As we see in this symposium, Justice Harry Blackmun is as controversial in death as he was in life. His strongest critics, such as Professor Greg Sisk, view the Justice as an unprincipled judge who let his personal views on the issues before the Court control his jurisprudence.' More damning words cannot be spoken about a judge, and Roe v. Wade of course is the case they focus on. Reflections On Judging: A Discussion Following The Release Of The Blackmun Papers, Martha Dragich Pearson, Christina E. Wells

Justice Blackmun's papers were opened to the public on March 4, 2004, the fifth anniversary of his death. Held in the Manuscript Division of the Library of Congress, the collection includes over half a million items, many handwritten by Justice Blackmun. Anyone can read them. For legal scholars, this kind of research can only be described as exhilarating and many of the articles in this symposium draw on research from Justice Blackmun's papers. For the public, the release comes at a time when the interest in judges is particularly acute.

At present, 108 Justices have served on the United States Supreme Court. Some have clearly been successes as judges, while a few have clearly not, and a large number are cast into that middle, "satisfactory" or "average," category. The purpose of this paper is to propose, examine, and evaluate specific factors as determinants of judicial success, and then to consider Justice Harry Blackmun's place on a continuum of successes and failures. Sketching The Pharisees, Roger M. Rundell

This paper explores the Pharisees and their place in Palestinian society, particularly during the first century. Recent scholarly reconstructions are reviewed and compared to the evidence found in the works of Josephus, the New Testament, and rabbinic literature. This paper examines the Pharisees through the eyes of each source and attempts to use each viewpoint to develop a picture of the Pharisaic movement. The evidence proves too ambiguous to clarify the fine details of the movement, and it resists placing them at the top of the Jewish social or religious system. It does, however, suggest that the Pharisees represent a …

Kinetic Evaluation Of Human Cloned Coproporphyrinogen Oxidase Using A Ring Isomer Of The Natural Substrate, Marjorie A. Jones, Christopher L. Cooper, Timothy D. Lash

Background: The enzyme coproporphyrinogen oxidase (copro'gen oxidase) converts coproporphyrinogen-Ill (GIII) to protoporphyrinogen-IX via an intermediary monovinyl porphyrinogen. The A ring isomer coproporphyrinogen-IV (C-IV) has previously been shown to be a substrate for copro'gen oxidase derived from avian erythrocytes. In contrast to the authentic substrate (GIII) where only a small amount of the monovinyl intermediate is detected, C-IV gives rise to a monovinyl intermediate that accumulates before being converted to an isomer of protoporphyrinogen-IX. No kinetic studies have been carried out using the purified human copro'gen oxidase to evaluate its ability to process both the authentic substrate as well as analogs. …

Self-consolidating concrete (SCC) is becoming increasingly popular in the precast/prestressed concrete industry in the United States. However, there have been concerns regarding the bond strength, transfer length, and development length of prestressing strands and mild steel reinforcement with SCC. Further, there are no design guidelines for using SCC. In this study, a literature survey on the bond strength of SCC was conducted. Moustafa pullout tests were performed to determine the bond strength of 0.6 in. (15.2 mm) pretensioning strands with sec. The transfer lengths of three pretensioned concrete bridge girders were measured using Demec points. Pullout tests were also performed …

The future of vehicle safety will benefit greatly from precrash detection -the ability of a motor vehicle to predict the occurrence of an accident before it occurs. There are many different sensor technologies currently available for pre-crash detection. However no single sensor technology has demonstrated enough information gathering capability within the cost constraints of vehicle manufacturers to be used as a stand alone device. This paper describes a unified approach for video stabilization. The essential goal is to stabilize image sequences that consist of moving foreground objects, which appear frequently in today's home videos captured by hand-held consumer cameras. Our proposed techniques mainly, rely on the analysis of;motion content. Three major components area initialization, segmentation and stabilization. In motion initialization, we propose a novel algorithm to efficiently search for the best possible frame in a sequence to start segmentation. Our segmentation algorithm is based on Expectation-Maximization (EM) framework which provides the mechanism for simultaneous estimation of motion models and their layers of support. Based …

In this paper, we present a principled method for accurately extracting coherent relevant passages of variable lengths using HMMs. We show that with appropriate parameter estimation, the HMM method outperforms a number of strong baseline methods on two data sets.

A Refutation Of Racial Differentials In The Juvenile Recidivism Rate Hypothesis, Jospeter M. Mbuba

African Journal of Criminology and Justice Studies

It has repeatedly been argued that race is an important predictor of juvenile recidivism, invariably with black offenders having significantly higher odds of recidivating than white offenders (DeComo, 1998; Strom, 2000; Benda, 2001; Langan & Levin, 2002; Harms, 2003; Pope and Snyder, 2003; Puzzanchera, 2003; Stahl, 2003). This study refutes that assertion. Using data from the Department of Public Safety and Corrections in the state of Louisiana, a total of 2,810 juvenile offenders released in the 1999/2000 fiscal year were examined and a socio-demographic profile of those who were returned into the correctional system one year post release was established. …
