Exploring California's Rural Health System: From The Redwood Forests To The Baja Border, Eileen Salinsky, Jessamyn Taylor

National Health Policy Forum

This three day site visit to California explored the state’s rural health system with a particular focus on the financial health of inpatient and outpatient providers and how that affects access to care. The role of telemedicine as a tool for expanding access was explored as well as the special needs of vulnerable populations such as farmworkers. Participants learned how state and federal regulation and payment policies and state budget deficits impact the viability of rural health systems.

Thwarted Ambition: The Role Of Public Policy In University Development, Michael N. Bastedo

New England Journal of Public Policy

Paradoxically, Massachusetts is the home of a world-class system of private higher education and a struggling system of public higher education. The influence of private higher education and persistent indifference by state government repeatedly thwarted UMass’s ambition to increase its stature on the national scene. The result was a “boom or bust” cycle of financial support that made rational planning and institutional expansion extremely difficult, exacerbating the university’s late start toward world-class status.

Ambiguity aversion is a person's rational attitude towards the indeterminacy of the probability that attaches to his future prospects, both favorable and unfavorable. An ambiguity-averse person increases the probability of the unfavorable prospect, which is what criminal defendants typically do when they face a jury trial. The prosecution is not ambiguity averse. Being a repeat player interested in the overall rate of convictions, it can depend upon any probability, however indeterminate it may be. The criminal process therefore is systematically affected by asymmetric ambiguity aversion, which the prosecution can exploit by forcing defendants into harsh plea bargains. Professors Segal and …

Organizations introduce change to strengthen organizational performance and improve effectiveness. Drawing from literature in the areas of organizational change and personality characteristics, this study seeks to uncover the influence personality has on an individual's readiness for change. Data were utilized from two previous studies that sampled both an American organization and a Korean organization. The administered questionnaires captured data pertaining to the individuals' perceptions of the change process, their personality attributes, and their readiness for change. Despite the number of theories explaining the nature and antecedents of change, there is no consensus on a universally applicable model. Competing theories have been tested using deductive methods focusing on hypothesis testing. This study has utilized qualitative methods for collecting data within the sport industry to provide an initial understanding of change within that case industry Semi-structured interviews were conducted with 29 sport managers across Australian National and State Sporting Organizations and clubs participating in national league competitions. Interviews were transcribed and coded in a grounded interpretation culminating in a typology of change types. Results highlighted that Australian sport …

The goal of this research was to develop a data collection instrument for an existing information technology implementation and sustainment model. In 2003, a unique system dynamics model was developed at the Air Force Institute of Technology to predict the behavior of information technology implementation and sustainment (Fonnesbeck, 2003). However, no empirical data was used during the model development. In order to collect the needed empirical data, this research develops a data collection instrument for the model. This study involved analyses of an existing database conducted for the purposes of identifying and understanding factors that are associated with the delivery of school-based mental health services by school psychologists. The study examined the average number of hours per week in which school psychologists engage in mental health services and the types of mental health services in which they engage. Factors such as training, desire to deliver mental health services, time available and support for mental health services were investigated. Designing Finance Structures To Satisfy Equity And Adequacy Goals, Richard A. King, Austin D. Swanson, Scott R. Sweetland

Education Policy Analysis Archives (EPAA)

… In this exploration of school finance policy, we advance a conception of adequacy as the ideal state of vertical equity, examine the evolution of this concept through judicial reviews, and discuss methods for determining the level of funding required to achieve adequacy. We then discuss economic and political problems inherent in institutional inefficiencies that are likely to derail efforts to raise achievement in poorly performing schools even after granting them an adequate level of resources. The paper concludes with a description of how a state funding formula might provide a foundation for adequacy in all districts.

Interpreter services are becoming increasingly prevalent in mental health settings. The competence of mental health interpreters can be assessed using a new tool, the Interpreter Competency Exam- Mental Health (ICE-MH). Unfortunately, the current form of the ICE-MH is long. This study used archival data from the ICE-MH to assess (a) the ability of the items to discriminate the examinees' level of knowledge in mental health areas, (b) the difficulty of each item, measured by percentage of correct answers, (c) the internal consistency of each part of the test to verify the uniformity of the subtest constructs being measured, and (d) …

The literature on teacher-leadership suggests that the notion has developed over time and some have argued that this development comprises three stages or ‘waves’ that progressively de-link the idea from the formal organizational hierarchy. The third wave emphasizes that teacher-leadership is a process rather than a positional concept and notes that teacher-leaders tend to possess many of the characteristics of transformational leaders. The Change Agent States For Diversity is a consortium of seven states dedicated to supporting greater cultural diversity in land-grant universities. The overall goal of the project is to build the capacity of land-grant universities to function inclusively and effectively in a multicultural world. The purpose of the study described here was to evaluate the progress of the project. This article reports selected findings from key administrator interviews and offers implications for increasing the movement of Extension toward a more inclusive system.

Extension As A Delivery System For Prevention Programming: Capacity, Barriers, And Opportunities, Laura Griner Hill, Louise A. Parker

Implementation of programs that have demonstrated effects on risk and protective factors offers the best chance for documenting long-term program impacts and, in turn, for obtaining sustained funding. Our study explored the capacity of Extension to serve as a delivery system for best practice programs. In a statewide survey of Family Living and 4-H personnel, we assessed perceptions about such programs and Extension's role in delivering them. Results indicate that Extension has significant strengths as a delivery system for best practice programs. Capacity will be enhanced by reducing the perceived dichotomy between "prevention" programming and "traditional" Extension programming.

Extension Staff Response To Increased Programming For At-Risk Audiences, Diane Klemme, Cheryl O. Hausafus, Karen Shirer

The study described here examined individual and organizational assumptions that contribute to or inhibit Extension staff's work with at-risk audiences. Three focus group interview sessions were conducted with Extension staff. Analysis of emerging themes identified a number of individual and organizational assumptions that inhibit the organization's ability to change. For example, the study showed that staff lacked clarity about the meaning of the term "at-risk" and staff questioned if the organization valued at-risk programs efforts. The study demonstrated that to create meaningful and sustained change in an organization, individual and organizational assumptions need to be exposed and alternative scenarios developed.

The effect of task structure and negotiation sequence on collaborative software requirements negotiation is investigated. This work began with an extensive literature review that focused on current research in collaborative software engineering and, in particular, on the negotiation of software requirements and the requisite collaboration for the development of such requirements. A formal detailed experiment was then conducted to evaluate the effects of negotiation sequence and task structure in an asynchronous group meeting environment.
