U.S. Defense Strategy After Saddam, Michael E. O'Hanlon Dr.
U.S. Defense Strategy After Saddam, Michael E. O'Hanlon Dr.
Books, Monographs & Collaborative Studies
In this defense strategy and budget book, Michael O'Hanlon argues that America's large defense budget cannot be pared realistically in the years ahead. But given the extreme demands of the Iraq mission, particularly on the U.S. Army and Marine Corps, he suggests how reductions in various weapons modernization programs and other economies might free up enough funds to add at least 40,000 more ground troops to today's military. He also reviews the military lessons of Afghanistan and Iraq, the Bush administration's new overseas basing plan, and the arguments for and against a draft. O'Hanlon also addresses the important question of …
Democratization Vs. Liberalization In The Arab World: Dilemmas And Challenges For U.S. Foreign Policy, Daniel Brumberg Dr.
Democratization Vs. Liberalization In The Arab World: Dilemmas And Challenges For U.S. Foreign Policy, Daniel Brumberg Dr.
Books, Monographs & Collaborative Studies
The author looks at the political origins and dynamics of "liberalized autocracy" in the Arab world. Liberalized autocracy is a system of rule that allows for a measure of political openness and competition in the electoral, party, and press arenas, while ultimately ensuring that power rests in the hands of ruling regimes. This mix of control and openness has not only benefited ruling elites, but oppositions as well. It gives them room to "let off steam," to criticize regimes, and occasionally to affect public policy. Moreover, given the absence of consensus in many Arab states over national identity, liberalized autocracy …

OBJECTIVE: The gene encoding the DNA repair enzyme O6-methylguanine-DNA methyltransferase (MGMT) is transcriptionally silenced by promoter hypermethylation in several human cancers including diffuse large B-cell lymphoma (DLBCL). We explored the aberrant promoter methylation of MGMT in Saudi diffuse large B-cell lymphoma and to investigate MGMT hypermethylation has an effect on patient9s overall survival. METHODS: In a retrospective cohort study, 100 cases of DLBCL were collected from the Department of Pathology at King Faisal Specialist Hospital and Research Centre, Riyadh, Kingdom of Saudi Arabia. We used methylation specific polymerase chain reaction to analyze the MGMT promoter methylation status in 100 tumor …

Bringing Space Law Into The Commercial World: Property Rights Without Sovereignty, Henry R. Hertzfeld, Frans Von Der Dunk
Bringing Space Law Into The Commercial World: Property Rights Without Sovereignty, Henry R. Hertzfeld, Frans Von Der Dunk
Space, Cyber, and Telecommunications Law Program: Faculty Publications
International agreements declare that no government can claim outer space or celestial bodies in outer space as its own. Private firms seeking to invest in potential space enterprises frequently point to these provisions as a major barrier to the future commercial development of space. Such businesses contend that the absence of property rights prevent them from obtaining external financing, hinder the protection of their investments in space, and deprive them of the assurance that they can appropriate income from their investment. In short, the lack of sovereignty in space jeopardizes the ability to make profits from private investment.

Similar to the beginning of many new eras, the dawning of the 21st century has brought new opportunities as well as new challenges to the stability of our economy. New technology offers more efficient methods of production while the continuing influence of globalization increases market availability for our goods. Yet, when a region has a hard time transitioning to a new economy, the challenges produced by these changes are often overwhelming and can create hardship. Rural America is currently facing many of the difficulties associated with these changing economies, thus affecting their current economic sustainability and development. The industry base …

This paper presents findings from a case study of individuals with multiple sclerosis examining their planning and preparation activities for their future independent living and long-term care needs. Data collected from a representative sample of National Multiple Sclerosis Society members in the greater metropolitan St. Louis and eastern Illinois area indicate significant differences in income, assets, education, health and functional limitation status between individuals living in rural versus urban areas. Additionally, findings show respondents with greater levels of education and assets, and those living in urban areas, are more likely to have saved for retirement, made legal preparations, or engaged …

Wealth Building Strategies In Rural States: Are They Doing Enough?, William Schweke
Wealth Building Strategies In Rural States: Are They Doing Enough?, William Schweke
Center for Social Development Research
If the poor and near-poor Americans are to achieve lasting economic advancement, we need to promote a path that provides a better “starting gate,” as well as helps individuals and families to weather economic hardships. In our view, asset building is key. This is true for rural as well as urban households. The purpose of this paper is to undertake an initial and rough assessment of asset building efforts in rural states. It begins by setting the scene through short discussions of why broadened asset ownership matters, how has the United States supported opportunity-enhancing asset policies in the past, and …
Home Range And Provisioning Use Of Semi-Free-Ranging Ringtailed Lemurs (Lemur Catta), Jennifer Ann Savage
Home Range And Provisioning Use Of Semi-Free-Ranging Ringtailed Lemurs (Lemur Catta), Jennifer Ann Savage
College of Graduate Studies: Theses & Dissertations
The ringtailed lemur (Lemur catta) population on St. Catherines Island (SCI) may serve as a model system for reintroduction. Free-ranging troops of ringtailed lemurs have been managed on SCI since 1985 and are monitored and provisioned daily. There has been no assessment of the effects of provisioning or seasonal dependence on provisioning to date. Ringtailed lemur troop home ranges and use of provisions were quantified to examine seasonal patterns and changes in relation to habitat quality of the home range. Activity, ranging behavior, and provisioning use were monitored for one year. Habitat assessment of forage species was conducted through stratified …
Family And Cultural Issues In Assistive Technology, Howard P. Parette, Joan Breslin Larson
Family And Cultural Issues In Assistive Technology, Howard P. Parette, Joan Breslin Larson
Faculty Publications - College of Education
To ensure effective assistive technology (AT) decision-making for children with disabilities, families should ideally be actively involved in the process. An evolving issue in family-centered practice is the role of cultural and linguistic issues that may influence the participation of family members in AT decision-making and subsequent implementation of and support for devices and services. Culturally and linguistically-based values may wield strong influences on family perceptions of AT, and successful implementation of AT solutions agreed upon by team members.
This discussion will address issues related to identifying and developing an understanding of family perspectives about goals and expectations for AT …

Refundable Tax Credits For Health Insurance: The Sensitivity Of Simulated Impacts To Assumed Behavior, David W. Emmons, Eva Madly, Stephen A. Woodbury
Upjohn Institute Working Papers
We replicate and extend a simulation model developed by Jonathan Gruber with the goals of illuminating Gruber's modeling of health insurance coverage under a tax credit and examining the sensitivity of the results to changes in the model's key parameters. The replications suggest that a refundable tax credit of $1,000 for a single individual or $2,000 for a family for private health insurance would reduce the number of uninsured individuals by between 17.5 and 28 percent and require new government expenditures of between $16.6 and $44 billion, of which about $7.4-$9.7 billion would be for coverage of previously uninsured individuals. …

The Purpose Of Copyright Law In Canada, Daniel J. Gervais
The Purpose Of Copyright Law In Canada, Daniel J. Gervais
Vanderbilt Law School Faculty Publications
IN THREE RECENT CASES, the Supreme Court of Canada provided several pieces of the Canadian copyright policy puzzle. We now know that the economic purpose of copyright law is instrumentalist in nature, namely, to ensure the orderly production and distribution of, and access to, works of art and intellect. The Court added that copyright can not enter carelessly into the private sphere of individual users. By targeting end-users in recent lawsuits, copyright holders have also found out that it is difficult to enforce a right that has not been properly internalized. After reviewing the Supreme Court trilogy of cases, the …
