The Duty To Support An Aged Parent In Singapore, Wing-Cheong Chan

When the legislation to impose a financial obligation on adult children to provide for their aged parents was introduced in Singapore in 1994, it generated heated public debate which polarized the population. Several criticisms of this proposal emerged: it subsumed the Asian value of filial piety in a legalistic, Western framework; it was unnecessary given the small number of parents being neglected by their children; and it was an undesirable intrusion into family life. Tension Between The Cartagena Protocol And The Wto: The Significance Of Recent Wto Developments In An Ongoing Debate, Patrick J. Vallely

Chicago Journal of International Law

Disputes recently decided and pending before the WTO will significantly affect prior analyses of the conflict between treaties. A recent WTO Appellate Body decision against Japan concerning import restrictions on apples ("Apples") sheds light on how the SPS Agreement interacts with trade restrictions based on environmental concerns. Also, a pending panel dispute addressing trade restrictions on LMOs ("Biotech Products") will provide significant guidance as to how the WTO will resolve the conflict between the two treaties. This Development does not examine all potential conflicts between the treaties, but instead focuses on what these two WTO disputes mean for those conflicts. …

Marine Protected Areas ("MPAs") are increasingly recognized as a critical component of marine conservation. MPAs are areas of the marine ecosystem set aside for special protection and management in order to conserve biological or cultural resources. MPAs manage the use of marine resources by limiting or controlling activities within the area. Marine reserves, the most restrictive type of MPA, severely limit or forbid all extractive activities. Scientific research has demonstrated that MPAs, especially marine reserves, can have rapid and long-term benefits for biological diversity, lead to recovery of specific species, and may have a "spill over" effect that benefits adjacent …

This Article offers a "legal analysis of economics" in contradistinction to the prevailing "economic analysis of law." The economic problem that forms the subject matter of the theoretical legal analysis is the problem of rational commitment. The difficulty here is that an agent can have a reason, or a preference, to commit to do something that he will have no reason actually to do, or which will be contrary to preference when the time comes actually to do it. Annually dated ice cores from West and East Antarctica provide proxies for past changes in atmospheric circulation over Antarctica and portions of the Southern Ocean, temperature in coastal West and East Antarctica, and the frequency of South Polar penetration of El Niño events. No Harm, No Rule: The Muddy Waters Of Agency Policy Statements And Judicial Review Under The Missouri Administrative Procedure Act, Christopher Pieper

The volume and variety of actions state and federal agencies take to implement a given regulatory scheme sometimes makes it difficult for courts to determine the difference between informal agency policy statements and formal agency rules. The Missouri Supreme Court dealt with this issue in the context of a challenge to a state agency’s implementation of the federal Clean Water Act. The court held that Missouri’s impaired waters list was an agency policy statement, rather than a rule, and that the challenge to the list was not ripe. The New Hampshire Estuaries Project (NHEP) Management Plan, published in 2000, sets forth three goals related to estuarine water quality in the State’s coastal watershed, and twenty Water Quality Action Plans to implement these goals. The effect of microbial processes on electrical properties of unconsolidated sediments was investigated in a laboratory experiment consisting of biotic and abiotic sand columns. The biotic column (nutrient, diesel and bacteria) showed (a) temporal increase in the real, imaginary, and surface conductivity, and (b) temporal decrease in the formation factor. The abiotic columns (nutrient; and nutrient and diesel) showed no significant changes. Increase in microbial population numbers, decrease in organic carbon source, nitrate, and sulfate and increase in dissolved inorganic carbon and fluid conductivity were indicative of microbial activity in the biotic column. Sediment deposition is the main mechanism of nutrient delivery to tidal freshwater marshes (TFMs). We quantified sediment nutrient accumulation in TFMs upstream and downstream of a proposed water withdrawal project on the Mattaponi River, Virginia. Our goal was to assess nutrient availability by comparing relative rates of carbon (C), nitrogen (N), and phosphorus (P) accumulated in sediments with the C, N, and P stoichiometries of surface soils and above ground plant tissues. Surface soil nutrient contents (0.60–0.92% N and 0.09–0.13% P) were low but within reported ranges for TFMs in the eastern US. In both marshes, soil nutrient pools and …

Generation, Transport, And Preservation Of The Alkenone-Based U37K' Sea Surface Temperature Index In The Water Column And Sediments Of The Cariaco Basin (Venezuela), Miguel A. Goni, Mark P. Alkenone fluxes in the water column of the Cariaco Basin ranged from 12 to 20 μg m−2 d−1 and were inversely related to upwelling strength. The U37K′ ratios of sinking particles varied from 0.78 to 0.96 and exhibited seasonal changes that were coherent with a 7°C variation in sea surface temperature (SST). The correlation between SST and U37K′ ratios closely overlapped with the calibration of Prahl et al. [1988]. Alkenone burial fluxes in Cariaco Basin sediments varied markedly over the past ∼6000 years, ranging from 0.2 to 5 μg m−2 d−1 …

Enhanced Production Of Farnesol By Candida Albicans Treated With Four Azoles, Jacob M. Hornby, Kenneth Nickerson

The dimorphic fungus Candida albicans excretes farnesol, which is produced enzymatically from the sterol biosynthetic intermediate farnesyl pyrophosphate. Inhibition of C. albicans by four azole antifungals, fluconazole, ketoconazole, miconazole, and clotrimazole, caused elevated farnesol production (10- to 45-fold). Furthermore, farnesol production occurs in both laboratory strains and clinical isolates (J. M. Hornby et al., Appl. Environ. Microbiol. 67:2982-2992, 2001) of C. albicans.

The organic sector has grown by at least 20% per year for the past two decades, and currently shows no indication of slowing in this growth. This study characterized the speech motor transformations that underlie speech clarity changes in a group of 49 healthy young speakers. Clarity judgments based on auditory perception of the speech samples were determined by a panel of 30 undergraduate and graduate students. This study specifically aimed to characterize (1) the auditory-perceptual judgments of clarity, (2) the acoustic measures of clear and causal speech, (3) the temporal and spatial features of articulatory movements of clear and casual speech, and (4) test the hypothesis that auditory perceptual scaling of clarity (perceptual salience) would be associated with kinematic indicators of physical effort.

The Great Salt Lake is bordered to the south and east by a growing metropolitan area that contributes high nutrients to Farmington Bay. This large bay is eutrophic, and there is concern that continued increases in effluents from the Salt Lake City area could extend to impact the much larger, and currently less productive, Gilbert Bay. This study focused on determining how nutrient supplies might limit, and therefore control, algal populations in Farmington Bay and Gilbert Bay at different salinities.
