The Sullivan's Gulch Trail Study, Michael Hoffmann, Darren Muldoon, Joseph Schaefer, Will Morgan Jan 2004

The Sullivan's Gulch Trail Study, Michael Hoffmann, Darren Muldoon, Joseph Schaefer, Will Morgan

Master of Urban and Regional Planning Workshop Projects

This study follows a recent engineering study by PSU students, which offers a potential trail alignment in the Sullivan’s Gulch. Metro Parks and Greenspaces asked for a product that would identify whether and how the trail would meet regional goals if constructed as an off‐street path. This report is intended to research and explain the planning issues that follow from the potential trail alignment. This report provides information to support a decision on whether to apply for funding for further planning and engineering study. It also serves as a practical resource for future action. This project was conducted under the …

Arbitration And Litigation Of Employment Claims: An Empirical Comparison, Theodore Eisenberg, Elizabeth Hill Jan 2004

Arbitration And Litigation Of Employment Claims: An Empirical Comparison, Theodore Eisenberg, Elizabeth Hill

Cornell Law Faculty Publications

The authors conducted empirical research comparing court case and arbitrated outcomes for employment disputes. In cases not involving civil rights claims, they found little evidence that arbitrated outcomes materially differed from trial outcomes where the claimant was a higher-paid employee. Moreover, they found no statistically significant differences between employee win rates or in the median or mean awards in arbitration and litigation. They also reported evidence indicating that arbitrated disputes conclude more quickly than litigated disputes.

George Bundy Smith - A Good Lawyer , John D. Feerick

Faculty Scholarship

As I have noted elsewhere, if I were asked to pick one moment in the legal history of the country where what ought to be came together with what is, it would be the unanimous decision of nine white men in Brown v. Board of Education dismantling the segregation of white and black children in public education. This was a watershed moment in the history of law. As Judge Robert Carter of the United States District Court for the Southern District of New York has written, this decision will "always stand at the highest pinnacle of American judicial expression because …

Role Of The Bank For International Settlements In Shaping The World Financial System, The , Carl Felsenfeld, Genci Bilali

Faculty Scholarship

The Bank for International Settlements ("BIS") was set up in Basel, Switzerland in 1923 to handle remaining financial issues from World War II largely having to do with German reparation payments. It was the first of the semi-public international banks. Over the years its functions have changed and, largely since the late 1970's, it has served as the situs for the world's central banks and financial regulators to pool ideas and deal with international financial issues. A group of committees, com- posed largely of representatives of central bankers, now meets at BIS and has been issuing memoranda and drafts of …

Mississippi Class Actions And The Inevitability Of Mass Aggregate Litigation, Howard M. Erichson Jan 2004

Mississippi Class Actions And The Inevitability Of Mass Aggregate Litigation, Howard M. Erichson

Faculty Scholarship

It's not about whether there will be mass aggregate litigation, but how. As long as the economy features mass marketing, mass employment, mass entertainment, mass transportation, mass production of goods, and mass provision of services, disputes will arise in which a mass of claimants seek relief from a common defendant or set of defendants. Lawyers on both sides naturally handle such matters collectively rather than individually. With or without the judicial imprimatur of class certification, multi- claimant disputes routinely are litigated and resolved on a collective basis. The real question is not whether there will be mass litigation, but whether …

Challenge Of Environmental Justice, The, Sheila R. Foster Jan 2004

Challenge Of Environmental Justice, The, Sheila R. Foster

Faculty Scholarship

The residents of Camden, New Jersey do not live in a bustling city as do residents living across the Delaware River in Philadelphia, Pennsylvania. Instead, Camden's largely minority population lives in an environmentally and economically devastated neighborhood replete with two Superfund sites. Garbage incinerators, sewage treatment plants and polluting factories have been placed in Camden because the poor have historically been less likely to protest than wealthier communities. In 1997, concerned Camden residents formed the South Camden Citizens in Action ( SCCA ) association to confront the continued encroachment by polluting factories and sewage treatment centers threatening their lives and …

Building Active Communities: Linking Lents, Carolyn Bonner, Dan Bower, Heather Marren, Michael Rose, Beth Shuck, Rania Wasfy Jan 2004

Building Active Communities: Linking Lents, Carolyn Bonner, Dan Bower, Heather Marren, Michael Rose, Beth Shuck, Rania Wasfy

Master of Urban and Regional Planning Workshop Projects

The purpose of the Linking Lents Project is to increase opportunities for physical activity in the Lents neighborhood. Both programming changes and physical changes to the built environment are needed to accomplish this goal. While a trailhead in the Lents neighborhood will attract some new users to the trail, a trailhead alone may not greatly increase trail use. A Lents trailhead constructed in conjunction with improved overall access to the trail, connections to neighborhood amenities and public education of the benefits of increased physical activity will increase Lents residents’ use of the trail. This project was conducted under the supervision …

The Power Of Place: Building Community Character On Se Division Street, Quinn Fahey, Josh Birks, Jeff Caudill, John Mermin, Kenneth Radin Jan 2004

The Power Of Place: Building Community Character On Se Division Street, Quinn Fahey, Josh Birks, Jeff Caudill, John Mermin, Kenneth Radin

Master of Urban and Regional Planning Workshop Projects

The Power of Place study assists DVC in fulfilling that mission by pursuing an understanding of the street’s character and identifying opportunities for future development or continued investment. Both aspects of this study establish the foundation necessary for the Coalition to become proactive in development processes and maintain the attributes that most significantly contribute to the character of the street. To that end, the study looked to achieve three primary objectives:

  1. Develop a body of knowledge that can steer DVC toward community desires and objectives regarding Division St. development.
  2. Based on that knowledge, identify sites along Division that hold potential …

  • Encourage public participation in upcoming redevelopment planning efforts
  • Promote sustainable practices, including environmental protection, economic development, and social equity, and
  • Create a forum for civil discourse, for neighbors to meet neighbors, and for people to learn new things about their …

Parametric Classification In Domains Of Characters, Numerals, Punctuation, Typefaces And Image Qualities, Osama Ahmed Khan Jan 2004

Parametric Classification In Domains Of Characters, Numerals, Punctuation, Typefaces And Image Qualities, Osama Ahmed Khan

Theses and Dissertations - UTB/UTPA

This thesis contributes to the Optical Font Recognition problem (OFR), by developing a classifier system to differentiate ten typefaces using a single English character ‘e’. First, features which need to be used in the classifier system are carefully selected after a thorough typographical study of global font features and previous related experiments. These features have been modeled by multivariate normal laws in order to use parameter estimation in learning. Then, the classifier system is built up on six independent schemes, each performing typeface classification using a different method. The results have shown a remarkable performance in the field of font …

Describing A New Environment: Lewis And Clark And Enlightenment Science In The Columbia River Basin, William L. Lang

History Faculty Publications and Presentations

As part of a special issue of the 'Oregon Historical Quarterly,' examines the scientific aspect of the Lewis and Clark Expedition, focusing on the gathering, cataloging, and describing of plants and animals in the Columbia River Basin. Instructed by Thomas Jefferson to gather information on new species of plants and animals, Meriwether Lewis and William Clark collected specimens as they crossed the Continental Divide and entered the Columbia River Basin. Although Lewis generally held a negative view of the Indians the expedition encountered, he recorded their use of fish, plants, and game animals, and the Corps of Discovery traded with …
