Wrongful Convictions: It Is Time To Take Prosecution Discipline Seriously, Ellen Yaroshefsky Sep 2004

Wrongful Convictions: It Is Time To Take Prosecution Discipline Seriously, Ellen Yaroshefsky

University of the District of Columbia Law Review

Ron Williamson, who came within five days of execution, and Dennis Fritz, who served twelve years of a life sentence, were released from prison in 1999. They were innocent men, wrongfully convicted of the rape and murder of Debra Carter. Arrested five years after her murder and tried separately, the cases against them rested on testimony of a jailhouse informant, a jail trainee, and unreliable hair evidence. Fortunately, there was DNA evidence in the case, and scientific testing exonerated Fritz and Williamson. The evidence instead implicated Glen Gore, the person who should have been the prime suspect. Many of these …

The Chimera And The Cop: Local Enforcement Of Federal Immigration Law, Michael M. Hethmon Sep 2004

The Chimera And The Cop: Local Enforcement Of Federal Immigration Law, Michael M. Hethmon

University of the District of Columbia Law Review

The questions of if, when, and how local police can enforce federal immigration laws go to the heart of the legal hunt for the chimera that is contemporary American immigration law.1 In the opening years of this century, the estimated illegal alien population in the United States has reached historic levels. The national response to the attacks of September 11, 2001 transformed what had been largely a municipal conflict between ethnic organizations, the immigration bar, and local governments in high-immigration jurisdictions into a much larger national debate about national security, civil liberties, and federalism.z After the devastating attacks on the …

Development Of A Systems Engineering Model Of The Chemical Separations Process: Final Report, Yitung Chen, Sean Hsieh Sep 2004

Development Of A Systems Engineering Model Of The Chemical Separations Process: Final Report, Yitung Chen, Sean Hsieh

Separations Campaign (TRP)

The whole chemical separation process is complex to the point that definitely requires certain level of systematic coordination. To perform smoothly and meet the target extraction rates among those processes, this research proposed a general-purpose systems engineering model.

A general purposed systems engineering model, Transmutation Research Program System Engineering Model Project (TRPSEMPro), was developed based on the above design concept. The system model includes four main parts: System Manager, Model Integration, Study Plan, and Solution Viewer. TRPSEMPro can apply not only to chemical separation process, but also a general system model.

Network-Layer Selective Security, Casey T. Deccio Sep 2004

Network-Layer Selective Security, Casey T. Deccio

Theses and Dissertations

The Internet and other large computer networks have become an integral part of numerous daily processes. Security at the network layer is necessary to maintain infrastructure survivability in the case of cyber attacks aimed at routing protocols. In order to minimize undesired overhead associated with added security at this level, the notion of selective security is proposed. This thesis identifies elements in network topologies that are most important to the survivability of the network. The results show that the strategic placement of network security at critical elements will improve overall network survivability without the necessity of universal deployment.

A Single Amino Acid Substitution In Soybean Vspα Increases Its Acid Phosphatase Activity Nearly 20-Fold, Oranuch Leelapon, Gautam Sarath, Paul E. Staswick Sep 2004

A Single Amino Acid Substitution In Soybean Vspα Increases Its Acid Phosphatase Activity Nearly 20-Fold, Oranuch Leelapon, Gautam Sarath, Paul E. Staswick

United States Department of Agriculture-Agricultural Research Service / University of Nebraska-Lincoln: Faculty Publications

Soybean [Glycine max (L.) Merr.] contains two proteins called vegetative storage proteins (VSPs) that function as temporary storage reserves, but are also closely related to plant acid phosphatases of the haloacid dehalogenase (HAD) superfamily. This study examined the biochemical basis for the relatively low catalytic activity previously reported for these VSPs. The specific activity of purified recombinant VSPα on GMP was about 40-fold lower than for a related soybean root nodule acid phosphatase (APase), which had a specific activity of 845 U mg-1 protein. Conversion of Ser106 to Asp increased VSPα activity about 20-fold. This Asp residue …

Dampak Moneter Kebijakan Defisit Anggaran Pemerintah Dan Peranan Asa Nalar Dalam Simulasi Model Makroekonomi Indonesia (1983:1–2002:4), R. Maryatmo

Bulletin of Monetary Economics and Banking

The purpose of this research is to observe the impact of the budget deficit policy on the macroeconomic variables in general, and specifically on the monetary variables in the short and long run.We apply macroeconomic model with rational expectation specification to allow agents altering their economic decision in encountering the authority policies. The model constructed contains eight (8) long run behavior equations, eight (8) short run behavior equations, four (4) rational expectation equations, and at least twelve (12) identity equations. The parameters are estimated by using the Two Stage Least Squares (2SLS) method. The endogenous variables which has become the …

Analisis Aplikasi Model Neraca Pembayaran Dan Model Moneter Terhadap Nilai Tukar Rupiah/Dolar, Periode 1980.1–2000.4, Didi Nuryadin, Bagus Santoso

Bulletin of Monetary Economics and Banking

This paper is aimed to analyze variables determines the exchange rate of rupiah. Using exchange rate model (balance of payment and monetary model) developed by Fullerton, Hattori and Calderon (2001) we incorporate two additional variables namely policy variable and crises variable. We apply unit root test to observe the existence of structural break during observed period. Prior the implementation of Engel-Granger Error Correction Model, we test whether our variables in equation are cointegrated. Following Hendry’s general to specific modeling procedure, we get two simple models namely balance of payment and monetary model. Our result shows all explanatory variables significantly determine exchange rate …

Analisis Dampak Kebijakan Moneter Terhadap Variabel Makroekonomi Di Indonesia Tahun 1983.1–2003.2, Umi Julaihah, Insukindro Insukindro

Bulletin of Monetary Economics and Banking

The objectives of this study are to analyze the effect of monetary policy on Indonesian economy and which monetary instruments can explain the variability of macroeconomic variables better. We apply Vector Error Correction Model on quarterly Indonesian economic data during period of 1983.1 - 2003.2. We observe monetary policy variables namely base money, SBI interest rate, one month commercial bank deposit interest rate, and macroeconomic variables namely consumer price index, gross domestic product, and exchange rate (rupiah/dollar). The model approach provide us two quantitative measurements, (i) impulse response function that can trace the response of one endogenous variable caused by shock/ …

Single-Sided Czt Strip Detectors, John R. Macri, B Donmez, Mark Widholm, L A. Hamel, Manuel Julien, T Narita, James M. Ryan, Mark L. Mcconnell Sep 2004

Single-Sided Czt Strip Detectors, John R. Macri, B Donmez, Mark Widholm, L A. Hamel, Manuel Julien, T Narita, James M. Ryan, Mark L. Mcconnell

Space Science Center

We report progress in the study of thick CZT strip detectors for 3-d imaging and spectroscopy and discuss two approaches to device design. We present the spectroscopic, imaging, detection efficiency and response uniformity performance of prototype devices. Unlike double-sided strip detectors, these devices feature both row and column contacts implemented on the anode surface. This electron-only approach circumvents problems associated with poor hole transport in CZT that normally limit the thickness and energy range of double-sided strip detectors. These devices can achieve similar performance to pixel detectors. The work includes laboratory and simulation studies aimed at developing compact, efficient, detector …
