Interest in finding methods of improving TCP performance over satellite and wireless networks is high. This has been an active area of research within the networking community. This research develops an algorithm, CETEN-R for TCP to determine if a particular packet is lost due to congestion or corruption and react accordingly. An analysis of the performance of CETEN-R under a variety of conditions is studied and then compared to TCP Reno and TCP New Reno. When delay is high and the error rate is high CETEN-R showed a 77.5% increase in goodput over TCP New Reno and a 33.8% increase …

The formation of the Works Progress Administration (WPA) as part of Roosevelt's New Deal, in conjunction with the Depression and World War II, can be credited with changing the face of international art of the twentieth century. The majority of the artists who were later to be known as Abstract Expressionists participated in the Fine Arts Project (FAP) branch of the WPA in New York throughout the 1930s. This government support of the artists gave them a chance to commit to painting as a career, and their painting styles evolved drastically during this time. The United States is party to several treaties that regulate the conduct of war, including the 1949 Geneva Conventions on the Protection of War Victims. These treaties require belligerent states, as a matter of international law, to accord fair and humane treatment to enemy nationals subject to their authority in time of war. Moreover, these treaties are, as a matter of domestic law, part of the Supreme Law of the Land. The scope and content of the Conventions have assumed central importance in debates about U.S. policy toward al Qaeda and Taliban detainees held at Guantanamo Bay, Cuba. Indeed, several …

For 150 years, military laboratories have made vital contributions to national defense. In recent years, they have been significantly reduced in number by several rounds of base realignment and closure (BRAC). Even so, they remain the primary source of internal technical competence within the Department of Defense (DOD). Their capability in that role will depend on how DOD answers two questions. Is there excess laboratory capacity—too many laboratories relative to forecasts of future force structure? What is their military value—their likely contribution to the future operational needs of warfighters.

Army transformation is an attempt to provide future forces with enhanced capabilities in lethality, survivability, and mobility, both strategic and tactical. Alternatives to achieving these goals differ in emphasis on weight and reliance on technology. That is, transformation plans differ if the objective is weight reduction as opposed to weight redistribution. In one approach, platform weight is reduced to meet mobility goals. However, shedding weight has implications for platform survivability and lethality; previous attempts to design a single platform that is simultaneously lethal, mobile, and survivable have not done so satisfactorily. A widening technology gap between the United States and other NATO members will challenge the ability of NATO to function as a cohesive, multinational force. Over several decades, great disparities in the funding of defense research and technology by NATO members has produced a widening technological gap that threatens to become a divergence—a condition from which the Alliance may not be able to recover. The technology gap, in turn, is creating a capabilities gap that undercuts the operational effectiveness of NATO forces, including the new NATO Response Force.

The author examines the Operation IRAQI FREEDOM environment and concludes that the complexity, unpredictability, and ambiguity of postwar Iraq is producing a cohort of innovative, confident, and adaptable junior officers. They are learning to make decisions in chaotic conditions and to be mentally agile in executing counterinsurgency and nation-building operations simultaneously. As a result, the Army will soon have a cohort of company grade officers who are accustomed to operating independently, taking the initiative, and adapting to changes. 9/11 And The International Media: A Cross-Cultural Analysis, Rodrigo Rodrigues

The purpose of this study was to find how socio-political and cultural aspects influenced international media representation of the September 11 terrorist attacks to the United States. The study compared the results of textual analysis of newspaper editorials from five different countries. Using Worthington (2001) protocol of political activism framing by print media, it was found that the September 11 terrorist attacks were represented distinctively by each of the five newspapers investigated. The underpinning of the theoretical framework for this study is Stuart Hall's encoding and decoding communication model. Stuart Hall (1979, 1980a, 1980c, 1993) postulates that in the communication …

Restocking has conventionally been viewed as a short-term relief or recovery intervention initiated by development agencies for the benefit of destitute pastoralists. In contrast, this case study illustrates how restocking became a community initiated and organized strategy to alleviate poverty in specific communities with support from a development agency. The case study outlines the process that occurred in Samburu district of northern Kenya through which a number of communities designed restocking programs to meet their perceived needs. It presents results of the program, constraints and contrasts with more conventional restocking approaches. This study shows the potential for asset building approaches …
