Moving From Impunity To Accountability In Post-War Liberia: Possibilities, Cautions, And Challenges, Rena L. Scott Jan 2005

Moving From Impunity To Accountability In Post-War Liberia: Possibilities, Cautions, And Challenges, Rena L. Scott

International Journal of Legal Information

Liberia has become the quintessential example of an African failed state. Though Liberia’s civil war is officially over, war criminals are free and some are even helping run the transitional government under the authority of Liberia’s Comprehensive Peace Agreement (CPA). This peace agreement calls for the consideration of a general amnesty for those involved in the Liberian civil war alongside the parceling of governmental functions among members of various rebel groups. The drafters of the agreement claim that this was the only viable solution for sustainable peace in Liberia. Meanwhile, Charles Taylor relaxes in Nigeria’s resort city of Calabar.

Three (Potential) Pillars Of Transnational Economic Justice: The Bretton Woods Institutions As Guarantors Of Global Equal Treatment And Market Completion, Robert C. Hockett Jan 2005

Three (Potential) Pillars Of Transnational Economic Justice: The Bretton Woods Institutions As Guarantors Of Global Equal Treatment And Market Completion, Robert C. Hockett

Cornell Law Faculty Publications

This essay aims to bring two important lines of inquiry and criticism together. It first lays out an institutionally enriched account of what a just world economic order will look like. That account prescribes, via the requisites to that mechanism which most directly instantiate the account, three realms of equal treatment and market completion - the global products, services, and labor markets; the global investment/financial markets; and the global preparticipation opportunity allocation. The essay then suggests how, with minimal if any departure from familiar canons of traditional international legal mandate interpretation, each of the Bretton Woods institutions - particularly the …

The Brazilian-Portuguese Mcmi-Iii: Diagnostic Validity Of The Alcohol Dependence And Drug Dependence Scales, Cristina Lilian Magalhaes Jan 2005

The Brazilian-Portuguese Mcmi-Iii: Diagnostic Validity Of The Alcohol Dependence And Drug Dependence Scales, Cristina Lilian Magalhaes

Theses and Dissertations

The Brazilian-Portuguese Millon Clinical Multiaxial Inventory-III (BP-MCMI-III) is a newly developed translation of the original MCMI-III and requires validation before it can be used in cross-cultural research and clinical settings. This study was the first validation study with the BP-MCMI-III and examined the validity of its Alcohol Dependence and Drug Dependence scales for identifying substance-related disorders in a Brazilian sample. The diagnostic validity of these scales was examined by comparing participants' scores on the BP-MCMI-III against group status (controls versus patients receiving substance abuse treatment) and against clinical diagnoses made based on a DSM-IV-TR symptom checklist. In addition, diagnostic validity …

Bossier Tribes, Caddo In North Louisiana's Pineywoods, Jon L. Gibson Jan 2005

Bossier Tribes, Caddo In North Louisiana's Pineywoods, Jon L. Gibson

Index of Texas Archaeology: Open Access Gray Literature from the Lone Star State

Clarence Webb (1948) christened Bossier more than a half century ago. Its namesake was the northwestern Louisiana parish where several Bossier sites were located, but it could just as easily been named after Webster, Claiborne, Harrison, Columbia, or other political subdivisions in northwestern Louisiana, southwestern Arkansas, or eastern Texas where its distinctive pottery was found. This is Caddo country, linguistically and ethnically. Bossier is the issue of Caddoan cultural tradition, a culmination of agents, practices, and histories that transpired in the Red River valley and adjoining Pineywoods hills between ca. A.D. 1300 and 1500.

Bossier is best known for its …

The "Priceless Possession" Of Citizenship: Race, Nation And Naturalization In American Law, 1880-1930, J. Allen Douglas Jan 2005

The "Priceless Possession" Of Citizenship: Race, Nation And Naturalization In American Law, 1880-1930, J. Allen Douglas

Duquesne Law Review

Examining the application of racial restrictions to grants of citizenship along with the emergence of the bundle-of-rights conception of property, this article explores a panoply of naturalization claims in which courts discussed a petitioner's eligibility for citizenship as a "free white person." To lend a measure of credibility and resolve to those naturalization determinations, federal and state courts relied upon the protocols of a nineteenth century object-centered, conception of property. Consequently, the emergence of a new, relational property paradigm - the bundle-of-sticks notion - compelled the judiciary to adopt a series of shifting standards for establishing race and citizenship, ranging …

Introduction: A New Historicism? Sound, Music And Ruined Pianos., Cat Hope, Jonathan Marshall

Sound Scripts

One of the highlights of every New Music festival which we attend is the banter that goes on between artists and audiences about what we have experienced together. The Inaugural Totally Huge New Music Festival Conference was a way to formalize these discussions for the 7th Totally Huge New Music Festival of 2005, and it was a privilege to have been able to attend a conference about New Music in the midst of it actually happening. The Conference was opened by the Executive Dean of the Faculty of Communications and Creative Industries, Edith Cowan University, Professor Robyn Quin, and it …

