E.U. State Aid Developments In 2003: More Complexity, Less Certainty Symposium On European Competition Law , Dennis Oswell, Esfandiar Vahida Jan 2004

E.U. State Aid Developments In 2003: More Complexity, Less Certainty Symposium On European Competition Law , Dennis Oswell, Esfandiar Vahida

Northwestern Journal of International Law & Business

There was a time when observers had the impression that European companies could think of no better gift from the government than a subsidy of some sort. Scrutiny of such governmental largess at the E.U. level was perceived as lax and any consequences for violating the E.U. competition rules against such handouts were seen as remote and timid. Times have changed. As the European Commission (the "Commission") stiffens its resolve to police and punish unlawful State intervention in the marketplace, governmental subsidies to favored undertakings, broadly referred to in the European Union as "State aid," are fast becoming gifts that …

Foreign Workforce And Bank Reform: Changing The Legal Landscape And Corporate Governance Levels In China, Michael Chan Jan 2004

Foreign Workforce And Bank Reform: Changing The Legal Landscape And Corporate Governance Levels In China, Michael Chan

Santa Clara Journal of International Law

While China has recently enjoyed positive economic indicators, the corporate governance structure has gone largely unchecked. This note argues that economic growth in China will not continue without major reforms in corporate governance. By providing a two-tiered corporate governance solution based on economic reform in a bank-centric economy and human resource allocation utilizing foreign and local workforces, the author provides a structure from which China's economy could continue to flourish. Discussing briefly Chinese economic history and outlining the issues surrounding China's corporate governance problems, this note highlights the risks to China's economic development unless economic reforms to increase corporate governance …

A Key Management Scheme For Wireless Sensor Networks Using Deployment Knowledge, Wenliang Du, Jing Deng, Yunghsiang S. Han, Shigang Chen Jan 2004

A Key Management Scheme For Wireless Sensor Networks Using Deployment Knowledge, Wenliang Du, Jing Deng, Yunghsiang S. Han, Shigang Chen

Electrical Engineering and Computer Science - All Scholarship

To achieve security in wireless sensor networks, it is important to be able to encrypt messages sent among sensor nodes. Keys for encryption purposes must be agreed upon by communicating nodes. Due to resource constraints, achieving such key agreement in wireless sensor networks is non-trivial. Many key agreement schemes used in general networks, such as Diffie-Hellman and public-key based schemes, are not suitable for wireless sensor networks. Pre-distribution of secret keys for all pairs of nodes is not viable due to the large amount of memory used when the network size is large. Recently, a random key predistribution scheme and …

Uncheatable Grid Computing, Wenliang Du, Jing Jia, Manish Mangal, Mummoorthy Murugesan Jan 2004

Uncheatable Grid Computing, Wenliang Du, Jing Jia, Manish Mangal, Mummoorthy Murugesan

Electrical Engineering and Computer Science - All Scholarship

Grid computing is a type of distributed computing that has shown promising applications in many fields. A great concern in grid computing is the cheating problem described in the following: a participant is given D = {x1,...,xn}, it needs to compute f(x) for all x ∈ D and return the results of interest to the supervisor. How does the supervisor efficiently ensure that the participant has computed f(x) for all the inputs in D, rather than a subset of it? If participants get paid for conducting the task, there are incentives for cheating. In this paper, we propose a novel …

Understanding Mid-Latitude Space Weather: Storm Impacts Observed At Blo On 31 March 2001, Jan Josef Sojka, D. Rice, J. V. Eccles, F. T. Berkey, P. Kintner, W. Denig

All Physics Faculty Publications

On 30 March 2001 in the late evening an auroral display was observed over the United States of America. The Bear Lake Observatory (BLO) magnetometer in Utah measured changes of 550 nT in less than 30 min. During the same period, BLO ionosonde measurements showed deep high-frequency radio wave absorption up to 7 MHz. BLO's GPS single-frequency receiver experienced geolocation errors of 20 m for over 3 hours. These storm signatures were also accompanied by L-band scintillation effects which approached an S4 value of 0.2, which is large for midlatitudes. Although such measurements have been have been made at …

Cosmology, Cohomology, And Compactification, Charles G. Torre Jan 2004

Cosmology, Cohomology, And Compactification, Charles G. Torre

All Physics Faculty Publications

Ashtekar and Samuel have shown that Bianchi cosmological models with compact spatial sections must be of Bianchi class A. Motivated by general results on the symmetry reduction of variational principles, we show how to extend the Ashtekar-Samuel results to the setting of weakly locally homogeneous spaces as defined, e.g., by Singer and Thurston. In particular, it is shown that any m-dimensional homogeneous space G/K admitting a G-invariant volume form will allow a compact discrete quotient only if the Lie algebra cohomology of G relative to K is non-vanishing at degree m.

