Warning: Labeling Constitutions May Be Hazardous To Your Regime, Suzanna Sherry Jul 2004

Warning: Labeling Constitutions May Be Hazardous To Your Regime, Suzanna Sherry

Law and Contemporary Problems

Sherry presents information concerning the labeling of court decisions as being liberal or conservative victories. Because each case can be viewed in different aspects of liberalism and conservatism, it is more appropriate to simply recognize that there are important, non-ideological values at stake on both sides of each case.

Britain's Role In U.S. Missile Defense, Jeremy Stocker Dr. Jul 2004

Britain's Role In U.S. Missile Defense, Jeremy Stocker Dr.

Books, Monographs & Collaborative Studies

America's European allies, especially Britain, have frequently been concerned by the wider implications of U.S. repeated efforts to develop and deploy missile defense. The United Kingdom is host to one of three Ballistic Missile Early Warning Stations (BMEWS) and to the European ground station for the Space-Based Infra-Red System (SBIRS), both vital elements in U.S. missile defense architecture. Britain also has a long record of technological cooperation in missile defense. Britons do not share American concerns about North Korea, and are not prepared to view China as a long-term strategic competitor requiring a BMD response. The UK is progressively shedding …

U.S. Army War College Guide To National Security Policy And Strategy, 1st Edition, J. Boone Bartholomees Dr.

Books, Monographs & Collaborative Studies

Although the Department of National Security and Strategy, U.S. Army War College, uses several of the chapters in this volume as readings for its core course "War, National Policy and Strategy," this is not a textbook. However, the book is not a comprehensive or exhaustive treatment of either strategy or the policymaking process. It is organized in broad groups of chapters addressing general subject areas. We begin with a look at some specific issues about the general security environment—largely international. The …

Distance Education Strategy: Mental Models And Strategic Choices, John C. Adams, Alan T. Seagren

Department of Educational Administration: Faculty Publications

What issues do distance education (DE) leaders believe will influence the future of DE? What are their colleges’ DE strategies? This qualitative study compares DE strategic thinking and strategic choices at three community colleges. Two propositions are investigated: (1) each college’s DE leaders use common strategic mental models (ways of thinking about key environmental issues and relationships), and (2) DE leaders from the three colleges employ common industry-level strategic mental models. The major findings are: (1) strategic beliefs are more varied than expected; (2) strategic choices address common DE issues but are tailored to local contexts; and (3) leaders’ beliefs …

A Nebraska Odor Footprint Tool For Planning Pork Facilities, Richard Koelsch Jul 2004

A Nebraska Odor Footprint Tool For Planning Pork Facilities, Richard Koelsch

Department of Agricultural and Biological Systems Engineering: Faculty Publications

Pork producers and rural communities are struggling to balance air quality issues (primarily odors) with the presence and growth of the industry. Currently the type of pork facility, odor control measures, prevailing wind direction, atmospheric conditions, and a community's tolerance to some degree of odor are largely ignored in the planning process because scientific tools that incorporate this information are lacking. Without such tools, decisions on setback distances and acceptable type and size of facilities are influenced by a range of arguments, often emotional in nature. In addition, pork producers lack tools to assist in evaluating impact on a rural …

The Crisis Of Antibiotic-Resistance In Bacteria, Ahmedtarif A. El-Tahawy

Saudi Medical Journal

Significant increases in the prevalence of resistance to antibiotics have been observed in common pathogen of humans worldwide. The consequences of the appearance and spread of antimicrobial resistance have included increasing morbidity, mortality, and cost of health care. The increasing use of antimicrobial agents promotes the appearance and spread of bacterial resistance. Strict clinical guidelines on antibiotic prescribing and firm guidance on the optimum length of treatment is required. These strategies can be utilized as a part of a multidisciplinary approach to limit the appearance and dissemination of antimicrobial resistance, in addition to, surveillance of antibiotic resistance rates both locally …

Asset Building Through Community Participation: Re-Stocking Pastoralists Following Drought In Northern Kenya, Carolyn Lesorogol Jul 2004

Asset Building Through Community Participation: Re-Stocking Pastoralists Following Drought In Northern Kenya, Carolyn Lesorogol

Center for Social Development Research

Restocking has conventionally been viewed as a short-term relief or recovery intervention initiated by development agencies for the benefit of destitute pastoralists. In contrast, this case study illustrates how restocking became a community initiated and organized strategy to alleviate poverty in specific communities with support from a development agency. The case study outlines the process that occurred in Samburu district of northern Kenya through which a number of communities designed restocking programs to meet their perceived needs. It presents results of the program, constraints and contrasts with more conventional restocking approaches. This study shows the potential for asset building approaches …

Match Rates, Individual Development Accounts, And Saving By The Poor, Mark Schreiner Jul 2004

Match Rates, Individual Development Accounts, And Saving By The Poor, Mark Schreiner

Center for Social Development Research

Individual Development Accounts (IDAs) provide low-income people with matches for savings used for home purchase, post-secondary education, or microenterprise. Match rates for the 2,350 IDA participants in the American Dream Demonstration (ADD) were typically 1:1 or 2:1 but ranged as high as 7:1. This paper looks at how these match rates were related with the likelihood of saving something and with the level of savings. The model controls for a number of confounding factors often ignored in similar studies of match rates in 401(k) plans. For IDAs in ADD, higher match rates were generally associated with a greater likelihood of …

Rwandan Gacaca: An Experiment In Transitional Justice, Maya Goldstein Bolocan Jul 2004

Rwandan Gacaca: An Experiment In Transitional Justice, Maya Goldstein Bolocan

Journal of Dispute Resolution

This paper argues that shifting the emphasis from the retributive nature of Gacaca to its restorative potential may, in the long term, offer better perspectives of peace and reconciliation to a deeply wounded society. It also argues that, where Gacaca retains its retributive element, it should do so while trying to respect the human rights of those brought before it. Part II of this paper briefly discusses the dominant model of transitional justice, namely the prosecutorial approach of criminal trials, and its effectiveness vis-A-vis alternatives that emphasize the search for truth and reconciliation instead of retribution. Part III provides a …
