faced with growing resource constraints, many countries are grappling with the issue of how best to allocate resources to publicly funded universities. Quite a few governments have used manpower planning models to guide policies regarding university enrollments and resource allocation. These models typically derive educational enrollments from projected manpower requirements based on forecasts of economic growth. Recent public debate on university admissions policy in Singapore raises anew the question of the effectiveness of the manpower planning model that Singapore (and many other countries) relies on to guide university intakes. The Singapore government is committed to giving its universities greater autonomy …

Introduction: The Power Of Stories: Gloucester Tales, Susan Ayres
Introduction: The Power Of Stories: Gloucester Tales, Susan Ayres
Faculty Scholarship
For a second year, scholars made a pilgrimage to Gloucester for a three-day academic conference sponsored by Texas Wesleyan Law School, the University of Gloucestershire, and the Central Gloucester Initiative. This year's conference theme, "The Power of Stories: Intersections of Law, Culture and Literature," was inspired by the medieval folktale about Dick Whittington and his cat. While the City of Gloucester planned various events to celebrate the 400th anniversary of the folktale, such as a re-enactment of Dick Whittington's pilgrimage from Gloucester to London, conference organizers in both the United States and England planned a thought-provoking conference.

Cross-Validation In Nonparametric Regression With Outliers, Denis H. Y. Leung
Cross-Validation In Nonparametric Regression With Outliers, Denis H. Y. Leung
Research Collection School Of Economics
A popular data-driven method for choosing the bandwidth in standard kernel regression is cross-validation. Even when there are outliers ill the data, robust kernel regression can be used to estimate the unknown regression curve [Robust and Nonlinear Time Series Analysis. Lecture Notes in Statist. (1984) 26 163-184]. However, Under these Circumstances Standard cross-validation is no longer a satisfactory bandwidth selector because it is unduly influenced by extreme prediction errors caused by the existence of these Outliers. A more robust method proposed here is a cross-validation method that discounts the extreme prediction errors. In large samples the robust method chooses consistent …

Tachycardia Amongst Subjects Recovering From Severe Acute Respiratory Syndrome (Sars): A Prospective Case Study, Suet-Ting Lau, Wai-Cho Yu, Ngai-Shing Mok, Ping-Tim Tsui
Journal of the Hong Kong College of Cardiology
Background: SARS is a new infection in humans with unknown medium or long-term complication. Palpitation in the form of tachycardia is common amongst patients recovering from SARS. We studied the extent and possible cause of tachycardia in these patients. Methods: Prospective cross-sectional case series of patients treated in Princess Margaret Hospital in Hong Kong recovering from SARS who had resting heart rate of more than 90 beats per minute (BPM) at follow up about 2 months from onset of illness was recruited for assessment of heart rate and rhythm, cardiac function, pulmonary function, laboratory tests, Quality of Life score and …

Automatic 3d Face Modeling Using 2d Active Appearance Models, Jianke Zhu, Steven Hoi, Michael R. Lyu
Automatic 3d Face Modeling Using 2d Active Appearance Models, Jianke Zhu, Steven Hoi, Michael R. Lyu
Research Collection School Of Computing and Information Systems
Although a lot of promising research findings have been studied on 3D face modeling in the past years, it is still a challenge to generate realistic 3D human face models and facial animations. This paper presents a novel approach to model 3D faces automatically from still images or video sequences without manual interactions. Our proposed scheme comprises three steps. First, we offline construct 3D shape models using Active Appearance Models (AAMs), which saves large computation costs for online modeling. Second, based on the computed 3D shape models, we propose an efficient algorithm to estimate the parameters of 3D pose and …
