Toward A Constitutional Regulation Of Minors' Access To Harmful Internet Speech, Dawn C. Nunziato
Toward A Constitutional Regulation Of Minors' Access To Harmful Internet Speech, Dawn C. Nunziato
Chicago-Kent Law Review
In this Article, Prof. Nunziato scrutinizes Congress's recent efforts to regulate access to sexually-themed Internet speech. The first such effort, embodied in the Communications Decency Act, failed to take into account the Supreme Court's carefully-honed obscenity and obscenity-for-minors jurisprudence. The second, embodied in the Child Online Protection Act, attended carefully to Supreme Court precedent, but failed to account for the geographic variability in definitions of obscene speech. Finally, the recently-enacted Children's Internet Protection Act apparently remedies the constitutional deficiencies identified in these two prior legislative efforts, but runs the risk of being implemented in a manner that fails to protect …

Is Fifra Enough Regulation? Failure To Obtain A Npdes Permit For Pesticide Applications May Violate The Clean Water Act, Rebecca E. Leintz

In the summer of 1999, West Nile Virus, a mosquito-borne illness, appeared in the eastern United States and has since worked its way across the country. Thousands have been infected, and hundreds have died from the virus. Communities, struggling to protect their residents, have often been forced to employ widespread pesticide spraying to stop the virus' spread. Citizens and environmental groups, however, have expressed concern that pesticide spraying is damaging to the environment and contend that the law has been broken. They argue that when these pesticides are deposited onto water bodies, without first obtaining a permit, there is a …

Independence Of Nations And The Role Of Libraries: The American Library System As The Stakeholder For Freedom Of Information, Lana Zink
E-JASL: Electronic Journal of Academic and Special Librarianship (1999-2009, Volumes 1-10)
Abstract
The nations of the world community are independent of each other. There is no higher authority to bring together like and unlike nations for the betterment of world order. Each nation stands alone. It is realized, even in America, that international affairs dictate there is no one moral code common to all people and to all governments of the world. Political order in the world community depends upon an independence of nations, but an independence that recognizes a moral, reasoned mind. The so-called American library system plays a role in the assurances toward tempered, human behavior at the international …
Mapping Changes In Denominational Membership In The Great Plains, 1952-2000, Holly Barcus, Stanley Brunn
Mapping Changes In Denominational Membership In The Great Plains, 1952-2000, Holly Barcus, Stanley Brunn
Great Plains Research: A Journal of Natural and Social Sciences (through 2013)
The religious heritage of the Great Plains is illustrated in distinct denominational regions. Mapping county-level data on major denominations reveals that Catholics and Lutherans are strongest in the Northern Plain, Methodists in the Central Plains, and Baptists in the Southern Plains. Counties that are increasing in population and closest to metropolitan and interstate areas experience the most diversity. During the last fifty years, Lutherans and Methodists have lost members, while Catholics and Baptists gained. The Central Plains is experiencing the most dynamism.
Review Of Changing Precipitation Regimes And Terrestrial Ecosystems: A North American Perspective Edited By Jake F. Weltzin And Guy R. Mcpherson, Luke Marzen
Great Plains Research: A Journal of Natural and Social Sciences (through 2013)
This volume, the result of a 1998 symposium organized by the Ecological Society of America, bring together a number of leading experts to answer important questions about global change, precipitation regimes, and terrestrial ecosystems in several biomes of temperate North America. It is becoming increasingly apparent that anthropogenic activities combined with many other factors are substantially affecting terrestrial ecosystems and vegetation response patterns at a variety of temporal and spatial scales. Concern over global changes is leading to an increasing number of investigations into the impacts human activity may be having on climate patterns and what the potential consequences may …
Review Of Trails And Trials: Markets And Land Use In The Alberta Beef Cattle Industry, 1881-1948 By Max Foran, Ian Maclachlan
Review Of Trails And Trials: Markets And Land Use In The Alberta Beef Cattle Industry, 1881-1948 By Max Foran, Ian Maclachlan
Great Plains Research: A Journal of Natural and Social Sciences (through 2013)
Max Foran's Trails and Trials does a superb job of filling a conspicuous gap in Alberta's agricultural history. By covering the period 1881-1948, the book extends the standard accounts of Alberta's ranching history well into the twentieth century. And it expands on traditional ranch history themes with its clear and consistent focus on the importance of cattle exports in relation to Canada's small domestic market and on the importance of markets in understanding land use change. Foran periodizes and organizes his story clearly. Each chapter follows a similar structure with sections and subsections describing major market and policy developments and …

Review Of Restoring The Burnt Child: A Primer By William Kloefkom, David Pichaske
Great Plains Quarterly (through 2013)
William Kloefkom's second book of memoirs is a blueprint for restoring lives scorched by the fires of fundamentalist Christianity, WCTU crusaders, cigarettes and whiskey, kitchen matches, sore throats, and thermonuclear explosions. The twelve chapters cover Kloefkom's life from age nine, when he torched the family kitchen, to age thirteen, when he delivered news of Hiroshima and Nagasaki to subscribers of the Wichita Beacon. The book fleshes out stories and personalities already familiar to readers of his poetry: parents and grandparents; life in Attica, Kansas; the slaughter of swallows and rabbits on grandfather's farm; landmarks like Turtle Rock and town marks …
New Perspectives On The Changing Religious Diversity In The Great Plains, Stanley Brunn, Holly Barcus
New Perspectives On The Changing Religious Diversity In The Great Plains, Stanley Brunn, Holly Barcus
Great Plains Research: A Journal of Natural and Social Sciences (through 2013)
The religious landscape of the Plains is dominated by four major denominations: Lutherans, Catholics, Methodists, and Baptists. But beneath these prevailing majorities are others that are declining (Presbyterians) and increasing (Pentecostals and Mormons) in membership and places of worship. Jews, Muslims, Charismatics, and Baha'i are also increasing in metropolitan areas, where the greatest diversity exists. "Religious geology," a concept that depicts religious diversity, exhibits sharp regional variations.

Location, Location, Location : Implications Of Geographic Situation On Australian Student Performance In Pisa 2000, John Cresswell, Catherine Underwood
ACER Research Monographs
The primary focus of this report is to examine the effect that geographical location may have on the performance of students from schools from all parts of Australia who participated in the OECD/Programme for International Student Assessment (PISA 2000). Approximately 5477 students from 231 school across Australia encompassing schools in Major Cities, Inner Regional areas, Outer Regional areas, Remote areas and Very Remote areas participated. Results for Australian schools located in Major Cities and Inner Regional areas were above the OECD average in reading literacy. Outer Regional areas and Remote/Very Remote areas were at or below the OECD average.

En-Gendering Critical Spatial Literacy: Migrant Asante Women And The Politics Of Urban Space., Epifania Adoo-Adare
Wagadu: A Journal of Transnational Women's & Gender Studies
The power of spatial configurations in our everyday social practices and ideological constructions of place and identity cannot be denied. As an architect and an Asante woman who has always lived in African and diasporic cities, I am particularly interested in how Black women’s socioeconomic lives have been constituted, situated, and enacted in western urban spatiality. I believe that Black women the world over are disproportionately represented in unsuitable and inadequate urban spaces and are also underrepresented in urban development decision-making processes. Also, as a Black female architect intent on imagining and constructing radical architectural counter-narratives within hegemonic spatial politics, …
