The starting point of any discussion of the public perception of the United States Supreme Court is the liklihood that no public perception exists. By and large, the Supreme Court operates at the very outer edges of public awareness; for years, polls have indicated that many more Americans know the names of the three Stooges than any three Supreme Court justices.

Even after he leaves the Court, a Justice remains part of the orchestra. Those who succeed him may not copy his style, but often play within the same melodic and rhythmic structures. Justice Blackmun himself, over the course of preparing his Roe and Doe opinions, eventually fell into the structures put in place in cases ranging from Union Pacific Railway Co. v. Botsford to Stanley v. Georgia. The Justices he left behind did much the same with Roe and, more significantly, Bowers. The Court's decision in Planned Parenthood of Southeastern Pennsylvania v. Casey represented a partial "victory" for Justice Blackmun, …

The transfer RNA gene downstream from the HMR locus in S. cerevisiae functions as part of a boundary (barrier) element that restricts the spread of heterochromatic gene silencing into the downstream region of chromosome III. A genetic screen for identifying additional genes that, when mutated, allow inappropriate spreading of silencing from HMR through the tRNA gene was performed. YTA7, a gene containing bromodomain and ATPase homologies, was identified multiple times. Previously, others had shown that the bromodomain protein Bdf1p functions to restrict silencing at yeast euchromatin- heterochromatin boundaries; therefore we deleted nonessential bromodomain-containing genes to test their effects on heterochromatin …

A Credit Mechanism For Selecting A Unique Competitive Equilibrium, Cheng-Zhong Qin, Martin Shubik

The enlargement of the general-equilibrium structure to allow default subject to penalties to appririate credit limits and default penalties results in a construction of a simple mechanism for a credit using society. We show that there generically exists a price-normalizing bundle that determines a credit money along with appropriate credit limmits and default penalties for a credit mechanism to select a unique competitive equilibrium (CE). With some additional conditions, a common credit money can be applied such that any CE can be a unique selection by the credit mechanism with appropriate credit limits default penalties for the traders. Detection Of Covert Channel Encoding In Network Packet Delays, Vincent Berk, Annarita Giani, George Cybenko

Computer Science Technical Reports

Covert channels are mechanisms for communicating information in ways that are difficult to detect. Data exfiltration can be an indication that a computer has been compromised by an attacker even when other intrusion detection schemes have failed to detect a successful attack. Covert timing channels use packet inter-arrival times, not header or payload embedded information, to encode covert messages. This paper investigates the channel capacity of Internet-based timing channels and proposes a methodology for detecting covert timing channels based on how close a source comes to achieving that channel capacity. An Evaluation Of The Oregon Department Of Transportation’S (Odot) Environmental Streamlining Efforts: A Focus On Cetas, Connie P. Ozawa, Jennifer Dill

The Oregon Department of Transportation responded to the federal call in the late 1990s to streamline the National Environmental Policy Act (NEPA) by (1) implementing organizational and procedural changes internal to the agency, (2) funding ODOT-dedicated staff positions in state and federal resource agencies, and (3) convening regular meetings with state and federal agencies with NEPA-related regulatory responsibilities. This latter effort evolved into the CETAS (Collaborative Environmental and Transportation Agreement for Streamlining) process that includes a management and a technical team element. Rhamnolipids Modulate Swarming Motility Patterns Of Pseudomonas Aeruginosa, Nicky C. Caiazza, Robert M. Q. Shanks, G. A. O'Toole

Pseudomonas aeruginosa is capable of twitching, swimming, and swarming motility. The latter form of translocation occurs on semisolid surfaces, requires functional flagella and biosurfactant production, and results in complex motility patterns. From the point of inoculation, bacteria migrate as defined groups, referred to as tendrils, moving in a coordinated manner capable of sensing and responding to other groups of cells. We were able to show that P. aeruginosa produces extracellular factors capable of modulating tendril movement, and genetic analysis revealed that modulation of these movements was dependent on rhamnolipid biosynthesis. 本港人口正急速老化,65歲以上的老年人口將在未來三十年佔總人口的四分之一。如何確保長者的生活質素,以及提升護老者的照顧能力,將會是未來香港社會的挑戰。過去十年,各政府部門、醫管局、大學、專業團體和社會服務機構,都致力發展和研究有關老年健康的課題,藉以提升長者的生理、認知、心理和社交健康。近年,很多從西方引入的治療研究,亦被嘗試應用在不同類型的疾病上,例如:懷緬治療、多感觀治療、音樂治療和認知行為治療等,但應用在華人身上的成效,則有待更多的驗證。

