Child Laundering: How The Intercountry Adoption System Legitimizes And Incentivizes The Practices Of Buying, Trafficking, Kidnapping, And Stealing Children, David M. Smolin

This article documents and analyzes a substantial incidence of "child laundering" within the intercountry adoption system. Child laundering occurs when children are taken illegally from birth families through child buying or kidnapping, and then "laundered" through the adoption system as "orphans" and then "adoptees." The article then proposes reforms to the intercountry adoption system that could substantially reduce the incidence of child laundering.

This paper updates a June 2002 National Health Policy Forum Issue Brief, "Average Wholesale Price for Prescription Drugs: Is There a More Appropriate Pricing Mechanism?" Since the release of that paper, Congress enacted the Medicare Prescription Drug, Improvement, and Modernization Act (MMA) of 2003, which created a new, comprehensive outpatient prescription drug benefit and reduced Medicare’s reliance on the average wholesale price (AWP) in paying for prescription drugs. This paper discusses the continued use of AWP as well as other pricing benchmarks that pertain to prescription drugs. Much of speech kinematics research is conducted by attaching a device to the articulators. However very little research has been conducted to determine what influence these devices may have on the perceptual and acoustic characteristics of speech. This study examined the effect of placing a small magnet on the tongue of ten normal adult speakers while reading a sentence containing /s/ and "sh" in initial, medial and final position. Two different placements of 10 and 15 mm from the tip of the tongue were analyzed. Data were taken before magnet placement, immediately after magnet placement, after 5 minutes of conversation, …

International Conference on Information and Communication Technologies

Remote sensing encounters different types of objects with similar spectral signatures. Multi-sensors form the solution of the problem with spectral different parts of the spectrum and the resulting information is then processed using digital signal processing techniques. Artificial neural networks provide another method for processing this information. The research describes how neural networks may be used to classify objects on the basis of their spectral response to different frequencies.

In this paper we explore the application of powerful optimisers known as metaheuristic algorithms to problems within the data mining domain. We introduce some well-known data mining problems, and show how they can be formulated as optimisation problems. We then review the use of metaheuristics in this context. In particular, we focus on the task of partial classification and show how multi-objective metaheuristics have produced results that are comparable to the best known techniques but more scalable to large databases. We conclude by reinforcing the importance of research on the areas of metaheuristics for optimisation and data mining. The combination …

Over the past few decades, a wide variety of classes of combinatorial problems (e.g. the assignment problem, the knapsack problem, the vehicle routing problem, etc.) have emerged - from such areas as management science, telecommunication, AI, VLSI design and many others. Many large combinatorial problems are NP-hard problems because of the combinatorial growth of their solution search space with the problem size. Such problems are commonly solved by some version of a prominent metaheuristic (e.g. Genetic Algorithms, Tabu Search, Simulated Annealing and etc.). Casco Bay has experienced two significant oil spills in recent history - the Tamano Tanker spill in 1972 and the Julie N spill in 1996. In addition, the Fore River and its tributaries have experienced numerous small spills over the years, including the August 2002 fuel oil spill (2,900 gallons) and the April 2003 jet fuel spill (6,000 gallons). The impacts of these spills on the fringing salt marshes that line the edges of the Fore River and its tributaries are not well understood. In June 2005, the FDA approved BiDil, a heart failure medication that is labeled for use only by African-Americans and thus, is the first treatment of its kind. The drug likely portends a future of growing interest in “race-based” medicine. This phenomenon is emerging at the same time that scientists, in light of the Human Genome Project, are reaching an understanding that “race” has no biological meaning, and consequently, “racially-tailored” medicine is both puzzling and troubling.

IscA is a key member of the iron-sulfur cluster assembly machinery found in bacteria and eukaryotes. Previously, IscA was characterized as an alternative iron-sulfur cluster assembly scaffold, as purified IscA can host transient iron-sulfur clusters. However, recent studies indicated that IscA is an iron-binding protein that can provide iron for the iron-sulfur cluster assembly in a proposed scaffold IscU (Ding H., Clark, R. J., and Ding, B. (2004) J. Biol. Chem. 279, 37499-37504). To further elucidate the roles of IscA in the biogenesis of iron-sulfur clusters, we reevaluate the iron binding activity of IscA under physiologically relevant conditions. The results …

Effects Of Dietary Curcumin Or N-Acetylcysteine On Nf-Kappab Activity And Contractile Performance In Ambulatory And Unloaded Murine Soleus, Mehran Farid, Michael B. Reid, Yi-Ping Li, Eric Gerken, William J. Durham

BACKGROUND: Unloading of skeletal muscle causes atrophy and loss of contractile function. In part, this response is believed to be mediated by the transcription factor nuclear factor-kappa B (NF-kappaB). Both curcumin, a component of the spice turmeric, and N-acetylcysteine (NAC), an antioxidant, inhibit activation of NF-kappaB by inflammatory stimuli, albeit by different mechanisms. In the present study, we tested the hypothesis that dietary curcumin or NAC supplementation would inhibit unloading-induced NF-kappaB activity in skeletal muscle and thereby protect muscles against loss of mass and function caused by prolonged unloading.

METHODS: We used hindlimb suspension to unload the hindlimb muscles of …
