Walking While Muslim, Margaret Chon, Donna E. Arzt

In the post-9/11 era, what exactly is meant by race? This essay claims that both domestic civil rights law and international human rights law simultaneously create and obscure racial identity increasingly constructed through Muslim religious identity. The argument unfolds in several parts. First, by analogy to the racial formation process that occurred with the Japanese American community after World War II, we argue that a group's religious identity can contribute to the perception of a group as a racially different and inferior "other." Second, among other elements, religious identity is under-analyzed as a key element of racial formation. Third, post-9/11 …

A Model Regime Of Privacy Protection (Version 2.0), Daniel J. Solove, Chris Jay Hoofnagle Jan 2005

A Model Regime Of Privacy Protection (Version 2.0), Daniel J. Solove, Chris Jay Hoofnagle

GW Law Faculty Publications & Other Works

This version incorporates and responds to the many comments that we received to Version 1.1, which we released on March 10, 2005.

Privacy protection in the United States has often been criticized, but critics have too infrequently suggested specific proposals for reform. Recently, there has been significant legislative interest at both the federal and state levels in addressing the privacy of personal information. This was sparked when ChoicePoint, one of the largest data brokers in the United States with records on almost every adult American citizen, sold data on about 145,000 people to fraudulent businesses set up by identity thieves. …

The Problem Of Patent Underdevelopment, Michael B. Abramowicz Jan 2005

The Problem Of Patent Underdevelopment, Michael B. Abramowicz

GW Law Faculty Publications & Other Works

Commentators have long recognized that much of the work of commercializing an invention occurs after a patent is received. They have not recognized, however, that by the time market conditions make commercialization potentially attractive, the remaining patent term might be sufficiently short that a patentee will not develop an invention or will not spend as much on development as if more patent term remained. The concern about patent underdevelopment provides a counterweight to patent prospect theory, which urges that patents be issued relatively early. By insisting on a substantial degree of achievement before patenting, the patent system reduces the risk …

Should Lawyers Participate In Rigged Systems: The Case Of The Military Commissions, Mary M. Cheh Jan 2005

Should Lawyers Participate In Rigged Systems: The Case Of The Military Commissions, Mary M. Cheh

GW Law Faculty Publications & Other Works

Lawyers often represent clients when the odds are long or a catastrophe likely. The facts might be harmful, the evidence overwhelming, or the law clearly on the side of the opponent. Still, we do the best we can. But what if the system is rigged? What if the system has the trappings of a fair fight, but is, in fact, skewed to one side and, by design, the lawyer cannot fully defend the client? What if the lawyer can only lend legitimacy to a process that at its core is biased, slanted in favor of the other side, or fundamentally …

Improving Regulation Through Incremental Adjustment, Robert L. Glicksman, Sidney A. Shapiro Jan 2005

Improving Regulation Through Incremental Adjustment, Robert L. Glicksman, Sidney A. Shapiro

GW Law Faculty Publications & Other Works

Claiming that existing regulation is excessive and irrational, regulatory critics have successfully convinced Congress and the White House to implement a plethora of procedural requirements to analyze a proposed regulation before it is promulgated. In our book, Risk Regulation at Risk: Restoring A Pragmatic Approach (2003), we argued that the previous initiatives address the possibility of regulatory failure on the wrong end of the regulatory policy implementation process. We suggested that one way of improving regulation would be to rely on incremental adjustments in regulation on the back end of the regulatory process. This article addresses in more detail the …

Engineering Genetic Networks To Measure Real Time Repression By Λ Cro In Vivo, Zachary Louis Leblanc Jan 2005

Engineering Genetic Networks To Measure Real Time Repression By Λ Cro In Vivo, Zachary Louis Leblanc

Honors Theses

The field of systems biology seeks to engineer systems in order to explore specific dynamic properties as they act in vivo. Cellular activities have been proven to be regulated by a range of DNA binding proteins that bind to specific sequences that activate or repress transcription. Certain phage and bacterial repressor proteins were among the first of these DNA binding proteins to be characterized structurally and functionally. The demand for study of key steps in regulation of protein expression, folding, and repression has created multiple studies into systems of varying complexity. The data in this report explores the lambda system, …

An Examination Of Natural Language Processing, Information Extraction, And Information Retrieval Systems And Their Applications, Jeffrey Allen Holloway Jan 2005

An Examination Of Natural Language Processing, Information Extraction, And Information Retrieval Systems And Their Applications, Jeffrey Allen Holloway

Honors Theses

Natural language processing, information extraction, information retrieval, and artificial Intelligence are all relatively new areas of study. Research as of late has begun making greater advances In these technological areas, yet much of the potential of these types of systems is still untapped. Though there are a few good examples of these systems put to use in the business world, due to technological limitations and pitfalls, these systems have yet to see widespread use. This thesis explores the technology behind the systems and looks into some of the current ways they are implemented. Finally, a system design referred to as …

Self-Discovery By Self-Destruction, Raney-Mills Turner Jan 2005

Self-Discovery By Self-Destruction, Raney-Mills Turner

Honors Theses

The following body of thesis is a collection of short stories, poems, and personal essays compiled with visuals of my personal artwork. The prevalent theme throughout the work is self-discovery by self-destruction. It is in itself an ongoing research of reality among college students and must be seen as an artistic exploration. The artwork is that of multimedia in that it consists widely of photography, printmaking, sculpture, charcoal drawing, and ceramics inspired mostly by real emotion and dreams. In piecing the entire thesis as a whole, the following programs were used: Microsoft Word, Adobe Photoshop, and Adobe InDesign.
