Turbulent Transition In Iraq: Can It Succeed?, Judith S. Yaphe

Strategic Forums

This Strategic Forum policy brief analyzes Iraq’s fragile political transition following the June 2004 transfer of sovereignty from the Coalition Provisional Authority to the Iraqi Interim Government. It assesses three interrelated challenges: the risk of civil war, the legitimacy of transitional governance, and the long-term development of political institutions. While sectarian and ethnic tensions among Sunni Arabs, Shi’a Arabs, and Kurds are pronounced, the brief argues that large-scale civil war is not inevitable. Instead, instability is more likely to stem from extremist movements, militia power, and disputes over federalism and control of territory, particularly Kirkuk. The author contends that the …

Last year, researchers and librarians at both Drexel University and the University of Maryland initiated similar collaborative projects in their respective institutions to contribute to the development of life-long learning skills among the select participants. One joint finding was the importance of linking advances in knowledge, not just as hypothetical learning that benefits an elite few, but rather for the advancement of our society as a whole. Drexel University has two NSF-supported programs, Research Experience for Teachers (RET) and the Research Experience for Undergraduates Site (REU) DREAM (Drexel Research Experience in Advanced Materials). The Sound Of Silence: Social Work, The Academy, And Iraq, Scott Harding

The Journal of Sociology & Social Welfare

Despite the imposition of economic sanctions against Iraq in 1990, the social work academy has ignored the impact of this global social policy promoted by the international community. Though evidence existed for more than 10 years that sanctions contributed to the deaths of hundreds of thousands of children and other vulnerable groups in Iraq, while also crippling the nation's health care and social infrastructure, the profession has remained silent. The implications of this case study suggest a need for greater engagement by social work researchers and the profession on global issues.

One routine maintenance item facing the helicopter industry today is the issue of rotor track and balance (RT&B). While the task of reducing vibrations is often overlooked as simply an unimportant maintenance concern, what should not be overlooked is the extensive amount of time and money committed by maintenance to smoothing an aircraft. Electrospinning is a fabrication process that uses an electric field to control the deposition of polymer fibers on to a target substrate. This electrospinning strategy can be used to fabricate fibrous polymer mats composed of fiber diameters ranging from several microns down to tens of nanometers. This study assesses the potential of electrospinning, as an alternative scaffold fabrication technique for tissue engineering applications. In this study, electrospinning is adapted to produce tissue-engineering scaffolds of two different size ranges composed of non-woven poly-L-lactide (PLLA) nanofibers and as a first study, the potential use of these scaffolds as tissue engineering scaffolds was …

This article makes three important contributions. First, it establishes that the right of grand jury secrecy enjoys constitutional protection. The Supreme Court has never had occasion to determine whether the right to indictment by a grand jury established by the Fifth Amendment encompasses a right to secrecy, but the recent amendments to Federal Rule of Criminal Procedure 6(e) all but guarantee that the Court will face this issue. These amendments decimate the grand jury secrecy fiercely protected under the common law and the rules of procedure for nearly a millennium. One of the most pressing issues facing Indigenous groups today, especially in the intimate New Engl'and communilties of the northeastern United States, is their ongoing struggle to reclaim and preserve sovereignty on land they once cultivated as stewards but now live on under the encroachment of larger States. In recent years, the United States government has sought to deal with issues of Native American sovereignty through granting federal recognition to tribes, thus creating a relationship of "nation-to-nation status" between a tribal government and the national government.
