Publishing History: Print issues of Reflections magazine were published from 1975 to 1999 and its successor, Reflections on Nursing Leadership (RNL) began publication in 2000. RNL migrated to an online format, http://www.reflectionsonnursingleadership.org, in 2006 and continues today.
RNL is a member benefit of the Honor Society of Nursing, Sigma Theta Tau International (STTI). The historical print issues have been made openly available.

The City of Portland, Oregon has experienced unprecedented population growth in the last decade, much of which has been accommodated through infill development. Not all infi ll development has contributed to meeting design goals, prompting the City’s Bureau of Planning to launch the Infill Design Project in 2003. The Infill Design Project aims to improve the design of multi-dwelling and rowhouse development outside the Central City. This study supports the Infill Design Project by studying the design of new, multi-family infi ll development in a section of Outer Southeast Portland, Oregon. This article discusses the quality of commercial and library-sponsored AskA services and uses this as a prediction for the success of the programs. The authors also explore the idea of the commoditization of information and its acceptance rates in different countries, and use these to predict the success of commercial and library-sponsored AskA services both in the United States and abroad.

THOMAS MALLON, AUTHOR of the modern classic on plagiarism, "Stolen Words," wrote, "In 2001 the professoriate remains more inclined to pieties than to policing its own.... "2 If cases involving plagiarism are any guide as to the veracity of this statement, Mallon is mistaken. Careers are ruined because plagiarism is fiercely policed in universities as if it is one of the seven deadly sins. Reacting to the dishonest nature of plagiarism, university administrators drum both student and teacher plagiarizers out of the academy. Practitioners of law and medicine are similarly intolerant of plagiarism.

FOR MOST OF the last 162 years, Congress has regulated the "manner" of congressional elections by imposing a requirement that its members be elected from single-member districts. In doing so, it has presumed to exercise its authority under Article I, Section 4, the "Elections Clause," of the Constitution, which provides: The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of ch[oo]sing Senators.

IN JUNE OF 2003, nonprofit public benefit corporation PipeVine, processor of charitable donations for dozens of charities, closed its doors, admitting it did not have enough funds to distribute what it owed to its clients. The California attorney general filed suit and the San Francisco Superior Court appointed a receiver to take over the affairs of the corporation. The receiver's preliminary report indicates PipeVine (formerly known as United Nonprofit Operations or "UNO") likely owed over $18 million, with cash and assets worth just over $3 million, placing PipeVine among the most costly nonprofit failures ever. The Workers’ Compensation Steering Committee of the National Academy of Social Insurance formed the Benefit Adequacy Study Panel to review the literature on benefit adequacy and to develop an approach to document what is currently known—and not known—about benefit adequacy in WC programs. The panel documents the extent to which WC cash benefits replace workers’ lost wages, and assesses the adequacy of that wage replacement.

This book provides a broad overview of federally funded job training programs as they exist today. The notable list of contributors review what training consists of and how training programs are implemented under WIA. In particular, they examine training service providers and methods of delivering training services, including the use of individual training accounts and eligible training provider lists. Performance management under WIA is examined, as well as the effectiveness of training programs. In addition, public training programs are compared to private training provided in the United States and to public training programs offered in other industrial nations.

International Decision: United States--Continued Dumping And Subsidy Offset Act Of 2000, Mark L. Movsesian

This brief article is a report of an international decision of the World Trade Organization Appellate Body on January 16, 2003, concerning the United States’ Continued Dumping and Subsidy Offset Act of 2000 (WT/DS217 & 234/AB/R). Eleven WTO members—Australia, Brazil, Canada, Chile, the European Communities, India, Indonesia, Japan, Korea, Mexico, and Thailand—filed a challenge to the Byrd Amendment in the summer of 2001. A WTO dispute settlement panel, agreeing with the complaining parties, made two major findings. First, the panel concluded that the Byrd Amendment constitutes an impermissible specific action against dumping and subsidization under the Antidumping and SCM Agreements. …

In "Global Governance and the WTO," Professor Andrew Guzman has done an impressive job of articulating a vision of the World Trade Organization (WTO) that many international lawyers share. In this vision, the WTO's mission should be expanded beyond its present task of facilitating tariff reductions and preventing covert protectionism. Rather, the WTO should take on substantive authority in a wide variety of non-trade areas, including the environment, labor, human rights, and public health. Unlike many people who share this vision, Guzman takes the time to describe how it might best be accomplished. He advocates specialized WTO departments and periodic …
