Using Architectural Constraints And Game Theory To Regulate International Cyberspace Behavior, Van N. Nguy

The debate over whether cyberspace can or should be regulated is essentially dead. This is the conclusion being taught in law schools today. The battle between Judge Frank Easterbrook and Professor Lawrence Lessig over "laws" and "horses", infamous among cyberspace legal scholars, became irrelevant when geographically-based governments began regulating Internet related activities. However, debate over how the Internet should be regulated continues. One way of framing this debate is in terms of deciding how to regulate behavior in cyberspace. Professor Lessig postulated four kinds of constraints regulate behavior: (1) social norms, (2) markets, (3) law, and (4) architecture. This comment …

The purpose of this study is to examine the past and present contours of the prohibition of "crimes against humanity", analyzing and scrutinizing the essential elements of this crime, with a view to obtaining and drawing together basic criteria that could eventually guide the adjudication of this offence. Furthermore, this clarification of "crimes against humanity" is particularly timely with respect to the soon functioning International Criminal Court (ICC).

Trial records pertaining to the pirate captain Thomas Green contain the following statements: "A pirate is in a perpetual war with every individual, and every state, christian or infidel. Pirates properly have no country, but by the nature of their guilt, separate themselves, and renounce on this matter, the benefit of all lawful societies." Pirates had no king, served no master, and did not sail under a universal flag. As a result of these tendencies, maintaining order and solidarity in times of danger proved difficult. A new type of multilevel inverter is introduced which is created by cascading two three-phase three-level inverters using the load connection, but requires only one dc voltage source. This new inverter can operate as a seven-level inverter and naturally splits the power conversion into a higher-voltage lower-frequency inverter and a lower-voltage higher-frequency inverter. This type of system presents particular advantages to Naval ship propulsion systems which rely on high power quality, survivable drives. New control methods are described involving both joint and separate control of the individual three-level inverters. Simulation results demonstrate the effectiveness of both controls. To help with the process of identifying those new and untested strategic concepts that merit further examination, the Strategic Studies Institute is publishing a special series called "Advancing Strategic Thought." This provides a venue--a safe haven--for creative, innovative, and experimental thinking about national security policy and military strategy. In this monograph, the author uses the ancient game of Go as a metaphor for the Chinese approach to strategy. He shows that this is very different than the linear method that underlies American strategy. By better understanding Go, he argues, American strategies could better understand Chinese strategy.

U.S. political and military difficulties in Iraq have prompted comparisons to the American war in Vietnam. The authors conclude that the military dimensions of the two conflicts bear little comparison. Among other things, the sheer scale of the Vietnam War in terms of forces committed and losses incurred dwarfs that of the Iraq War. They also conclude, however, that failed U.S. state-building in Vietnam and the impact of declining domestic political support for U.S. war aims in Vietnam are issues pertinent to current U.S. policy in Iraq.

Personal lifestyle and behavior are associated with the 10 leading causes of death for Americans. Motor vehicle crashes kill more than 40,000 people and injure more than 3 million people annually in the United States, representing one of America's most serious health and economic problems. According to the National Highway Traffic Safety Administration (NHTSA), someone in America is injured in a motor vehicle crash every 14 seconds and someone is killed every 12 minutes (as cited in Ad Council, 2003). This scrapbook of biographical sketches serves as an exhibition of portraits in the elementary school principalship through experiencing a gallery of leadership interviews. Perspectives have been framed in compositions that represent the practical realist, the idealist, and at times even a surrealistic perspective of the elementary principal. Critical incidents were shared from individual participants representing catalysts for momentous change; themes of personal realizations, barriers to effectiveness, and challenges in the career of an administrator also contributed as dominant elements of the final work.

In order to better understand the character and enduring attributes of the position of Chairman of the Joint Chiefs of Staff and inform future Defense reform initiatives in the post 9/11 era, the author traces the Chairman's evolving role since the inception of the position during World War II through the Goldwater-Nichols reforms of the 1980s. Although Defense reformers often focus on more efficient business and budgeting practices, his narrative compels greater consideration of the value of apolitical military advice, civilian direction of policy, and legislative oversight on the military instrument of power. This thesis is an examination of the Virginia railroad system during the Civil War. Using extensive and primary secondary sources, the thesis argues that the Virginia General Assembly, the Confederate Government under Jefferson Davis, and the superintendents of Virginia's carriers inadequately utilized one of the state's, and subsequently, the Confederacy's, primary assets. This thesis consists of five chapters. Chapter one focuses on the limited historiography of Civil War railroads. Chapter two examines the Confederacy's attempts to find a government-level railroad chief. This dissertation is an exploratory study of the indicators of receptivity that communities portray towards international service-learning programs. Historically, programs such as service learning programs choose communities and other working partners based on the needs of these communities. International service-learning on the other hand because of the high cost of travel to another country and accommodation needs to minimize the risk of having unsupportive partners. In this light, communities should be assessed to ensure that they are receptive to international service-learning programs.
