Taking Biologics For Granted? Takings, Trade Secrets, And Off-Patent Biological Products, Andrew Wasson Mar 2005

Taking Biologics For Granted? Takings, Trade Secrets, And Off-Patent Biological Products, Andrew Wasson

Duke Law & Technology Review

Biologics are complex medicines which are often genetically engineered, and which are sure to play an important role in curing some of humankind's worst diseases. Not surprisingly, generic companies want a part of the biologic market. The FDA believes that it has the authority to approve off-patent versions of biologics that were originally regulated under the Food, Drug & Cosmetic Act, but in order to effectively do so the FDA would have to rely on findings based on data produced by the brand name companies. This iBrief examines whether the FDA's reliance on previous findings would give rise to a …

Street Gangs: The New Urban Insurgency, Max G. Manwaring Dr. Mar 2005

Street Gangs: The New Urban Insurgency, Max G. Manwaring Dr.

Books, Monographs & Collaborative Studies

The primary thrust of this monograph is to explain the linkage of contemporary criminal street gangs (that is, the gang phenomenon or third generation gangs) to insurgency in terms of the instability it wreaks upon government and the concomitant challenge to state sovereignty. Although there are differences between gangs and insurgents regarding motives and modes of operations, this linkage infers that gang phenomena are mutated forms of urban insurgency. In these terms, these "new" nonstate actors must eventually seize political power in order to guarantee the freedom of action and the commercial environment they want. The common denominator that clearly …

The IPM CRSP participatory model is …

Wildlife Population Monitoring: Some Practical Considerations, Gary W. Witmer Mar 2005

Wildlife Population Monitoring: Some Practical Considerations, Gary W. Witmer

United States Department of Agriculture Wildlife Services: Staff Publications

The accurate estimation of wildlife population density is difficult and requires considerable investment of resources and time. Population indices are easier to obtain but are influenced by many unknowns and the relationships to actual population densities are usually unclear. Wildlife biologists, whether in the public or private sector, often find themselves in difficult situations where a resource manager or landowner wants good information, quickly, at low cost, and without clear objectives. In many situations, in addition to establishing clear objectives, a budget and timeframe, a biologist must understand and deal with the reality of many logistical concerns that will make …

Using Genome Scans Of Dna Polymorphism To Infer Adaptive Population Divergence, Jay F. Storz Mar 2005

Using Genome Scans Of Dna Polymorphism To Infer Adaptive Population Divergence, Jay F. Storz

Jay F. Storz Publications

Elucidating the genetic basis of adaptive population divergence is a goal of central importance in evolutionary biology. In principle, it should be possible to identify chromosomal regions involved in adaptive divergence by screening genome-wide patterns of DNA polymorphism to detect the locus-specific signature of positive directional selection. In the case of spatially separated populations that inhabit different environments or sympatric populations that exploit different ecological niches, it is possible to identify loci that underlie divergently selected traits by comparing relative levels of differentiation among large numbers of unlinked markers. In this review I first address the question of whether diversifying …

Detection Of Bacillus Spores By Aptamer Selectivity Using Atomic Force Microscopy, Nina M. Houtkooper Mar 2005

Detection Of Bacillus Spores By Aptamer Selectivity Using Atomic Force Microscopy, Nina M. Houtkooper

Theses and Dissertations

The anthrax attack of Oct 2001 demonstrates the need for a rapid detector for spores of Bacillus anthracis (BA). Current technology requires cultures of BA to be grown for 24 hours. Using aptamers, a type of nucleic acid ligand selective for a target molecule, to select BA spores for measurement without culturing is a possible solution for quicker detection. An aptamer having a specially selected structure is expected to selectively bind to the surface of its target spore, separating it from other material. An atomic force microscopy (AFM) method was developed to test this selectivity. Aptamers having structure selected to …

On The Use Of Surrogate Functions For Mixed Variable Optimization Of Simulated Systems, John E. Dunlap Mar 2005

On The Use Of Surrogate Functions For Mixed Variable Optimization Of Simulated Systems, John E. Dunlap

Theses and Dissertations

This research considers the efficient numerical solution of linearly constrained mixed variable programming (MVP) problems, in which the objective function is a black-box stochastic simulation, function evaluations may be computationally expensive, and derivative information is typically not available. MVP problems are those with a mixture of continuous, integer, and categorical variables, the latter of which may take on values only from a predefined list and may even be non-numeric. Mixed Variable Generalized Pattern Search with Ranking and Selection (MGPS-RS) is the only existing, provably convergent algorithm that can be applied to this class of problems. Present in this algorithm is …

This research investigation addresses the problem of routing and simulating swarms of UAVs. Sorties are modeled as instantiations of the NP-Complete Vehicle Routing Problem, and this work uses genetic algorithms (GAs) to provide a fast and robust algorithm for a priori and dynamic routing applications. Swarms of UAVs are modeled based on extensions of Reynolds' swarm research and are simulated on a Beowulf cluster as a parallel computing application using the Synchronous Environment for Emulation and Discrete Event Simulation (SPEEDES). In a test suite, standard measures such as benchmark problems, best published results, and parallel metrics are used as performance …

Factors Influencing The Career Decisions And The Under-Representation Of African-American Male Administrators At A Predominantly White Institution Of Higher Education: A Within-Case And A Cross-Case Analysis, H. Richard Dozier Mar 2005

Factors Influencing The Career Decisions And The Under-Representation Of African-American Male Administrators At A Predominantly White Institution Of Higher Education: A Within-Case And A Cross-Case Analysis, H. Richard Dozier

Graduate Student Dissertations, Theses, Capstones, and Portfolios

America's predominantly white institutions (PWIs) of higher education were built, developed and thrived within the social hierarchy of the American society. It was only after many political, legal, and legislative battles that the doors to America's PWIs of higher education were forced open to admit the African-American student. Today, PWIs of higher education are seeking diversity in their student body, faculty and staff.

The purpose of this phenomenological qualitative study was (a) to gain insight into the factors influencing African-American administrators to select a career in higher education and choose employment at a PWI, (b) to discover the similarities and …
