Past releases to the environment from the U.S. Department of Energy’s (DOE) Y- 12 Plant have been of continuing concern to Oak Ridge and downstream communities since the release of mercury, uranium, and other contaminants were made public beginning in 1983. These releases continue to affect the region in many ways today. The intent of this report is to ensure we do not forget what has transpired in this community and to provide a clearer understanding of the impacts on local property owners, particularly those along the East Fork Poplar Creek (EFPC).

In situ water quality assessment has become an important source of data for monitoring, research and management activities in estuaries nationwide. As part of the National Estuarine Research Reserve System, the Great Bay System-Wide Monitoring Program (SWMP) produces in situ water quality data for four sites in and around Great Bay. This project extends the SWMP program to include year-round in situ data for a station at the University of New Hampshire Coastal Marine Lab pier at the mouth of the Piscataqua River and summmer data for a station in the Salmon Falls (SF) River. As part of the National Estuarine Research Reserve System, the Great Bay System-Wide Monitoring Program (SWMP) produces in situ water quality data for four sites in and around Great Bay. In recent years, DataSondes deployed in the upper Lamprey River have documented dissolved oxygen concentrations that do not meet federal standards during a significant portion of the summer and fall period. These low oxygen concentrations, if they persist may have a negative effect on benthic and pelagic organisms in the river and will necessitate management action to improve water quality.

The term "law" as used here depicts consistency in ideology, intent, presumption and the imposition of definitions on day-to-day human relations, including male-female relations. The power of law is the process of definition, which takes precedence over experiences, and also takes precedence over the meaning that women give to their own lives.

This paper refutes a rigid division of issues within law and adopts a feminist perspective, rather than that of the mainstream structure. Issues identified as significant by the women’s movement are thus emphasized. I do not refer to law as the only tool feminists need to resort to …

Simultaneously testing a collection of null hypotheses about a data generating distribution based on a sample of independent and identically distributed observations is a fundamental and important statistical problem involving many applications. In this article we propose a new resampling based multiple testing procedure asymptotically controlling the probability that the proportion of false positives among the set of rejections exceeds q at level alpha, where q and alpha are user supplied numbers. The last decade has seen remarkable process in understanding ongoing psychological processes at the neurobiological level, progress that has been driven technologically by the spread of functional neuroimaging devices, especially magnetic resonance imaging, that have become the research tools of a theoretically sophisticated cognitive neuroscience. As this research turns to specification of the mental processes involved in interpersonal deception, the potential evidentiary use of material produced by devices for detecting deception, long stymied by the conceptual and legal limitations of the polygraph, must be re-examined. Exploring California's Rural Health System: From The Redwood Forests To The Baja Border, Eileen Salinsky, Jessamyn Taylor

National Health Policy Forum

This three day site visit to California explored the state’s rural health system with a particular focus on the financial health of inpatient and outpatient providers and how that affects access to care. The role of telemedicine as a tool for expanding access was explored as well as the special needs of vulnerable populations such as farmworkers. Participants learned how state and federal regulation and payment policies and state budget deficits impact the viability of rural health systems.

Bioluminescence emitted from marine organisms upon mechanical stimulation is an obvious military interest, as it provides a low-tech method of identifying surface and subsurface vehicles and swimmer tracks. Clearly, the development of a passive method of identifying hostile ships, submarines, and swimmers, as well as the development of strategies to reduce the risk of detection by hostile forces is relevant to Naval operations and homeland security. The measurement of bioluminescence in coastal waters has only recently received attention as the platforms and sensors were not scaled for the inherent small-scale nature of nearshore environments. Diver visibility analyses and predictions, and water transparency in general, are of significant military and commercial interest. This is especially true in our current state, where ports and harbors are vulnerable to terrorist attacks from a variety of platforms both on and below the water (swimmers, divers, AUVs, ships, submarines, etc.). Aircraft hyperspectral imagery has been previously used successfully to classify coastal bottom types and map bathymetry and it is time to transition this observational tool to harbor and port security. High-throughput screening (HTS) using NMR spectroscopy has become a common component of the drug discovery effort and is widely used throughout the pharmaceutical industry. NMR provides additional information about the nature of small molecule-protein interactions compared to traditional HTS methods. In order to achieve comparable efficiency, small molecules are often screened as mixtures in NMR-based assays. Nevertheless, an analysis of the efficiency of mixtures and a corresponding determination of the optimum mixture size (OMS) that minimizes the amount of material and instrumentation time required for an NMR screen has been lacking.
