Nebraska Hospital Preparedness For Psychological Consequences Of Public Health Emergencies (Survey Results Summary), Denise Bulling

The University of Nebraska Public Policy Center recently surveyed hospitals across Nebraska to evaluate behavioral health readiness in the event of a disaster, act of terrorism (including bioterrorism) or other mass-casualty incident. The survey also asked about hospitals’ ability to effectively coordinate with other emergency service providers, such as law enforcement, in the event of a critical incident.
Behavioral health readiness refers to a hospital’s capacity to effectively manage and respond to the psychological needs of patients, staff, and their families resulting from a large scale event or emergency. In many hospitals in Nebraska this capacity is not maintained internally …

Federal legislation: Gila River Indian Community Water Rights Settlement of 2004 as Title II found in the Arizona Water Settlement Act of 2004. Title I reallocates 28,200 acre-feet of CAP agricultural priority water; amends the Colorado River Basin Project Act re Lower Colorado River Basin Development Fund making $53M available for the Gila River Indian Community Water OM&R Trust Fund. Title II ratifies the Gila River Indian Community Water Rights Settlement of Feb. 4, 2003. The Secretary will comply with National Environmental Policy Act in executing the Agreement and Reclamation is the lead agency for compliance. The DOI Secretary shall …

Federal Legislation: San Carlos Apache Tribe Water Rights Settlement (negotiations assistance) Act of 2004, Title IV of AZ Water Settlement of 2004, PL 108-451, 118 Stat. 3478, 3573 (Dec. 10, 2004) Parties: San Carlos Apache Tribe & US. Certain provisions in Titles I-III relate to water for the Tribe if settlement is reached and other matters. This Act provides funding for the San Carlos Apache Tribe Water Rights Settlement negotiations. For three years, the DOI Secretary shall submit an annual report to Congress describing the status of efforts to negotiate an agreement covering the Gila River water rights with Tribe. …

Federal Legislation: Central AZ Project Settlement of 2004 - (Sec. 103) Parties: Tohono O'Odham Tribe & US Sets forth general permissible uses of the Central AZ Project (CAP), including for domestic, municipal, fish and wildlife, and industrial purposes. The DOI Secretary will reallocate 197,500 acre-feet of agricultural priority water made available pursuant to the AZ Water Settlement for use by AZ Indian tribes, of which: (1) 102,000 acre-feet shall be reallocated to the Gila River Indian Community; (2) 28,200 acre-feet shall be reallocated to the Tohono O'odham Nation (formerly the Papago Tribe); and (3) 67,300 acre-feet shall be reallocated to …

Recent corporate scandals in the U.S. - at Enron, WorldCom, Arthur Andersen, and elsewhere - have prompted renewed interest in business ethics. Consistent with the vast majority of organizational leadership literature, however, this new interest in ethics is overwhelmingly focused on the internal practices of corporations. In both the modern organizational leadership literature and recent literature regarding corporate ethics, very little attention has been given to examining leadership from the perspective of the ultimate societal (external) impact of either an organization's products/services or the processes by which they are produced. Interaction Of Calcium-Bound C-Reactive Protein With Fibronectin Is Controlled By Ph: In Vivo Implications, Madathilparambil V. Suresh, Sanjay K. Singh, Alok Agrawal

C-reactive protein (CRP) binds with high affinity to fibronectin (Fn), a major component of the extracellular matrix (ECM), but at physiological pH the binding is inhibited by calcium ions (Ca2+). Because CRP circulates in the blood in Ca2+-bound form, the occurrence of CRP-Fn interactions in vivo has been doubtful. To define the basis of inhibition of CRP-Fn interaction by Ca2+ at pH 7.0, we hypothesized that Fn-binding site on CRP consisted of amino acids co-ordinating Ca2+. Site-directed mutagenesis of amino acids co-ordinating Ca2+ drastically decreased the binding of CRP to Fn, indicating that the Ca 2+-binding site indeed formed the …

Realistic Clocks, Universal Decoherence, And The Black Hole Information Paradox, Rodolfo Gambini, Rafael A. Porto, Jorge Pullin

Quantum mechanics was formulated on the basis of the existence of an ideal classical clock external to the system. The rate of the universal loss of unitarity was estimated using optimal realistic clocks. The loss of unitarity is universal thus affecting all physical phenomena. It is observed that the rate is enough to eliminate the black hole information puzzle.
