Information exchange is increasing rapidly with the advent of globalization. As the language spoken by the most people in today's world, Chinese will play an important role in information exchange in the future. Therefore, we need an efficient and practical means to access the increasingly large volume of Chinese data. This thesis describes a target-dominant Chinese-English machine translation system, which can translate a given Chinese news sentence into English. We conjecture that we can improve the state of the art of MT using a TDMT approach. This system has participated in the NIST (National Institute of Standards and Technology) 2004 …

“Judicial Nationalism” In International Law: National Identity And Judicial Autonomy At The Icj, Adam M. Smith

To many, the International Court of Justice’s allowance for a State to have a co-national on the bench when the Court hears its case is an affront to “justice.” The unstated assumption—under which both the critics of the practice and the States who demand it operate—is that national judges will view co-nationals with greater sympathy than they do foreigners. Despite its intuitive appeal, it is troubling that States, critics and academics alike have accepted this assumption with little questioning. In fact, nothing on “judicial nationalism” in the ICJ has appeared in the academic literature since the 1960s. Given the ICJ’s …

Whistle Blowing, Ben Depoorter, Jef De Mot

George Mason University School of Law Working Papers Series

For law enforcement purposes corruption and fraud are hard battles. Because of the highly secretive and premeditated nature of these crimes, prime witnesses are themselves often implicated in the fraudulent transaction. Promises of immunity and whistle blowing rewards are often required to resolve these information asymmetries. These insights have set a trend, both in scholarship and law enforcement practice, towards reward-based approaches (carrots), as an alternative or complement to punishment based deterrence (sticks). Applying the U.S. False Claims Act (FCA) as an analytical framework, we provide a critical review of the efficiency limitations of whistle blowing. More specifically, the formal …

September 11, 2001: An Individual Media Dependency Perspective, Tyrone Hamilton Glade

Theses and Dissertations

This study uses individual media dependency (IMD) to examine student dependency on the media before and during the attacks of September 11. A content analysis of media journals kept by a group of university students during the week of September 11 confirmed the existence of the IMD relationship, a finding that adds to the methodological breadth of IMD research. Goal scope, which is composed of the understanding, orientation, and play goals narrowed to the goal of social understanding on September 11 only to expand outwards to pre-September 11 levels by the end of that week.
