Distributed Security: Preventing Cybercrime, 23 J. Marshall J. Computer & Info. L. 659 (2005), Susan W. Brenner, Leo L. Clarke

UIC John Marshall Journal of Information Technology & Privacy Law

This article focuses on the modern development of cybercrime and how the current law enforcement model is inadequate to prevent and enforce computer-mediated crime. Specifically the article argues that the nation-states can better control the problem of cybercrime by replacing the current law enforcement model with that of a system of “distributed” security that uses criminal sanctions to employ reasonable measures to prevent and the perpetration of cybercrime. The article begins by defining the terms “law enforcement”, “crime”, and “cybercrime” and then moves on to discuss how the current model of law enforcement, as it stands today, is inept to …

Fish colonization on the Ebenezer II, a 25.5m merchant marine vessel, was studied from May 2002 - July 2003. The ship was scuttled in May 2002 off Broward County, Florida at a depth of 21m and was censused 10 times during the study period using a modified Bohnsack and Bannerot visual census method. Adjacent natural reefs and the Mcallister, a nearby, 30m tugboat deployed in June 1998, were censused during the same period.

There is increasing interest in the initiation of regional or statewide monitoring programs that are less extensive than national efforts such as the Breeding Bird Survey. A number of regional programs have been in existence for a decade or more, so the papers in this section represented an effort to bring together the collective experience of the people who had developed these programs, and to hear about the benefits and drawbacks of their particular designs. Monitoring can and should be much more than the effort to track population trends; it can be a proactive effort to understand the effects of human activities on bird populations. It should be an integral part of the adaptive management process. With this in mind, the Northern Region Landbird Monitoring Program has a dual focus: (1) to monitor long-term bird population trends, and (2) to study bird-habitat relationships and management effects. The Resurrection Of Erigeron Parryi (Asteraceae), Peter Lesica

Erigeron parryi was described in 1890 from a single collection from southwest Montana. No additional collections were made during the following 90 years. Recent floristic treatments have synonomized E. parryi under E. ochroleucus. I used principal components and discriminant analyses of morphological characters to examine the relationship of E. parryi to its presumed closest relatives, E. ochroleucus, E. radicatus, and E. scribneri, in light of several populations discovered in the past 20 years. Erigeron parryi should be considered a distinct species. It can be readily distinguished from closely related species based on indument and caudex morphology. It is allopatric with …

The growing presence of the products of nanotechnology in the public domain raises a number of ethical questions. This paper considers whether existing environmental ethics can provide some guidance on these questions. After a brief discussion of the appropriateness of an environmental ethics framework for the task at hand, the paper identifies a representative environmental ethic and uses it to evaluate four salient issues that emerge from nanotechnology. State Aggregation And Population Dynamics In Linear Systems, Jonathan E. Rowe, Michael D. Vose, Alden H. Wright

We consider complex systems that are composed of many interacting elements, evolving under some dynamics. We are interested in characterizing the ways in which these elements may be grouped into higher-level, macroscopic states in a way that is compatible with those dynamics. Such groupings may then be thought of as naturally emergent properties of the system. We formalize this idea and, in the case that the dynamics are linear, prove necessary and sufficient conditions for this to happen. The recovery (delisting) of a threatened or endangered species is often accompanied by the expectation that conservation management of the species will no longer be necessary. However, the magnitude and pace of human impacts on the environment make it unlikely that substantial progress will be made in delisting many species unless the definition of “recovery” includes some form of active management. Preventing delisted species from again being at risk of extinction may require continuing, species-specific management actions. We characterize such species as “conservation-reliant”, and suggest that viewing “recovery” as a continuum of states rather than as a simple “recovered/not recovered” …

A septic system is a sewage treatment and disposal system buried in the ground. It is composed of a septic tank and a leach field or trench. Septic systems can fail due to poor design or construction, to overloading or to inadequate maintenance.

Improperly functioning and overloaded septic systems are major sources of water pollution. Failing septic systems leak harmful pollutants, like bacteria and excess nutrients (nitrogen and phosphorus), into groundwater. From there, pollutants make their way into lakes, streams, rivers, and coastal waterbodies.

We describe the diving methods used for in-situ observations of the scyphozoan medusa, Aurelia sp., in two marine lakes on the island of Mljet, Croatia. Both lakes have a strong pycnocline at approximately 15 m. During this study (May, 2004) surface temperature was about 20o C; bottom temperature about 10o C. Visibility was 15 m to 30 m. Tide and currents were negligible. A dense resident population of Aurelia sp. and a predictable environment made this an ideal study site. Aurelia was most abundant in mid-water around the pycnocline. There were several dive objectives: specimen collection for laboratory analysis, population …
