The purpose of this paper is to review important lessons that have been learned in the past, and to revisit the older but proven principles of force protection that are in danger of being forgotten in today’s technology-focused military environment. It provides a series of case studies that analyze health threats to each regional combatant command and presents both tactical and strategic recommendations that will better prepare the entire DoD for future outbreaks.

Since the early 1990s, multinational stabilization efforts in the wake of conflicts or major natural disasters have repeatedly encountered problems in filling the so-called security gap. In places such as Bosnia, Kosovo, Haiti, Afghanistan, Iraq, and elsewhere, outside interveners have faced a compelling need to use specialized capabilities that can fill the gap between the point where military operations—whether for combat, peacekeeping, or counterinsurgency—leave off and community-based policing activities pick up. In particular, ensuring a capacity to manage and defuse civil disturbances and other threats to public order has become a sine qua non for overall mission success.¹

Washington must recognize that its allies, including those in the security forces, are often the source of counterinsurgency problems as well as the heart of any solution. The author argues that the ally's structural problems and distinct interests have daunting implications for successful U.S. counterinsurgency efforts. The nature of regimes and of societies feeds an insurgency, but the United States is often hostage to its narrow goals with regard to counterinsurgency and thus becomes complicit in the host-nation's self-defeating behavior. Fourth Generation War (4GW) emerged in the late 1980s, but has become popular due to recent twists in the war in Iraq, and terrorist attacks worldwide. In brief, the theory holds that warfare has evolved through four generations: 1) the use of massed manpower, 2) firepower, 3) maneuver, and now 4) an evolved form of insurgency that employs all available networks—political, economic, social, military—to convince an opponent's decision makers that their strategic goals are either unachievable or too costly. The evolution of the law of the sea has been shaped largely by two notions, namely, freedom of navigation on the one hand, and restricted access on the other hand. The interaction between these two opposing notions has led to the acceptance of two compromise concepts, namely, the territorial sea and the right of innocent passage. These concepts have now been codified in the 1982 United Nations Convention on the Law of the Sea. This paper examines the right of innocent passage in the territorial sea under the Law of the Sea Convention regime as matched against contemporary state practice. …

Salinity (Conductivity) Sensor Based On Parallel Plate Capacitors, Shreyas Bhat

This work is aimed at developing a high sensitivity salinity (conductivity) sensor for marine applications. The principle of sensing involves the use of parallel plate capacitors, which minimizes the proximity effects associated with inductive measurement techniques. The barrier properties of two different materials, AZ5214 and Honeywell's ACCUFLO T3027, were investigated for use as the insulation layer for the sensor. Impedance analysis performed on the two coatings using Agilent's 4924A Precision Impedance Analyzer served to prove that ACCUFLO was a better dielectric material for this application when compared to AZ5214.
Two separate detection circuits have been proposed for the salinity sensor. …

The militaristic interpretations of the art of Chichen Itza, Yucatán, Mexico, fails to sufficiently describe its entire decorative program. Absent from discussions of the art tradition is the apparent focus on merchant activity in the city. The influence and power of merchants strengthened during the transition from the Classic to Postclassic in Mesoamerica. With an increase in demand of foreign goods, new exchange relationships developed between centers in Central Mexico, the Gulf, and Maya region. The Digital Age has spawned major legal battles over the fundamental principles of intellectual property law and antitrust law. These diverse struggles can best be analyzed using the basic norm of "value added" from neo-classical normative economics. This analysis suggests that current intellectual property doctirnes provide excessive protection and current antitrust doctrines remain awkward in dealing with the cross-market leveraging of monopoly power in the presence of "natural monopolies" created by network effects.

The subsequent three parts of this article take the following form. Part II introduces Article 51. Part III considers the manner in which Article 51 produces a narrative of spectatorship for the West. I draw on Al-Radi's narrative to highlight the massive gap between the narratives of Article 51, as it is perceived in mainstream academic accounts of Operation Desert Storm, and the reality of living with the consequential force.
