Do Credit Market Barriers Exist For Minority And Women Entrepreneurs?, Lloyd Blanchard, Bo Zhao, John Yinger

This paper examines whether methodological deficiencies in the literature on discrimination in small business credit markets have a significant impact on the estimation of discrimination and provides a preliminary investigation into the causes of discrimination in these markets. We find substantial, statistically significant evidence of discrimination in loan approval against black-owned and Hispanic-owned businesses in 1998 with additional control variables, with a variety of different specifications, and with a simultaneous model of the application and loan-denial decisions. We also find that discrimination in small business lending may take the form of statistical discrimination, driven by lenders' stereotypes about the ability …

Copyright doctrine . . . is characterized by the absence of the user. As copyright moves into the digital age, this absence has begun to matter profoundly. As I will show, the absence of the user has consequences that reach far beyond debates about the legality of private copying, or about the proper scope of user-oriented exemptions such as the fair use and first sale doctrines. The user's absence produces a domino effect that ripples through the structure of copyright law, shaping both its unquestioned rules and its thorniest dilemmas. This brief discusses the most recent and historical NAEP data in math, science, reading, and writing. Arkansas’ NAEP results are compared to national and border state averages. Based on the most recent NAEP exams, Arkansas is performing slightly below the national average in reading, math, science, and writing. There is also data to support that Arkansas students perform less well in Grade 8 than in Grade 4 when compared to the national and border state averages. Arkansas, however, is among the highest performing states with regard to change over the last decade. Since 1992, Arkansas has gained on the national …

A curriculum is an attempt, wrote Stenhouse three decades ago (1975, 4), to communicate the essential principles and features of an educational proposal in such a form that it is open to critical scrutiny and capable of effective translation into practice.

Economic impacts from the near record warm and snow-free winter of 2001–2 in the United States were assessed to ascertain their dimensions and relevance to issues like climate prediction and climate change. Unusual impacts resulted and embraced numerous sectors (heating/energy use, construction, tourism, insurance, government, and retail sales). Many outcomes were gains/benefits totalling $19.6 billion, with losses of $8.2 billion. Some economists identified the sizable positive impacts as a factor in the nation’s recovery from an on-going recession stemming from the terrorist attacks on 11 September 2001. This paper proposes a method to improve landscape-pollution interaction regression models through the inclusion of a variable that describes the spatial distribution of a land type with respect to the pattern of runoff within a drainage catchment. The proposed index is used as an independent variable to enhance the strength, as quantified by R² values, of regression relationships between empirical observations of in-stream pollutant concentrations and land type by considering the spatial distribution of key land-type categories within the sample point’s drainage area. Landscape Effects On Stream Water Chemistry And Benthic Productivity In An Agricultural Watershed, Shari E. Fanta

A conceptual model was developed and utilized to investigate the influence of land use/land cover on community metabolism as mediated by stream water chemistry, in an agricultural watershed in east-central Illinois. A suite of physical and chemical variables were sampled over a yearlong period at twelve sites across the Hurricane Creek Watershed. Community metabolism was determined at five of the sites during episodes of suitable hydrologic and weather conditions. A single PCA axis was unique in incorporating significant relationships between land use/land cover, stream water chemistry, as well as community metabolism, thereby validating the conceptual model. In August of 2003, Harvard University hosted a major conference, organized by the Civil Rights Project, titled Segregation and Integration in America's Present and Future. The conference was appropriately subtitled the Color Lines Conference, in reference to W.E.B. Du Bois's classic 1903 study The Souls of Black Folk. This article presents the design and development of a satellite cluster system that supports an interfederation communication in High Level Architecture (HLA)-compliant distributed simulation. The interfederation communication enables the execution of a complex, large-scale cluster system of distributed satellites that share the dispersed data assets among satellite components collaboratively. After a brief review of the HLA bridge for interfederation communication, the authors discuss the design issues related to a satellite cluster system that provides cluster management, interfederation communication, and communication data management. Is Gay Really Gay?: A Heterosexual/Homosexual Quality Of Life Comparison, Kristina Dzara

This study examines differences in quality of life measures between heterosexual and homosexual respondents using General Social Survey data from 1996, 1998, 2000, and 2002. Analyses of quality of life are performed in an effort to compare the heterosexual and homosexual population of the United States. The three main areas which are explored in the analysis are physical health, general happiness, and life excitement. Few differences were found in subjective life satisfaction between heterosexuals and homosexuals; however, some control variables differed. Directions for future research regarding homosexuality and quality of life are discussed.

As educational funding from traditional sources decreases and the cost of operating educational programs increases, community colleges are seeking ways to diversify funding streams and increase revenue. For many 2-year colleges, resource development, particularly the procurement of government grants and contracts, represents a viable source of revenue. The purpose of this research was (a) to establish a profile of grant development programs in Florida community colleges and (b) to identify factors associated with successful grant development. New generations of wireless cellular networks, including 3G and 4G technologies, are envisaged to support more mobile users and a variety of wireless multimedia services. With an increasing demand for wireless multimedia services, the performance of TCP becomes a bottleneck as it cannot differentiate between the losses due to the nature of air as a medium and high data load on the network that leads to congestion. This misinterpretation by TCP leads to a reduction in the congestion window size thereby resulting in reduced throughput of the system. This qualitative study investigated the phenomenon of the pleasure reading experience in fourth and fifth grade students. The purpose of the study was to create a dialogue with children regarding their leisure reading habits in an effort to inform our understanding of aliteracy, a term that refers to having the ability to read but choosing not to. Fourth grade students were surveyed to uncover their attitudes toward pleasure reading and eleven students were chosen for interviews. Comparative data was obtained from those students who conveyed either extremely negative or extremely positive attitudes toward reading. Students of both genders were selected …

Reacting to an impression that history is not viewed as significant as other curricular subjects such as reading, math, or science, there were multiple purposes for this research: first, to document the attitudes of the fourth grade teachers in one county in Florida towards the subject of Florida history. Owing to our failure to acknowledge the complexity and diversity of gender identity, gender and gender politics are contentious subjects in Canadian anti-discrimination law. On the one hand, Queer theorists continue to challenge the rigidity of the male/female binary, while on the other hand, Canadian law insists that identity is invariably determined by one’s biological sex. The result is a power struggle, pitting those who fit neatly into rigid male/female categories against the marginalized Other—the transgendered community. Jurisdictional mismatch plagues contemporary environmental law and policy. The division of authority and responsibility for environmental protection between the federal and state governments lacks any cohesive rationale or justification. The federal government regulates in many areas where there is no clear analytical basis for federal involvement. At the same time, the federal government is relatively absent where a stronger federal presence could be justified. Conversely, states are precluded, discouraged, or otherwise inhibited from adopting environmental protections where state efforts would be worthwhile. In addition, state intervention seeps into areas where a dominant federal role would be more defensible. This jurisdictional …

The current review was designed to provide a better understanding of the present situation of mental health care in the U.S. Therefore, a review of the history of deinstitutionalization of the mentally ill in the U.S. and an exploration of the role of a prominent current model in mental health care, Assertive Community Treatment (ACT) were undertaken. Deinstitutionalization changed the paradigm of mental health care in the country.
