Ordering (And Order In) The City, Nicole Stelle Garnett

Over the past two decades, the broken windows hypothesis by George Kelling and James Q. Wilson has revolutionized thinking about urban policy. This now-familiar theory is that uncorrected manifestations of disorder, even minor ones like broken windows, signal a breakdown in the social order that accelerates neighborhood decline. The response to this theory has been a proliferation of policies focusing on public order. Largely missing from the academic debate about these developments is a discussion of the complex and important role of property regulation in order-maintenance efforts. This article previews the Supreme Court case Jackson v. Birmingham Board of Education, 544 U.S. 167 (2005). The author expected the Court to decide whether Title IX's ban on discrimination allows a private individual to sue for retaliation when a recipient of federal funds engages in adverse action against that individual because of his complaints that the recipient is violating Title IX?

Let Fn be the free group on n letters and let Aut(Fn), Out(Fn) denote the automorphism group and the outer automorphism group of Fn. In this paper the purpose is to obtain some new results on stability and to calculate the mod-p homology of the holomorph of Fn for odd primes in dimensions 1 and 2, and the rational homology in dimensions from 1 through 5.

Automorphisms Of Free Groups With Boundaries, Craig A. Jensen, Nathalie Wahl

The automorphisms of free groups with boundaries form a family of groups An,k closely related to mapping class groups, with the standard automorphisms of free groups as An,0 and (essentially) the symmetric automorphisms of free groups as A0,k. We construct a contractible space Ln,k on which An,k acts with finite stabilizers and finite quotient space and deduce a range for the virtual cohomological dimension of An,k. We also give a presentation of the groups and calculate their first homology group.

The stem–loop binding protein (SLBP) binds the 3′ end of histone mRNA and is present both in nucleus, and in the cytoplasm on the polyribosomes. SLBP participates in the processing of the histone pre-mRNA and in translation of the mature message. Histone mRNAs are rapidly degraded when cells are treated with inhibitors of DNA replication and are stabilized by inhibitors of translation, resulting in an increase in histone mRNA levels. Here, we show that SLBP is a component of the histone messenger ribonucleoprotein particle (mRNP). Histone mRNA from polyribosomes is immunoprecipitated with anti-SLBP.