Mudfish On The Menu? Rise Of The Much-Maligned Bowfin, Ken Sulak Jan 2004

Mudfish On The Menu? Rise Of The Much-Maligned Bowfin, Ken Sulak

United States Geological Survey: Staff Publications

Cajuns call it “choupique” (say “shoe-pick”), from its Choctaw name. Elsewhere, it’s the dogfish, blackfish, grindle, cottonfish, or cypress trout. Its official common name is “Bowfin” (Amia calva)1. But to most anglers, this is the “mudfish,” a strange, unusual, and much-maligned fish, most everywhere considered a useless trash fish. One look and the words relict, prehistoric, primitive, and living fossil come to mind. Indeed, the bowfin is the last of its line, the sole-surviving species of a very ancient group of fishes. Its predecessors flourished in the Jurassic and Cretaceous periods during the Mesozoic (= Middle-Animal) Era, a …

Single-Sided Czt Strip Detectors, John R. Macri, L A. Hamel, Manuel Julien, R S. Miller, B Donmez, Mark L. Mcconnell, James M. Ryan, Mark Widholm

Space Science Center

We report progress in the study of thick CZT strip detectors for 3-D imaging and spectroscopy and discuss two approaches to device design. Unlike double-sided strip detectors, these devices feature both row and column contacts implemented on the anode surface. This electron-only approach circumvents problems associated with poor hole transport in CZT that normally limit the thickness and energy range of double-sided strip detectors. The work includes laboratory and simulation studies aimed at developing compact, efficient, detector modules for 0.05 to 1 MeV gamma radiation measurements while minimizing the number and complexity of the electronic readout channels. These devices can …

Future Prospects For High Energy Polarimetry Of Gamma‐Ray Bursts, Mark L. Mcconnell Jan 2004

Future Prospects For High Energy Polarimetry Of Gamma‐Ray Bursts, Mark L. Mcconnell

Space Science Center

The recent detection of linear polarization from GRB120206 has piqued the interest of the community in this relatively unexplored avenue of research. Here, we review the current status and prospects for GRB polarimetry at hard X‐ray and soft γ‐ray energies. After reviewing the most recent results, we present a brief survey of current and planned experiments that are capable of making GRB polarization measurements in the energy range between 30 keV and 30 MeV.

But We Have To Protect Our Source: How Electronic Voting Companies' Proprietary Code Ruins Elections, Andrew Massey Jan 2004

But We Have To Protect Our Source: How Electronic Voting Companies' Proprietary Code Ruins Elections, Andrew Massey

UC Law SF Communications and Entertainment Journal

In the wake of the disastrous 2000 Presidential election, reformers turned to touch-screen electronic voting machines, or DREs, to avoid repeating Florida's experience with endless recounts and hanging chads. As soon as DREs were introduced, however, criticism quickly mounted, focusing on the machines' error-ridden code, inability to perform recounts, and susceptibility to hacking. This note explores how the problems associated with DREs stem directly from their reliance on proprietary source code. This note puts forth the argument that proprietary code place's electronic voting companies' intellectual property rights ahead of the public's need for an accountable and transparent voting system. In …

Meta-Analysis, Spatial, And Temporal Models To Analyze The Possible Association Between Childhood Leukemia In Proximity To Nuclear Facilities, Peter Baker Jan 2004

Meta-Analysis, Spatial, And Temporal Models To Analyze The Possible Association Between Childhood Leukemia In Proximity To Nuclear Facilities, Peter Baker

MUSC Theses and Dissertations

The purpose of this dissertation was to gain a better understanding of the possible association between childhood leukemia and nuclear facilities by conducting a meta-analysis and by the use of spatial and temporal models with respect to Pickering Nuclear Generator (PNG) in Ontario, Canada. The meta-analysis was conducted to combine and statistically analyze the many studies of childhood leukemia in the vicinity of nuclear facilities. Our focus was on studies that calculated SMRs or SIRs for individual nuclear sites. Due to variability between studies in defining age and geographic zones, eight separate analyses were performed based on age and zone …

Battle At The Bridge: Using Participatory Approaches To Develop Community Researchers In Ecological Management, Jonathan Long, Delbin Endfield, Candy Lupe, Mae Burnette

Natural Resources and Environmental Issues

Land-based communities need problem solvers who can address ecological degradation by bridging gaps between community and outside knowledge systems. Through our experience working for the Watershed Program of the White Mountain Apache Tribe, we have wrestled with the challenge of making ecological research more useful to tribal communities, particularly those that have become highly skeptical of conventional research. Simply importing or exporting knowledge does little to solve long-term ecological problems, which instead require an active dialogue between community and outside knowledge systems to help local institutions evolve with environmental changes. To fulfill these roles, individual need skills in listening, speaking …