華人社會一向重視家庭和親屬關係,以及勤奮工作的文化。大部份長者的教育水平偏低,年青時都只着重工作,甚少娛樂;跳舞、上戲院、閱讀、攝影只是少部份長者的嗜好,普羅大眾的娱樂文化主要是往茶樓品茗、打麻雀、打天九、看電視和賭博等等。麻雀治療是從長者過往較多接觸的活動中,發展出來的一套具有本土特色而非使用藥物的治療方法,旨意在融入長者的日常生活中,達到既提供娛樂活動,亦同時提升長者的身體、認知、心理和社交功能。

傳統的中國文化,一直流傳著所謂「打麻雀能醫百病」、「打麻雀是一種心靈寄託」、「打麻雀可以使人忘記煩惱、病痛」等說法。而每逢節日和家人團聚,“打幾圈”麻雀已成為一種很普及的娛樂活動。最近,有些報導以及一些醫生均指出打麻雀有助老年人避免患上心理疾病,以及減輕老年痴呆症患者的退化症狀。然而,上述的觀點至今仍未有科學方面的引證。

在2004年,仁濟醫院社會服務部與嶺南大學亞太老年學研究中心,採用科學化的研究方法,於仁濟醫院社會服務部轄下八間老人院舍中,選取121位患有輕度及中度認知能力受損的長者進行麻雀治療的研究。研究的目的是希望引證麻雀治療能否改善患有老年痴呆症長者的身體、認知、心理和社交功能,並找出一套具策劃及有效執行的麻崔治療模式。透過研究的經驗和成果,將麻雀活動發展成為一稱具本土特色的健康治療工具。我們盼望藉此實務手冊,為年長一聚提供多一個非藥物的治療選擇;同時亦希望本手冊能夠發揮拋縛引玉的效果,使各界人士能夠繼續推廣和實行麻雀治療,造福廣大的社群。

Discovery Of Five New R Coronae Borealis Stars In The Macho Galactic Bulge Database, A. Zaniewski, Geoffrey C. Clayton, D. L. Welch, Karl D. Gordon, D. Minniti, K. H. Cook

We have identified five new R Coronae Borealis (RCB) stars in the Galactic bulge using the MACHO Project photometry database, raising the total number of known Galactic RCB stars to about 40. We have obtained spectra to confirm the identifications. The fact that four out of the five newly identified RCB stars are "cool" (T eff < 6000 K) rather than "warm" (T eff > 6000 K) suggests that the preponderance of warm RCB stars among the existing sample is a selection bias. These cool RCB stars are redder and fainter than their warm counterparts and may have been missed in surveys done with blue plates. Based on the …

The C-C chemokine receptor 5, 32 base-pair deletion (CCR5-Δ32) allele confers strong resistance to infection by the AIDS virus HIV. Previous studies have suggested that CCR5-Δ32 arose within the past 1,000 y and rose to its present high frequency (5%-14%) in Europe as a result of strong positive selection, perhaps by such selective agents as the bubonic plague or smallpox during the Middle Ages. This hypothesis was based on several lines of evidence, including the absence of the allele outside of Europe and long-range linkage disequilibrium at the locus. In 1995 Dusa McDuff and Dietmar Salamon conjectured the existence of symplectic 4-manifolds (X, ω) which satisfy b = 1, K = 0, K · ω > 0, and which fail to be of Lefschetz type. This is equivalent to finding a symplectic, homology T × S manifold with nontorsion canonical class and a cohomology ring which is not isomorphic to the cohomology ring of T × S .
