Assessing An Environmental Education Program, Gregory Schraw, Lori Olafson, Jeanne A. Klockow

We developed a comprehensive assessment plan and tested the curriculum to determine whether hands-on outdoor recreation events promote knowledge, attitudes, and performance among at-risk urban children. Knowledge, attitude, and performance assessments were developed, refined and implemented with a variety of age groups participating within the events. Findings revealed that knowledge, attitudes, and performance increased substantially as a result of participating in the outdoor recreation events.

Help Wanted: The Constitutional Case Against Gerrymandering To Protect Congressional Incumbents, Walter M. Frank

This article argues that the Supreme Court has been incorrect in treating incumbent protection gerrymanders as a traditional and acceptable redistricting principle. Part I of the article sets out 3 separate lines of attack on excessive incumbent protection gerrymanders. Part II makes the case for judicial regulation of such gerrymanders and proposes a standard that would create a presumption of unconstitutionality that could be rebutted. A process oriented remedy is proposed and potential obstacles to a suit are also addressed.

Recent research by Peter Hernon and Nancy Rossiter (in press) analyzed the extent to which desired traits listed in current job advertisements for library directors correspond with the five components of emotional intelligence (EI) identified by psychologist Daniel Goleman (i.e. self-awareness, self-regulation, motivation, empathy, and social skill.) The research of Hernon and Rossiter also examined the level of importance that current library directors themselves ascribed to those traits found in the ads. [1] One of the primary goals of the Center for Integrated Space Weather Modeling (CISM) effort is to assess and improve prediction of the solar wind conditions in near-Earth space, arising from both quasi-steady and transient structures. We compare 8 years of L1 in situ observations to predictions of the solar wind speed made by the Wang-Sheeley-Arge (WSA) empirical model. The mean-square error (MSE) between the observed and model predictions is used to reach a number of useful conclusions: there is no systematic lag in the WSA predictions, the MSE is found to be highest at solar minimum and lowest …

FAMILY AFFAIRS was a free, twice-a-month, social activities newsletter for the GLBTQI (gay/lesbian/bisexual/trans/queer/intersex) community, sent out around the 1st and 15th of each month. It covered the State of Maine only. The list was begun and maintained for many years by Jean Vermette in Bangor, and later operated by Zack Paakkonen of Portland. Over the years it evolved from a social activities newsletter into a business directory, classified ad service, and community bulletin board.

Recently there has been increased interest in modelling the association between aggregate disease counts and environmental exposures measured, for example via air pollution monitors, at point locations. This paper has two aims: first we develop a model for such data in order to avoid ecological bias; second we illustrate that modelling the exposure surface and estimating exposures may lead to bias in estimation of health effects. Design issues are also briefly considered, in particular the loss of information in moving from individual to ecological data, and the at-risk populations to consider in relation to the pollution monitor locations. Urban revitalization is a process aiming at a reconstruction of destroyed and decapitalized areas. The main objective of urban revitalization which determines all undertaken activities is a change of economic foundations on which given area is based. The article analyzes effectiveness of science and technology policy of Polish government as compared to other European countries, with regard to the model of endogenous economic growth, evolutionary economics and the concept of the National Innovation System. Based on the experiences of Western economies and the analysis of economic and bibliometric data, the author points to limited effects of local public investments on applied research and commercialization of scientific achievements, calling for institutional changes instead of further expansion of expenses by the government.

The article discusses the sources of financing health care in Poland in the years 1995-2003. Though the determination of the level of financing from public sources is doubtless, the determination of the level of financing from private sources is not unambiguous.
