The National Security Strategy emphasizes outcomes as opposed to process. This paper discusses the differences between those who value process and those who seek immediate answers to a dangerous situation presented before them, particularly in relation to the Bush Administration's actions in Iraq. Those who value process speak in terms of the law and look to see how actions will effect the future. Those who value outcomes will emphasize the reality of the moment. These viewpoints divide the reactions to the Bush Administration's threat prevention use of force doctrine.

Five articles describing the impact of surface characteristics, and development of mass transfer models for diffusion controlled membrane applications are published in this dissertation. Article 1 (Chapter 3) describes the impact of membrane surface characteristics and NOM on membrane performance for varying pretreatment and membranes during a field study. Surface charge, hydrophobicity and roughness varied significantly among the four membranes used in the study. Membrane surface characteristics, NOM and SUVA measurements were used to describe mass transfer in a low pressure RO integrated membrane system. Biostability In Drinking Water Distribution Systems Study At Pilot-Scale, Michael Le Puil

Biostability and related issues (e.g. nitrification) were investigated for 18 months in 18 pilot distribution systems, under various water quality scenarios. This study specifically investigated the impact of steady-state water changes on HPC levels in chlorinated and chloraminated distribution systems. Chlorination was more effective than chloramination in reducing HPC levels (1-2 log difference). There was a rapid increase in HPC corresponding to the change in steady-state water quality, which was observed in all PDS. Modeling effort demonstrated that HPC levels reached a maximum within five days after water quality change and return to initial level ten days after the change. …

The most important measure of damages is measure for measure: the rule of proportional damages, which in its most famous iteration is the rule of "eye for eye." Found most prominently in the biblical Book of the Covenant in Exodus 21:22-25, the rule states that where two men fight and in the course of their fight a pregnant woman and her fetuses are killed the penalty shall be "life for life, eye for eye, tooth for tooth, hand for hand, foot for foot, burning for burning, stripe for stripe." EphA tyrosine kinases are thought to act as topographically specific receptors in the well-characterized projection map from the retina to the tectum. Here, we describe a loss-of-function analysis of EphA receptors in retinotectal mapping. Expressing patches of a cytoplasmically truncated EphA3 receptor in chick retina caused temporal axons to have reduced responsiveness to posterior tectal repellent activity in vitro  and to shift more posteriorly within the map in vivo . A gene disruption of mouse EphA5, replacing the intracellular domain with beta-galactosidase, reduced in vitro  responsiveness of temporal axons to posterior target membranes. Tilapia (Oreochromis mossambicus) have been implicated as the source of type C toxin in avian botulism outbreaks in pelicans (Pelecanus erythrorhynchos, Pelecanus occidentalis californicus) at the Salton Sea in southern California (USA). We collected sick, dead, and healthy fish from various sites throughout the Sea during the summers of 1999 through 2001 and tested them for the presence of Clostridium botulinum type C cells by polymerase chain reaction targeting the C1 neurotoxin gene. Four of 96 (4%), 57 of 664 (9%), and five of 355 (1%) tilapia tested were positive for C. botulinum type C …

In late summer, large flocks of blackbirds gather in the northern Great Plains to prepare for their strenuous migration to southern wintering grounds in the United States and Mexico. The birds acquire energy for their trip by feasting on energy-rich seeds and berries. Unfortunately for farmers, many of those seeds come from agricultural crops. Red-winged blackbirds, common grackles, and yellow-headed blackbirds cause most of the damage to commercial crops. Sunflower producers in North Dakota, South Dakota, and Minnesota suffer millions of dollars’ worth of losses annually due to blackbirds.

Feminist Voices In The Debate Over Single-Sex Schooling: Finding Common Ground, Rosemary C. Salomone

Michigan Journal of Gender & Law

This article examines the deep divide within feminist ranks with an eye toward proposing a constructive and essential role for feminist understandings as single-sex schooling inches its way toward legal acceptability and into the mainstream of educational reform. In doing so, the forces that have shaped competing perspectives on women's equality are examined, especially disagreements over sameness and difference. In the end the article looks to the Court's decision in United States v. Virginia as a road map for feminists to follow in reaching common ground on the approach, despite seemingly profound ideological differences among them.

In this paper the author will try to explore the topic from a different perspective: i.e. the emergence of cultural heritage as part of the shared interest of humanity, with the consequent need for international law to safeguard it in its material and living manifestations, including the cultural communities that create, perform and maintain it. Culture in itself is not extraneous to the formation of the modern nation State. Especially in the history of nineteenth century Europe, culture as language, religion, literary and artistic traditions provided the cement and the legitimizing element to support the claim to independent statehood.

Over the last five years, there has been a rapid change in treatment strategies for HIV infection. With the advent of newer antiretrovirals, treatment has moved from mono-therapy and bi-therapy to triple drug therapy or Highly Active Antiretroviral Therapy. One of the foremost concerns of ARV programs is the ability of people living with HIV/AIDS to maintain near perfect adherence over the long term. Hatching Asynchrony, Survival, And The Fitness Of Alternative Adult Morphs In Ambystoma Talpoideum, Travis J. Ryan

The mole salamander, Ambystoma talpoideum, exhibits both aquatic (gilled) and terrestrial (metamorphosed) adult morphologies. Previous studies have shown the existence of body-size advantages associated with the terrestrial morph in A. talpoideum and other polymorphic salamanders (e.g., A. tigrinum). However, aquatic adult A. talpoideum mature at a younger age and often breed earlier than terrestrial adults. We tested the hypothesis that early maturation and reproduction in aquatic adults increase fitness (irrespective of body size). We reared larval A. talpoideum in mesocosms and varied the timing of hatching, with early-hatching larvae representing the offspring from early-breeding aquatic adults, and late-hatching larvae representing …

This paper analyzes the opportunities and tensions generated by efforts to use conservationbased tourism as a catalyst for economic development. By exploring how historical legacies position actors and influence relationships between them, characterizing the nature tourism sector and its logic, and examining how liberalizing states are likely to engage with community-based tourism. I situate community-based nature tourism ventures in a broader political economic context. The paper draws from research on the Makuleke Region of Kruger National Park, South Africa to illustrate how these factors influence prospects for community benefit from protected area tourism. Grain sorghum can be a major source of policosanols, long-chained alcohols, that have beneficial physiological activities. Sorghum dried distillers grains (DDG), a by-product of ethanol production from grain sorghum. contain a large amount of policosanols. Content and composition of policosanols in long-chained lipids extracted from grain sorghum kernels and DDG were determined. Long-chained lipids were extracted using hot hexane or hot ethanol. The major components of the long-chained lipids extracted from grain sorghum kernels. as determined using HPLC were policosanols (37-44%), aldehydes (44-55%), and acids (4-5%).