A Study Of The Importance And Implementation Of National Pre-Kindergarten Standards For Language And Literacy As Perceived By West Virginia Directors Of Early Childhood Centers, Judaea Hodge

Theses, Dissertations and Capstones

This study examined the difference between levels of importance and implementation for the National Pre-Kindergarten Standards for Language and Literacy (NPKSLL) in four-year-old programs as perceived by West Virginia licensed pre- kindergarten programs directors and the differences based on director’s education level, years of experience, years in present position, program type and size, and the number of four year olds in the program. To examine this relationship, The Early Childhood Language and Literacy Survey (ECELLS) was designed based on the NPKSLL five goals: listening (Goal 1), complex speech (Goal 2), print awareness (Goal 3), story structure (Goal 4) and beginning …

Grounding Normative Assertions: Arthur Leff's Still Irrefutable, But Incomplete, "Sez Who?" Critique, Samuel W. Calhoun

Scholarly Articles

The late Professor Arthur Leff believed that standard methods for grounding normative assertions fail to provide a solid foundation for moral judgment because none provides a satisfactory answer to what Leff called the grand 'sez who?' - a universal taunt by which a skeptic may challenge the standing/competency of the speaker to make authoritative moral assessments. Leff argued that as a matter of logic no system of morals premised in mankind alone ever could withstand the taunt. His provocative conclusion was that the only unchallengeable response to the grand 'sez who?' is God sez.

This Article demonstrates the continued relevance …

English As Working Language For Non-Native Speakers–The Assessement Of English Language Proficiency Among Ab-Initio Applicants, Hinnerk Hinnerk Eißfeldt Jan 2005

English As Working Language For Non-Native Speakers–The Assessement Of English Language Proficiency Among Ab-Initio Applicants, Hinnerk Hinnerk Eißfeldt

International Symposium on Aviation Psychology - 2005

In aviation English has been agreed upon being the international working language ever since. However only less than 15% of the worlds population speaks English as mother tongue, and it seems reasonable to assume that among pilots and controllers the percentage of native speakers is below 30%. To secure high global standards the International Civil Aviation Organisation ICAO has recently defined new requirements concerning the level of English language proficiency among aviation professionals. From March 2008 on aviation professionals have to be assessed concerning their proficiency in speaking and listening preferably in aviation-specific context. ICAO proposes to start formal evaluation …

A Real-Time Automated Transcription Tool For Tactical Communications Assessment, David T. Williamson, Lt Mathew D. Purtee

International Symposium on Aviation Psychology - 2005

This paper describes the development of a real-time automated transcription tool for assessing tactical communications in a DIS environment. Java-based tools were developed to capture simulated radio communications data from tactical training exercises conducted at the Warfighter Training Research Division of the Air Force Research Laboratory’s Human Effectiveness Directorate. A representative set of audio data was handtranscribed and used as training material for a class-based statistical language model using a commercially available speech recognition system. The language model was designed to allow run-time input of callsign data to provide increased flexibility. The resulting system is a real-time automated speech-to-text transcription …

Speech Errors Management In Air Traffic Control Communications: A Detailed Study, Jean-Leon Bouraoui, Nadine Vigouroux Jan 2005

Speech Errors Management In Air Traffic Control Communications: A Detailed Study, Jean-Leon Bouraoui, Nadine Vigouroux

International Symposium on Aviation Psychology - 2005

Many studies have reported on some human factors influencing the communication process, especially in aeronautical framework (see Davison (2003) for example). When spoken, communication comprises three different components: production, perception and understanding. The communication is often disturbed by one or many errors that affect one or several of these components. Consequently, one way to make air traffic control (ATC) communications more efficient and robust is to have as much knowledge as possible on these problems and their usual management. This paper presents the interests brought by corpus-based studies to Air Traffic Control (ATC) applications, especially interactions/communication between controllers and pilots. …

Second Language Acquisition Programs: An Assessment Of The Bilingual Education Debate, Jessica Cruz Jan 2005

Second Language Acquisition Programs: An Assessment Of The Bilingual Education Debate, Jessica Cruz

McNair Scholars Journal

Second language acquisition programs are frequently misunderstood, as various programs are often mistakenly labeled as bilingual education. Inaccurate labeling creates confusion and fuels the already heated bilingual education debate. The purpose of this research is to clearly define different second language acquisition programs, assess major arguments on opposing sides of this nationwide debate, and discuss program evaluations from the 1991 Ramirez investigation and the Rossell and Baker study (1996). In so doing, important issues regarding the world of second language acquisition programs will surface. Expectantly, this research will generate, or continue, further discussion addressing these concerns in an effort to …
