Devolution, Fiscal Federalism, And Changing Patterns Of Municipal Revenues: The Mismatch Between Theory And Reality, Dale Krane, Carol Ebdon, John R. Bartle

Public Administration Faculty Publications

Theories of fiscal federalism, such as those propounded by Musgrave, Tiebout, and Brennan and Buchanan, prescribe assignment of revenue sources among federal, state, and local governments. In this article, we demonstrate that the recent diversification of municipal revenue sources in response to devolutionary forces does not follow the expectations of the fiscal federalism theories. Our analysis suggests that the use of an institutional approach to the study of fiscal federalism would help to reduce the mismatch between theory and reality.

Internet pharmacies are an economic and communications miracle--and a regulatory nightmare. It is estimated that Americans spent some $3.2 billion in 2003 on medications from the Internet, but Internet pharmacies permit consumers to evade long-standing regulatory protections, particularly those that rely on the oversight of drug prescribing and dispensing by licensed physicians and pharmacists.

Using a comparative analysis of the equality movements of sexual minorities in Canada and India the author identifies a symbiosis between the subversive benefits of a deconstructionist approach to equality and the practical achievements to be gained by a rights-based model of social justice. The governance of the Internet naming system is at a critical juncture, characterized by instability and power struggles. ICANN, while central to the system, operates on a precarious foundation due to its short-term contract with the U.S. Department of Commerce, which grants the U.S. significant control. The system's structure is vague, relying on ad hoc decisions rather than fixed rules, leading to a complex interplay between governments, registries, and ICANN. The article employs game theory to analyze these dynamics, highlighting the challenges in balancing structure and flexibility amidst evolving stakeholders' roles and internationalization pressures.

Toll-like receptor (TLR) signal transduction is a central component of the innate immune response to pathogenic challenge. Although recent studies have begun to elucidate differences in acquired immunity in tissues of the human female reproductive tract, there is a relative paucity of work regarding innate defense mechanisms. We investigated TLR mRNA and protein expression in tissues of the human female reproductive tract. Constitutive mRNA expression of TLRs 1 to 6 was observed in fallopian tubes, uterine endometrium, cervix, and ectocervix. Furthermore, transcripts of the signaling adapter MyD88 and the accessory molecule CD14 were also detected in all tissues assayed. Quantitative …

The rise of the church growth movement in the early 1970’s 1 produced new insights and understanding as to how churches experienced growth and decline. In the years since then an entire industry has emerged to further church growth research and to deliver the resulting insights to pastors and churches. These delivery methods have taken many different forms ranging from formal seminary curriculums, to seminars and workshops, to books and audio or videotapes and computer programs, to expert consultations. As might be predicted, the ability of each delivery system to actually empower lasting, fruitful change among churches and leaders varies.

Algal blooms in south west Western Australia are a symptomatic response to excess nutrient input. Whilst a range of Best Management Practices (BMPs) are available to address the causes of nutrient pollution, most investment has been directed towards symptoms. In order to treat nutrient pollution causes effectively it is important to evaluate possible nutrient reductions and costs, and to determine whether accrued benefits can influence BMP adoption. Models were developed for catchments near Albany (south coast of Western Australia), and for the Peel-Harvey catchment (70 km south of Perth) to estimate costs and benefits of implementing conventional BMPs in scenarios …

The HIV/AIDS epidemic is a devastating medical, social and economic problem in many developing countries. Presently, the only therapeutic remedies for the disease are antiretroviral drugs, which do not cure HIV/AIDS but are effective in restoring the health of people living with HIV/AIDS. Unfortunately, these drugs are unavailable to many people living with the disease in developing countries. This has been attributed to the exorbitant prices resulting from the patent rights of multinational pharmaceutical companies over the drugs. OBJECTIVE: Addiction to opium and heroin is not only an important social and individual problem in the world but it also affects the human physiology and multiple systems. The aim of this study is to determine the effects of chronic heroin consumption on basal and vagus electrical-stimulated total gastric acid and pepsin secretion in rats. OBJECTIVE: Fiberoptic bronchoscopy is a minimally invasive procedure with a high diagnostic yield. The aim of this study was to document the usefulness of the procedure in the diagnosis of various respiratory disorders in a Middle East country. METHODS: Data on all bronchoscopies carried out in Chest Diseases Hospital, Kuwait from January 1996 to December 1998 were retrospectively collected. RESULTS: Out of 968 cases, only 620 (64%) patients had a full follow up. Suspected pulmonary tuberculosis (TB) (51.6%), unresolving pneumonia (16.1%), hemoptysis with a normal chest radiograph (8.4%), lung mass (7.7%) and hilar lymphadenopathy (3.2%) were the most common indications. …

Thalassemia major is a hereditary disorder of hemoglobin synthesis resulting in severe anemia. Treatment consists of multiple blood transfusions, a complication of which is iron overload. Excessive iron is then deposited in almost all tissues but primarily in the liver, heart and the endocrine glands. Lately, desferrioxamine has been used as a chelating agent in an attempt to prevent the complications of tissue damage by iron deposition. Early introduction of the chelating agent to combat iron overload in vulnerable organs leads to improved life expectancy. OBJECTIVE: Helicobacter pylori (H. pylori) infection is a major cause of various upper gastrointestinal (UGI) disorders. The aim of this study was to determine the prevalence of H. pylori among patients with dyspepsia. METHODS: A prospective study was carried out in the Gastroenterology Division, King Fahd Central Hospital, Gizan, Kingdom of Saudi Arabia from January 1995 to December 1998. Four hundred and eighty-eight patients with dyspepsia were consecutively examined using the UGI endoscopy during a 4-year period. Because many forms of professional development require teachers and others to work together (e.g., participation in formal mentoring programs and networking with teachers in other schools), skill building in collaboration is often the prescribed approach. Skills in working with others are especially important if the aim of professional development is change (Guskey, 1995). This ethnographic study examines the effect on student achievement by providing teachers with collaboration time during the school day. The study was conducted at a rural middle school.
