Command-and-control regulations are generally thought to be inferior to incentive-based alternatives. This essay proposes an incentive-based approach for regulating campaign finance. In place of our current regime of contribution ceilings, the essay calls for a graduated system of contribution taxes. Rather than capping the size of political donations at a specified dollar level, we should tax donations based on a schedule of graduated rates - the larger the size of a contribution, the higher the level of taxation.

Contribution taxes generate two primary advantages over contribution ceilings. First, contribution taxes preserve more total surplus. This surplus can be shared by …

Two of André Gide’s books, L’Immoraliste and La Porte étroite, exemplify the ethical struggles that defined the author’s life through the codependence of their singular message. By submitting these two intrinsically similar works to a structuralist analysis of the binary oppositions that exist between them, the relationship between good and evil becomes solidified through the structures and semiotic codes of the novels, the opposition of the protagonists, and the motifs of geography, personal relationships, nature, and religion.

The Effects Of Environmental Chemicals On Glioblastoma Cell Growth., Rebecca L. Merritt

Glioblastoma multiforme (GBM) is a malignancy known for its rapid progression. During tumor invasion, the breakdown of brain tissue releases lipid-associated foreign contaminants. This study assesses the growth response of two human glioblastoma cell lines, T98G and U138-MG, to environmental chemicals stored within the brain. Proliferative or cytotoxic responses to treatment were determined using an MTS [3-(4,5-dimethylthiazol-2-yl)-5- (3-carboxymethoxyphenyl)-2-(4-sulfophenyl)-2H-tetrazolium] metabolic activity assay and morphological analysis. Although cytotoxic effects were seen in both T98G and U138-MG cells, proliferative responses occurred only in the T98G cell line. DDT, DDE, and PCB 153 were cytotoxic in both lines, while PCB 81 caused cell death …

The Blackwater River, historically an excellent brook trout (Salvelinus fontinalis) fishery, has been affected by logging, fires, coal mining, acid rain, and land development. Trends in water quality data from 12 sites in the Blackwater River watershed were examined for a 14-year period (1980–1993) using the information-theoretic method and the seasonal Kendall with correlation correction analysis. For most sites (except Beaver Creek), downward trends in acidity and upward trends in alkalinity, conductivity, and hardness were consistent with decreases in hydrogen ion concentration. Dissolved oxygen trended downward possibly due to natural conditions, but remained above biological thresholds. The seasonal Kendall trend …

Family Socialization Of Adolescent Cigarette Smoking: The Roles Of Positive Parenting And Parental Smoking., Sarah E. Foster

This cross-sectional investigation examined main and interactive effects of positive parenting and parental smoking on adolescent smoking in 934 families. Data were analyzed using logistic regression analyses. Findings indicated that higher levels of either maternal or paternal smoking were associated with daughters’ smoking; however, only paternal smoking was associated with sons’ smoking. Moreover, findings revealed that lower levels of either maternal or paternal positive parenting were associated with daughters’ smoking, but only maternal positive parenting was associated with sons’ smoking. When the two components of the positive parenting construct were analyzed separately, it appeared that parental warmth was associated with …

Social support issues have not been examined extensively among middle-aged and older lesbian, gay, and bisexual (LGB) adults, despite evidence that the aging experience may differ between these individuals and same-aged heterosexuals. This study compared the structure (network composition) and function (positive and negative inter-personal interactions) of social support across gender and sexual orientation and how psychological well-being varied as a function of these variables. During this study, 105 participants were administered a survey in either a mail-back or an online format. No group differences emerged with regard to psychological well-being or overall social network size, but significant variations were …

