Intersexual infants and infants with other genital abnormalities often receive genital surgery for sex assignment or for normalizing purposes. The wisdom and beneficence of these practices have been questioned by intersexual individuals, support groups, some doctors, and the media. Because the practices have been developed without long-term studies to evaluate them, pediatric urologists and parents of such children must face decisions with very little guidance from empirical support. In the face of ignorance about what is really the best medical response to intersexuality or genital abnormalities, some have argued for a moratorium on infant genital surgery until empirical studies are …

Written civil procedure laws on pretrial conferences in civil actions in Illinois trial courts historically have spoken chiefly to trial preparation. More recently, such laws have recognized explicitly case management and settlement objectives. Trial preparation and case management conference procedures are described better in Illinois Supreme Court Rules and understood better in the legal community. Comparable guidelines and understanding of settlement conference procedures are lacking. Confusion has arisen in several areas of significant practical import, including judicially compelled and invited participation in settlement conference talks, procedural requisites for enforceable agreements arising during such talks, and same and later case enforcement …

We assess the impact of 401(k) plan design on four different 401(k) savings outcomes: participation in the 401(k) plan, the distribution of employee contribution rates, asset allocation, and cash distributions. We show that plan design can have an important effect on all of these savings outcomes. This suggests an important role for both employers in determining how to structure their 401(k) plans and government regulators in creating institutions that encourage or discourage particular aspects of 401(k) plan design.

Ceramic ITO strain sensors were prepared by reactive sputtering in various nitrogen/oxygen/argon partial pressures. The thickness of the active ITO strain elements played a significant role in the high temperature stability and piezoresistive properties, specifically, these results indicated that both gauge factor and drift rate were affected by the thickness of ITO films comprising the active strain elements. The influence of nitrogen in the reactive sputtered ITO films on the microstructure and the high temperature piezoresistive properties was also investigated. The topic of this thesis is to design and implement a low voltage, high speed, 10-bit Digital to Analog Converter in 0.5 μm CMOS technology. Design, architecture, methodology, and performance of the proposed DAC are presented.

CMOS Current Steering DACs are inherently fast and thus represent a good choice if high speed is important. To reduce the linear graded mismatch the positioning of current sources was carefully studied. The initial scope of this project was to determine if the symbiotic dinoflagellate, Symbiodinium sp., produces palytoxin, the highly lethal and complex compound originally found in the zoanthid, Palythoa spp. Through the examination of cell extracts made, this compound was not found. Instead, other secondary metabolites were isolated and their structures elucidated. The following is a summary of accomplishments. (1) The conditions to grow several strains of Symbiodinium organisms were investigated for the necessary extensive culturing required for cellular extraction. The first examples of mononuclear nitrogen/sulfur-ligated Co(II) alkoxide complexes, species of relevance to a reactive intermediate observed for Co(II)-substituted liver alcohol dehydrogenase, have been isolated and characterized by multiple methods including X-ray crystallography, EPR, paramagnetic 1H NMR, and cyclic voltammetry.

Wrestling is unique in that it is the only sport that requires opponents to be matched by weight. Because two athletes at an almost equal weight compete against each other, wrestlers participate at the lowest weight class possible, which frequently leads wrestlers to engage in unhealthy and dangerous weight loss practices. Social norms theory suggests that much of an individual's behavior is influenced by perceptions of how members of a social group think and act. If these perceptions are inaccurate, and over-estimates of the unhealthy behaviors of others occur, an individual is likely to engage in such behaviors himself. One …

[F]ine tuning of the statistics could not have obscured the glaring absence of minority [long-distance] drivers .... [T]he company's inability to rebut the inference of discrimination came not from a misuse of statistics but from "the inexorable zero."

The Supreme Court first uttered the phrase "inexorable zero" a quarter-century ago in International Brotherhood of Teamsters v. United States, a landmark Title VII case. Ever since, this enigmatic name for a rule of inference has echoed across legal argument about segregation, discrimination, and affirmative action. The advent of library services and collections on the Internet revolutionized reference services to students enrolled in distance learning programs. Prior to the Internet, reference librarians who supported distance learning programs had few methods, and many of them costly, to provide the equivalent library services advocated by the ACRL Guidelines. Through the Internet, these librarians were able to approximate the services and resources that had always been available to students who came into the library. This article describes the development of reference services on the Internet in a variety of libraries that support distance learners.

The decisions of the Supreme Court in Lawrence v. Texas and Grutter v. Bollinger, stripped to their bare holdings, have little immediate effect on existing law. After Grutter, colleges and graduate schools will continue to take race into account in admitting students to enroll a diverse student body, just as they have done for the past quarter century in conformity with Justice Lewis Powell's opinion in Regents of the University of California v. Diel Vertical Distribution Of Atlantic Croaker, Micropogonias Undulatus, Larvae In The Northcentral Gulf Of Mexico With Comparisons To Red Drum, Sciaenops Ocellatus, Bruce H. Comyns, Joanne Lyczkowski-Shultz

Atlantic croaker Micropogonias undulates (Linnaeus, 1766) larvae < 6 mm showed a distinct pattern of vertical stratification in inner-shelf waters (< 25 m depth) of the northcentral Gulf of Mexico. Discrete-depth plankton collections were taken at night, early morning after daylight, and at mid-day or early afternoon at 1, 5, and 11–16 m. No consistent pattern among cruises was evident in the vertical stratification of Atlantic croaker larvae found in mid-day and afternoon collections, but at night the highest abundances were observed at the deepest depths sampled. Atlantic croaker larvae were least abundant in surface waters (1 m) at night. Of the 66,913 Atlantic croaker larvae collected, only 346 specimens (< 1%) were found in 1 m collections at night, and 266 of these larvae were from a single collection of large specimens (mean = 6.7 mm). By morning the vertical distribution of larvae suggested that Atlantic croaker had moved up in the water column, and highest abundances were usually found at 5 m. There was no indication that patterns of larval distribution reflected hydrographic stratification within the water column, prey availability, size of larvae, or moonlight intensity.

Megalopae of Callinectes rathbunae Contrareras, 1930 and C. sapidus Rathbun, 1896 were exposed to salinities of 5, 15, and 25 at 25.0degreesC (through crab stage 16) to determine if there were species-specific differences in survival, growth, and intermolt duration. Survival of C. rathbunae decreased significantly at higher salinities, but there was no salinity effect for C. sapidus. Callinectes rathbunae had significantly higher survival than C. sapidus in salinities of 5 and 15, but survival was not different in a salinity of 25. There was no difference in survival of C. rathbunae by gender; survival of both genders was generally lowest …

Cancer registration in Louisiana began in 1947 at the Charity Hospital Tumor Registry in New Orleans. In 1974, as part of its Surveillance, Epidemiology and End Results (SEER) Program, the National Cancer Institute provided funds for a population-based cancer incidence and survival registry covering Jefferson, Orleans, and St. Bernard parishes. Justice Still Fails: A Review Of Recent Efforts To Compensate Individuals Who Have Been Unjustly Convicted And Later Exonerated, Adele Bernhard

With this Article, I hope to motivate state legislators to enact responsible, practical compensation statutes and encourage courts to entertain state law and civil rights claims brought by those who have been unjustly convicted and later exonerated. I begin by looking at the reasons for enacting compensation statutes: uniformity, practicality, popular support, and fairness. Next, I dissect the arguments raised by opponents. Finally, I turn to recent judicial decisions hinting that courts may be stepping in where legislatures fear to tread.
