Cost Effectiveness Of Treating The Metabolic Syndrome In The Uninsured In Montgomery County, Deepa Bangalore Jan 2004

Cost Effectiveness Of Treating The Metabolic Syndrome In The Uninsured In Montgomery County, Deepa Bangalore

Masters Culminating Experiences (1993-2011)

Treating the uninsured in cases of cardiovascular emergencies has demonstrated to be a large expense to the health care system, primarily borne by the society as they contribute to taxes/levies that support local hospitals for indigent care. Interventions to reduce the cardiovascular risk factors among the uninsured are expensive but have proven to be an effective alternative to the present situation, which is to treat them only in cases of emergencies. The metabolic syndrome (MS) poses a threat particularly to the uninsured population because of its asymptomatic nature. Detection and treatment of MS at its onset provides substantial clinical benefit …

Social Capital And Economic Development: Possible Links And The Implications For Economic Policy, Allan Ochieng Oginga

Masters Culminating Experiences (1993-2011)

This research project was carried out with three principle objectives. First, I provide a primer investigation of what social capital means and examine its possible relevance in the discipline of economics and I highlight some of the numerous conceptual debates surrounding the theory. Secondly, I shed light on the historical progression and time line for the implications of social capital. That is, where we were in the past, where we are at the current time and where we (as economists) are possibly heading with this into the future. Lastly, I highlight some of the major challenges in applying an empirical …

Meeting The Literacy Development Needs Of Adolescent English Language Learners Through Content Area Learning - Part One: Focus On Motivation And Engagement, Julie Meltzer, Edmund T. Hamann

Department of Teaching, Learning, and Teacher Education: Faculty Publications

This paper highlights the substantial overlap in recommended practices from two emerging areas of educational research: research on the academic literacy development of adolescents and research on English language learners (ELLs) in secondary schools. Specifically, this paper examines instructional principles related to the connection between students’ motivation and engagement and their literacy development as supported by both bodies of literature. These principles include making connections to students’ lives, creating responsive classrooms, and having students interact with each other and with text. This paper is the first of two papers based on the same reviews of the adolescent literacy and adolescent …

Progress And Progression In Family Law, Martha Albertson Fineman Jan 2004

Progress And Progression In Family Law, Martha Albertson Fineman

Faculty Articles

The process and nature of change in our family formation seems unlikely to be derailed. The policy question for those concerned with the institution of the family in today's world should not be how we can resuscitate marriage and thus save society, but rather how we can support all individuals who create intimate, caring relationships, regardless of the form of those relationships. Continued inattention to the social and economic dislocations and the emerging family needs produced in the wake of changes in family formation can be disastrous, not only to individual families, but also to society.

Of particular importance for …

Natural Law And The Regulation Of Sexuality: A Critique, Dr. Brent L. Pickett Jan 2004

Natural Law And The Regulation Of Sexuality: A Critique, Dr. Brent L. Pickett

Richmond Public Interest Law Review

I will argue that the natural-law understanding of sexuality, and its application to the law, is deeply flawed, in regards to homosexuality and sodomy. I begin by laying out some of the foundations of the natural law position. Central to the position is an account of human goods that are seen as good in themselves, and hence as rational bases for choice and human action. In regards to sexuality, the two most important goods, at least from the natural law perspective, are those of marriage and personal integration. I argue that a real appreciation of the role of these two …

Telemarketing Sales Rule Comment For 16 Cfr Part 310 — American Association Of Retired Persons, David Certner

Richmond Journal of Law & Technology

AARP appreciates this opportunity to comment on the Federal Trade Commission’s (FTC) Notice of Proposed Rulemaking to amend the Telemarketing Sales Rule (the Rule). AARP’s interest in the Telemarketing Sales Rule and concerns about telemarketing abuses are long- standing. Seven years ago we were active participants in the original rulemaking proceeding. Since the adoption of the Rule in 1995, AARP has dedicated signi cant resources to educating consumers about telemarketing fraud and to working with federal, state and local law enforcement agencies to combat it. We have also worked with state legislatures to enact state telemarketing legislation. The existing Rule …

An Introduction To Artificial Intelligence And Legal Reasoning: Using Xtalk To Model The Alien Tort Claims Act And Torture Victim Protection Act, Eric Allen Engle Jan 2004

An Introduction To Artificial Intelligence And Legal Reasoning: Using Xtalk To Model The Alien Tort Claims Act And Torture Victim Protection Act, Eric Allen Engle

Richmond Journal of Law & Technology

This paper presents an introduction to artificial intelligence for legal scholars and includes a computer program that determines the existence of jurisdiction, defences, and applicability of the Alien Tort Claims Act and Torture Victims Protection Act. The paper includes a discussion of the limits and implications of computer programming in formal representations of the law. Concluding that formalization of the law reveals implicit weaknesses in reductionist legal theories, this paper emphasizes the limitations in practice of such theories.

Without Charge: Assessing The Due Process Rights Of Unindicted Co-Conspirators, Ira Robbins Jan 2004

Without Charge: Assessing The Due Process Rights Of Unindicted Co-Conspirators, Ira Robbins

Scholarly Articles in Law Reviews & Journals

The grand jury practice of naming individuals as unindicted co-conspirators routinely results in injury to reputations, lost employment opportunities, and a practical inability to run for public office. Yet, because these individuals are not parties to a criminal trial, they have neither the right to present evidence nor the opportunity to clear their names. Thus, Professor Robbins argues that the practice violates the Fifth Amendment guarantee that “[n]o person shall . . . be deprived of life, liberty, or property, without due process of law[.]” While prosecutors may offer many justifications to support the practice of naming unindicted co-conspirators, these reasons …

Unleashing Instant Messaging From Regulatory Oversight, Fernando Laguarda Jan 2004

Unleashing Instant Messaging From Regulatory Oversight, Fernando Laguarda

Scholarly Articles in Law Reviews & Journals

INTRODUCTION: { 1 } America Online, Inc. ("AOL") and Time Warner Inc. announced their intention to merge on January 10, 2000.' At that time, there was a great deal of excitement about combining these two companies and harnessing the power of an increasingly broadband Internet. In addition to the Federal Trade Commission ("FTC") and Federal Communications Commission ("FCC"), more than one thousand local communities conducted their own reviews of the merger. The FTC identified "open access" to the Time Warner Cable platform as an issue meriting specific relief {2} The FCC, for its part, specifically identified "instant messaging" ("IM") as …
