This study will attempt to determine the direct and indirect consequences of Federal mandatory minimum drug sentences and drug policy to African Americans. It will examine statistics on drug use, arrest, convictions, and incarceration of African Americans. These statistics will be gathered from several government agencies and will be used to determine if American drug policy discriminates against African Americans. The purpose of this study is to inform and educate African Americans about Federal mandatory minimum drug sentences and the impact they are having on Black communities and to provide links to resources that can be used to promote drug …

On The Action Of Weight-Preserving Sets, Matthew Badger

We introduce weight-preserving sets of binary words. Any transformation that respects the row and column weights of a 0-1 matrix can be decomposed as a composition of two types of action on the matrix. We conjecture that weight-preserving sets perform only one type of action, permutations of rows and columns; i.e., weight-preserving sets are cwatsets.

This document constitutes the final report of work done by Prewitt and Associates, Inc. (PAI), under a contract from the Texas Department of Transportation (TxDOT) to provide archeological services in seven TxDOT districts—Abilene, Austin, Brownwood, Bryan, Fort Worth, Waco, and Yoakum. Under this contract, PAI completed Impact Evaluations and Surveys to assist TxDOT in meeting the requirements of their Memorandum of Understanding with the Texas Historical Commission and a Programmatic Agreement among the Advisory Council on Historic Preservation, the Federal Highway Administration, the Texas Historical Commission, and TxDOT. Load And Resistance Factor Calibration For Wood Bridges, Andrzej S. Nowak, Christopher D. Eamon

Civil and Environmental Engineering Faculty Research Publications

The paper presents the calibration procedure and background data for the development of design code provisions for wood bridges. The structural types considered include sawn lumber stringers, glued-laminated girders, and various wood deck types. Load and resistance parameters are treated as random variables, and therefore, the structural performance is measured in terms of the reliability index. The statistical parameters of dead load and live (traffic) load, are based on the results of previous studies. Material resistance is taken from the available test data, which includes consideration of the post-elastic response. The resistance of components and structural systems is based on …

The Quartzite Problem Revisited, Jeffrey L. Howard

A review of past terminology and previous petrological studies suggests that quartzite should be classified descriptively as both a sedimentary and a metamorphic rock. Quartzite is identified in the field as a quartz‐rich rock (exclusive of chert and vein quartz) that is exceptionally hard and, when broken by a rock hammer, fractures irregularly through both grains and cement (where present) to form an irregular or conchoidal fracture surface. Quartzite is differentiated from quartzose sandstone (arenite), which is softer and fractures around individual grains, and from chert and vein quartz by a bright vitreous luster. Plumage Convergence In Picoides Woodpeckers Based On A Molecular Phylogeny, With Emphasis On Convergence In Downy And Hairy Woodpeckers, Amy C. Weibel, William S. Moore

Adult and juvenile plumage characters were traced onto a well-resolved molecular based phylogeny for Picoides woodpeckers, and a simple phylogenetic test of homology, parallelism, and convergence of plumage characters was performed. Reconstruction of ancestral character states revealed multiple events of independent evolution of derived character states in most characters studied, and a concentrated changes test revealed that some plumage characters evolved in association with habitat type. For example, there was a statistically significant association between loss of dorsal barring and use of densely vegetated habitats among Picoides species. A pulse transmitted through a helical vortex phase mask undergoes a temporal Hilbert transform. The fluence transmitted into the unfavorable plane wave mode is found to increase as the square of the bandwidth and, to first order, is independent of the topological charge.

Efficacy studies of malaria treatments can be plagued by indeterminate outcomes for some patients. The study motivating this paper defines the outcome of interest (treatment failure) as recrudescence and for some subjects, it is unclear whether a recurrence of malaria is due to that or new infection. This results in a specific kind of missing data. The effect of missing data in causal inference problems is widely recognized. Methods that adjust for possible bias from missing data include a variety of imputation procedures (extreme case analysis, hot-deck, single and multiple imputation), inverse weighting methods, and likelihood based methods (data augmentation, …