This study examined the effects of individuals’ trait hostility and affective orientation in conjunction with their playing a video game upon aggressive thoughts, negative evaluations, and hostile behaviors. College students’ trait hostility and affective orientation were measured along with their video game usage. Approximately two weeks later 64 of these students came into a laboratory and played one of two video games that differed in their violent content. Typically, solids removal in flow-through aquaculture systems consists of movement of solids to a quiescent settling chamber from which they are removed after settling. Commonly used solids removal processes are time and labor intensive and generally inefficient. Due to expected increases in federal effluent discharge regulations, development of efficient quiescent zones is essential to future growth of the aquaculture industry. However, before alternate designs were considered, hydrodynamic properties of traditional systems needed studied to adequately establish baseline characteristics. In this thesis, the need for a fast and easy to use numerical analysis program for calculating multiple seam interactions is established. To fulfill this, a simplified twodimensional (2D) laminated overburden model was mathematically developed. Also the utility of the 2D laminated model for modeling complex multiple-seam interaction was further enhanced by its ability to calculate the pillar safety factors and multiple-seam induced subsidence and strain. The 2D laminated overburden model is then implemented into a displacementdiscontinuity program called LaM2D. I examined relationships between landscape physiographic factors and summer stream temperatures in the Cheat River watershed, WV and developed statistical models to characterize thermal patterns at the stream segment and watershed scales. I also examined the influence of modeled thermal regimes on the distribution of smallmouth bass (Micropterus dolomieui) and brook trout (Salvelinus fontinalis) in this system. The increasing amount of easily available genomic data has heightened the importance of computational tools in the analysis genome databases, especially the human genome. In this study, we develop a new methodology based on the suffix tree data structure to identify unknown targets of gene families. We use the identification of hypoxia-inducible factor 1 (HIF-1) as a model system. The larvae of the Herminiinae are macrodecomposers of forest leaf litter. Eight species were studied to determine the effects of aerially applied Btk. Adults were collected weekly by light trap for 7 consecutive seasons. The first 2 years provided baseline information, followed by 2 years of Btk treatment and 3 post-treatment years. Idia aemula (Hübner)(Lepidoptera: Noctuidae) larvae were collected from control plots and treated with Btk in the laboratory to determine susceptibility. Untreated larvae were reared to adulthood and mated to obtain information on their biology. Differences in light trap counts between years were significant for all 8 species. Forest …

The use of fluorescence in situ hybridization (FISH) has been shown to be efficacious in the evaluation of urine specimens from patients with a history of urothelial neoplasia. To explore a new clinical setting, we performed a prospective study using sequential urine specimens from patients without a previous history of urothelial neoplasia. The FISH probe set included centromere enumeration probes for chromosomes 3, 7, and 17, and a cosmid probe 9p21, which contains the p16 tumor suppressor gene. Most water management studies concentrate on the inter-temporal allocation problem or, more recently, spatial dynamics—but not both. While early spatial-temporal studies focused on the allocation of water quantity, this paper presents an approach to water quality analysis that incorporates both spatial and temporal dynamics in a watershed framework. The model developed is an explicit economic watershed optimization model built upon an underlying water quality model where pollution loads are driven by pollution sources and alternative control strategies. Adolescents with impaired language comprehension and formulation skills often experience difficulty keeping up with the linguistic and social demands of peer interaction. This clinical exchange describes an individualized treatment program designed to increase the conversational skill of an adolescent male with language impairment. Treatment focused on increasing awareness of the listener’s needs and on balancing the exchange of conversational turns. Clinical performance, parent report, and client report were used to assess outcomes.

Antitrust enforcement in health care has undergone considerable buffeting in recent years with government agencies losing a string of important cases in federal court and support for vigorous enforcement waning among some policymakers. Critics of doctrinal development in antitrust law have begun to question whether the underlying economic relationships are accurately reflected in the law of antitrust as applied in health care. This article advances the positive claim that antitrust doctrine often suppresses pertinent features of the health care marketplace and urges courts and enforcers to pause before applying precedent and evidentiary rules of thumb that do not fit the …

The law governing charitable corporations remains neglected and thoroughly muddled. Still unsettled are central issues regarding the accountability of directors and management, legal standards governing organic changes by nonprofit institutions, and mechanisms to ensure fidelity to the organization's charitable mission. For nonprofit corporations in the health care sector, which represent a large proportion of all health services supplied nationwide, particularly charity care, these shortcomings have had serious repercussions. This article extracts from the legislative mandate to "ensure that the biological integrity, diversity, and environmental health of the [Refuge] System are maintained," a range of meanings that reflect scientific and legislative trends in conservation. The standard modes of statutory interpretation yield meanings that largely support the 2001 Fish and Wildlife Service policy delineating three distinct yet overlapping categories. The analysis reveals three insights applicable to other areas of environmental law. First, although diversity and health emphasize important aspects of nature protection, integrity is becoming the umbrella concept that encompasses the needs of well functioning landscapes. Examining strategies used by policy entrepreneurs can enhance our understanding of how policy changes occur in the policy making process. This study builds on the works of Kingdon (1984), Schiller (1995), Worsham (1997) and Mintrom (1997, 2000). Specifically, this study focuses on policy changes pursued by policy entrepreneurs both directly and indirectly related to the Temporary Assistance for Needy Families (TANF) program. People faced with challenging life events, such as pregnancy, need social support for well being. Traditionally, this support has been given via face-to-face contact in communities. It is known that online messaging promotes effective social support among people with disabilities or illnesses, and during life events such as pregnancy and parenting. It has been further suggested that surrogate mothers, women who contract with another person or a couple to bear a child, receive less social support from their families than other mothers.
