The goal of the project is to create sustainable, secure employment and expanded business opportunities for Palestinians, mainly from the Gaza Strip, as well as new housing and improved infrastructure in Gaza, upgraded transportation and communications links within Gaza and between Gaza and the West Bank, and strengthened Palestinian governmental institutions.

Design Of A Chemical Agent Detector Based On Polymer Coated Surface Acoustic Wave (Saw) Resonator Technology, Lane Leslie Manoosingh

This dissertation presents the design of a unique prototype chemical agent detector which utilizes an array of polymer coated SAW resonators as the sensor elements. The design's particular embodiment is that of a testing platform for evaluating the utility of constructing a portable chemical agent detector, utilizing commercially available SAW resonators. It involves the consolidation of the sub-systems comprising a large laboratory development system, into a portable enclosure.

Overcoming Resistance To Change: An Analysis To The Department Of Defense's Anthrax Vaccine Immunization Program, Irene C. Johnson

The goal of this research was to investigate the impact of change on organizations, in the absence of a preparedness program and to develop strategies for overcoming resistance to change, in the midst of a proposed initiative that has become stalled as a result of mistrust and cynicism. The results of this research suggests a framework of management techniques that will offer leadership approaches to resurrecting a stalled change initiative and overcoming personnel's resistance to a proposed change project, in order for the project to be more widely accepted. This paper represents an in-depth examination of Separation of Power issues raised in the context of the Legislative and Executive Branch’s exercise of their War Powers. Specifically, the paper considers the argument raised by the Bush Administration that Congress cannot constitutionally infringe on the President’s exercise of his Commander in Chief Power in the fight against terrorism. Such an argument would effectively insulate most Presidential decisions related to terrorism from Congressional oversight. The implication being that even if Congress wanted to accomplish something like ending the detainment of detainees at Guatanamo Bay it would be outside their Constitutional authority. The …

During the "International Conference on Requirements and Technologies for the Detection, Removal and Neutralization of Landmines and UXO" held in Brussels September 15–18, 2003, many global viewpoints and models emerged from the discussions. Some of the ideas triggered strong emotional reactions during the conference. Several of the new ideas might have a short lifetime; others have the potential of forcing breakthroughs; and all of them are subject to further debate.

The present article focuses on theoretical elucidation of possible effect of mechanical deformation on spatio-temporal emergence of unusual polymer morphology subjected to quiescent isothermal crystallization conditions. The present theory developed is based on a phase field model consisted of non-conserved time dependent Ginzburg-Landau equation having an asymmetric double well potential in the crystal order parameter signifying metastability for crystallization, coupled with the chain tilt angle involving curvature elasticity and strain recovery potentials. Under quiescent crystallization conditions, the curvature elasticity term is needed to discern the emergence of sectorized single crystals. Cultural identities can be created and maintained through daily practice and food consum.ption is one such practice. People need food in order to survive, but the types of food they eat are largely determined by the interaction of culture and their environment. By approaching the topic of subsistence practices as being culturally constituted, the study of foodways provides an avenue to examine issues of cultural identity through selective consumption. As the global community focuses on detecting and fighting terrorism, defense strategists have identified the vulnerability of certain cybersystems. Traditional methods of defense and warfare, however, often do not apply to new technologies. Thus the cybercommunity is developing new standards for protecting computer resources against terrorist attack. From the perspective of national governments, much attention has been paid to the importance of secure "critical infrastructure." This category of computer-dependent resources includes sectors vital to the smooth and orderly operation of public society, such as transportation, communications, and food production. The International Committee Of The Red Cross And Its Contribution To The Development Of International Humanitarian Law In Specialized Instruments, Knut Dörmann, Louis Maresca

The main instruments of international humanitarian law are the four Geneva Conventions of 1949 and their two Additional Protocols of 1977. These treaties cover the core aspects of international humanitarian law: protections for certain persons and property that are, or may be, affected by international or non-international armed conflict, as well as general limitations on the methods and means of warfare (the law on the conduct of hostilities). International humanitarian law is, however, not limited to these instruments. Other treaties deal with more specific issues, such as restricting the use of certain weapons. Forward Unto The Digital Breach: Exploring The Legal Status Of Tomorrow's High-Tech Warriors, Adam Sherman

While the high-tech warriors of the future will probably not qualify as mercenaries in a technical sense, they may operate outside the support role that civilians integrated into armed forces have recently held and on which international law has based their current legal rights. This Development seeks to clarify the extent of current international law's uncertainty with respect to a possible future of warfare with civilians engaging in "trigger-pulling" activities. This Development proposes that, for international conflicts at the very least, states should either confine "trigger-pulling" activities to enlisted personnel or integrate such persons to the highest degree possible.
