Was The Right To Keep And Bear Arms Conditioned On Service In An Organized Militia?, Randy E. Barnett Feb 2004

Was The Right To Keep And Bear Arms Conditioned On Service In An Organized Militia?, Randy E. Barnett

ExpressO

Those who deny that the original meaning of the Second Amendment protected an individual right to keep and bear arms on a par with the rights of freedom of speech, press and assembly no longer claim that the amendment refers only to a “collective right” of states to maintain their militias. Instead, they now claim that the right, although belonging to individuals, was conditioned on service in an organized militia. With the demise of organized militias, they contend, the right lost any relevance to constitutional adjudication. In this essay, I evaluate the case made for this historical claim by Richard …

The Case For Change : A Review Of Contemporary Research On Indigenous Education Outcomes, Suzanne Mellor, Matthew Corrigan Feb 2004

The Case For Change : A Review Of Contemporary Research On Indigenous Education Outcomes, Suzanne Mellor, Matthew Corrigan

Australian Education Review

AER 47 examines the research evidence underpinning current government policy developed over the last two decades in an attempt to improve the educational outcomes of indigenous students. It reviews and analyses existing educational research into the precursors and concomitant factors that contribute to educational achievement for students generally and for indigenous students in particular. It argues that current policy is insufficiently underpinned by substantive research, and that changes should be made, both to research methodology and to policy content.

Assessor Effects On The Evaluation Of The Wisc-Iii, Sherecce A. Fields Feb 2004

Assessor Effects On The Evaluation Of The Wisc-Iii, Sherecce A. Fields

USF Tampa Graduate Theses and Dissertations

There have been many theories about cultural differences found between groups on intelligence test scores. The main debate has been between those in favor of a genetic explanation versus those in favor of a more environmental one. When considering environmental influences, one explanation has been that there could be differential effects due to the assessor. Although there have been several studies that have considered this possibility, the results are inconclusive. The current study attempted to tease apart the assessor effects by focusing on biases in the assessor alone and by eliminating effects from the test taker. The study is an …

Renaming The Schwar(T)Zkopf Baby, Eric Chaikin Feb 2004

Renaming The Schwar(T)Zkopf Baby, Eric Chaikin

Word Ways

DEBORAH GLUPCZYNSKI does not need to repeat herself. There she is in all her glory - a doctor from western Massachusetts - 18 letters, no repeats, and a new record for a real person's name. She surpasses the previous record holder, dearly departed 17-letter MELVIN SCHWARZKOPF, formerly of Illinois. This discovery begs some important questions in the exciting field of heterogrammic onomastics - the study of names which do not repeat a letter. (The term heterogram - a word with no repeated letters - refers to a word in which all letters appear the same number of times.) These questions …

Fictitious Names, Robert M. Rennick

Word Ways

In the early 1950s, when i was an undergraduate at a certain midwestern university, one of the favorite pasttimes of my fellow students and me was the making of names. But we weren't content to stop there; we had to convince each other, and the authorities, that these names identified real persons. As blatant as this sounds, we would go to considerable lengths to enroll our creations in classes, student clubs and athletic teams, and we even offered them as prom queen (and king) candidates and nominated them for honor societies, including Phi Beta Kappa. We submitted lists of these …

Sounding Of The Pun: The Official Spoonerism Game, Don Hauptman Feb 2004

Sounding Of The Pun: The Official Spoonerism Game, Don Hauptman

Word Ways

In my semi-definitive but now tragically out-of-print spoonerism book Cruel and Unusual Puns, I spoke somewhat disparagingly of a familiar type of the children's riddle. Example: What's the difference between a church bell and a burglar? One peals from the steeple: the other steals from the people.
